FWISD AQUATICS COVID-19 MITIGATION PLAN

COACHES SAFETY:
• All coaches and staff must wear facemask at ALL times.
• Coaches must pre-screen before entering WGAC, each day. (Google Form)
• If you are experiencing any if the following symptoms, cancel practice, do not enter
WGAC.
o Feeling feverish or a measured temperature greater than or equal to 100.0
degrees Fahrenheit
o Loss of taste or smell
o Cough
o Difficulty breathing
o Shortness of breath
o Headache
o Chills
o Sore throat
o Shaking or exaggerated shivering
o Significant muscle pain or ache
o Diarrhea
• All coaches are responsible for pre-screening your athletes. Ex: Temperature check
(optional), or pre-screening questions. Coaches could have athletes pre-screen using a
google form. The completing on the google form will be their admission ticket for that
day. Athletes must pre-screen or they will NOT be allowed entrance to WGAC.
o Have you had any of the COVID-19 Symptoms?

• Coaches are responsible for monitoring their athletes at all times.
• FWISD Staff only deck and in stands.
• All Coaches are responsible in keeping a log of athlete responses to screening questions
each day. This helps us keep track of athletes to contact in case of an athlete contracting
COVID-19.
• 4 Hand sanitizer stations are at each end of the pool.
POOL SPACE:
• We will follow the USA Swimming COVID-19 Lane arrangements. See Diagrams.

Possible lane arrangements

o 2 per lane: Swimmer 1 at one end; Swimmer 2 at opposite end of pool. (SPLIT
THE LANE) Each swimmer will stay on either right or left side of lane.

o 3 per lane: Swimmer 1 and 2 opposite ends of pool; Swimmer 3 middle of the
pool.

AS PER TEA and UIL:

Individuals Confirmed or Suspected with COVID-19


1. Any individuals who themselves either: (a) are lab-confirmed to have COVID-19; or (b) experience the
symptoms of COVID-19 (listed below) must stay at home throughout the infection period, and cannot
return to campus until the school system screens the individual to determine any of the below conditions
for campus re-entry have been met:
§ In the case of an individual who was diagnosed with COVID-19, the individual may return to school when all
three of the following criteria are met:
o at least three days (72 hours) have passed since recovery (resolution of fever without the use of fever-
reducing medications);
o the individual has improvement in symptoms (e.g., cough, shortness of breath); and
o at least ten days have passed since symptoms first appeared.
§ In the case of an individual who has symptoms that could be COVID-19 and who is not evaluated by a medical
professional or tested for COVID-19, such individual is assumed to have COVID-19, and the individual may not
return to the campus until the individual has completed the same three-step set of criteria listed above.
§ If the individual has symptoms that could be COVID-19 and wants to return to school before completing the
above stay at home period, the individual must either (a) obtain a medical professional’s note clearing the
individual for return based on an alternative diagnosis or (b) receive two separate confirmations at least 24
hours apart that they are free of COVID-19 via acute infection tests at an approved COVID-19 testing location
found at https://tdem.texas.gov/covid-19/.
Identifying Possible COVID-19 Cases on Campus
§ Schools must immediately separate any student who shows COVID-19 symptoms while at school until the
student can be picked up by a parent or guardian.
§ Schools should clean the areas used by the individual who shows COVID-19 symptoms while at school (student,
teacher, or staff) as soon as is feasible.
§ Students who report feeling feverish should be given an immediate temperature check to determine if they are
symptomatic for COVID-19.
This document refers to “close contact” with an individual who is lab-confirmed to have COVID-19.
Close contact is determined by an appropriate public health agency. For clarity, close contact is
defined as:
§ being directly exposed to infectious secretions (e.g., being coughed on while not wearing a mask or face
shield); or
§ being within 6 feet for a cumulative duration of 15 minutes, while not wearing a mask or face shield;
if either occurred at any time in the last 14 days at the same time the infected individual was
infectious.
Individuals are presumed infectious at least two days prior to symptom onset or, in the case of
asymptomatic individuals who are lab-confirmed with COVID-19, two days prior to the confirming
lab test.
Required Actions if Individuals with Lab-Confirmed Cases Have Been in a School or in an Area Where
UIL Activities Are being Conducted
1. If an individual who has been in areas where UIL activities have been conducted is lab-confirmed to have
COVID-19, the school must notify its local health department, in accordance with applicable federal, state
and local laws and regulations, including confidentiality requirements of the Americans with Disabilities
Act (ADA) and Family Educational Rights and Privacy Act (FERPA).
2. Schools must close off areas that are heavily used by the individual with the lab-confirmed case (student,
teacher, or staff) until the non-porous surfaces in those areas can be disinfected, unless more than 3 days
have already passed since that person was on campus.
3. Consistent with school notification requirements for other communicable diseases, and consistent with
legal confidentiality requirements, schools must notify all teachers, staff, and families of all students in a
school if a lab-confirmed COVID-19 case is identified among students, teachers or staff who participate in
any UIL activities.
ATHLETES/ PARENTS SAFTEY:

Pre- Screening
Prior to entering WGAC Pool ALL athletes will answer the pre-screening questions. (Google
Form, QR Code).

Athletes will also have their temperature check BEFORE entering the facility.

o Have you had any of the COVID-19 Symptoms?


§ Feeling feverish or a measured temperature greater than or equal to
100.0 degrees Fahrenheit
§ Loss of taste or smell
§ Cough
§ Difficulty breathing
§ Shortness of breath
§ Headache
§ Chills
§ Sore throat
§ Shaking or exaggerated shivering
§ Significant muscle pain or ache
§ Diarrhea
Athletes must answer no to the questions above. If they are feeling any of the symptoms of
COVID-19 they will not be admitted into WGAC.

Once they have successfully completed the pre-screen google form, they will show the “you are
admitted” screen shot to the coach and may proceed to the bleachers

Entering WGAC/Drop off

• FACE MASKS ARE REQUIRED AT ALL TIMES TO ENTER THE FACILITY. THE ONLY TIME
when an athlete should not have a face mask on is when they are in the water. Please
do not share facemasks at any time.
• Athletes arrive at the pool prepared to swim. No locker rooms, showering, or deck
changing. Athletes are to wear suit to pool.
• Swimmers will enter through main entrance and exit through side door of pool.
• No parents, siblings or extra family members will be allowed to be in the facility.
• The seating area will be marked off to ensure athletes are staying 6 feet apart.
• There will be a drop off lane for parents to drive through that will be directed by a
coach.
• Athlete drivers will park in the south side of the parking lot and proceed to the “Athlete
Driver Line” and wait for screening to walk in.
• The “Athlete Driver Line” will be clearly marked with colored tape or signage to keep
athletes 6 feet apart.
• Athletes being dropped off will wait to get out of their car until in front of the main
entrance. Athletes will get out and walk directly into the check-in line.
• Colored tape will demonstrate the path that athletes will take into the facility (the
athlete will enter the main door to pool and walk to the right). Athletes will proceed to
walk to the deck through the staircase and set bag down behind assigned lanes.

BEFORE GETTING IN THE WATER

• Athletes will walk to bleachers and place belongings on colored “X” that will be 6 feet
apart and then immediately report to their assigned lane.

WHILE SWIMMING

● Locker rooms will remain closed unless the athlete needs to use the restroom. 1 Athlete
at a time in the restroom. Athlete will only have 4 minutes to use restroom. If athlete
does not follow these rules; they will lose practice privileges.
● Number of swimmers in each lane will be limited depending on pool space and number
of swimmers within the training group. Ideally, this is 3 swimmers per lane.
● Swimmers will spend a minimal amount of time on the wall during practice sessions. If
substantive instruction is to be provided, swimmers will exit the water and stand on
deck while also observing appropriate social distance.

AFTER SWIMMING

• Athletes will be released by lanes to ensure proper social distancing occurs.

• NO LOCKER ROOMS!! Athletes will NOT be allowed to change in the locker room.
• Depart the practice immediately by maintaining 6 feet apart. Follow the colored tape
toward the side door exit.

ATHLETE PICK UP/DEPARTURE

• Athletes must depart immediately after practice so the next group can arrive.
• Athletes will leave through the side door of the pool 6 feet apart and walk directly to
where parents are parked. Parents must be ready to pick up athletes promptly at the
end of practice.
• Athletes may not loiter in parking lot.
• Parents and Athletes that do not follow the Rules will be asked to leave the facility.

Transportation from POOL to SCHOOL

• Athletes that can drive, may drive to and from practice; Parents will drop off and pick up
aquatic’s athletes Sept 8, 2020- October 4, 2020
• October 5th and beyond: parents will drop off athletes at Gate 1 (front of WGAC);
athletes that drive can still drive to and from practice.
• Athletes needing a ride to Paschal will line up outside the side exit door while
maintaining 6 feet apart.
• When bus arrives, each athlete will enter bus one at time; sanitizing your hands.
• Only 1 swimmer per seat.
• Swimmer must wear a mask at ALL Times while riding the bus.
• Bus windows that can be lowered shall remain down at all times, unless the weather is
bad.
• Swimmers will exit the bus 1 at a time while maintaining 6 feet apart.
• Upon exiting the bus swimmers will sanitize their hands

Arriving at PHS for 2nd/6th Period

• After exiting the bus and or arriving at PHS, swimmers will report to their 2/6th period
classes following school mitigation protocol.

COMPETITIONS
Transportation: Parents are encouraged to provide transportation to and from meets; this will
mitigate the spread of COVID-19. We will follow each facility COVID-19 mitigation plan. The
plans will be sent out to parents and athletes. We will also go over the mitigation plans BEFORE
we attend the competition.

USING BUS TRANSPORATION WILL LIMIT THE NUMBER OF ATHLETES WE CAN TRANSPORT.

Bus Transportation:
• Athletes will meet in the new building parking lot on Forest Park Blvd.
• Athletes will maintain 6 ft social distancing not congregating together to load the bus.
• Athletes will follow Pre-Screening Guidelines BEFORE loading the bus.
• Athletes MUST wear a facemask at ALL Times.
• Athletes will hand sanitize BEFORE Loading the bus and again when Exiting the bus.
• Athletes will sit one athlete per seat.

COVID-19 RESPONSE

Any individuals who themselves either: (a) are lab-confirmed to have COVID-19; or (b) experience the
symptoms of

COVID-19 (listed below) must stay at home throughout the infection period, and cannot return to
campus until Health Services screens the individual to determine any of the below conditions for
campus re-entry have been met:

In the case of an individual who was diagnosed with COVID-19, the individual may return to school when
all three of the following criteria are met:

1. at least three days (72 hours) have passed since recovery (resolution of fever without the use of
fever- reducing medications);
2. the individual has improvement in symptoms (e.g., cough, shortness of breath); and
3. At least ten days have passed since symptoms first appeared.

medical professional or tested for COVID-19, such individual is assumed to have COVID-19, and the
individual may not return to the campus until the individual has completed the same three-step set of
criteria listed above.
If the individual has symptoms that could be COVID-19 and wants to return to school before completing
the above stay at home period, the individual must either

(a) Obtain a medical professional’s note clearing the individual for return based on an alternative
diagnosis or
(b) Receive two separate confirmations at least 24 hours apart that they are free of COVID via acute
infection tests at an approved COVID-19 testing location found at https://tdem.texas.gov/covid-19/.

Symptoms or Positive Test


Management of COVID-19 Positives – confirmed COVID-19 positives will be managed by the Fort Worth
ISD Student Support Services, per current public health guidelines. Management will include isolation,
and symptom management as well as return-to-sport clearance. Student-athletes who appear to have
symptoms or who become sick during the day will be immediately separated from other student-
athletes/staff and instructed to return home. Direction will be provided by Fort Worth ISD Student
Support Services and Athletic Trainer’s regarding symptom monitoring, quarantine, and testing. A
symptomatic student-athlete will be managed as a presumptive COVID-19 positive and all precautions
will remain in place until testing confirmation is received.

COVID 19 (+): Case Communication Flow


Confirmed COVID 19 Positive: With Symptoms

• Student-athlete informs their Coach, Campus Athletic Coordinator or the Athletic Trainer that they, or
someone they have been in close contact with, have tested positive for COVID 19. They are directed to
remain at home, monitor symptoms, follow the CDC ‘What to Do if You Get Sick’ guidelines, and contact
their health care provider if symptoms do not improve.

• Campus Athletic Coordinator or the Athletic Trainer gathers basic information (who has tested
positive, date they were last at FWISD facility, potential close contacts on that date?).
• Campus Athletic Coordinator or the Athletic Trainer informs campus Principal (if applicable), and
their Assistant Athletic Director, Director or Executive Director.
• Assistant Athletic Director, Director or Executive Director notifies Michael Steinert (Assistant
Superintendent, Student Support Services)/Alice Turner-Jackson (Director, Health Services) via
phone, email, or text to share the information of the reported positive case.
• Within 24 hours Michael Steinert/Alice Turner-Jackson send COVID Questionnaire to complete.

• Alice Turner-Jackson notifies the Tarrant county Public Health department of the reported
positive case.
• Based on the completed Questionnaire and gathered information, Michael Steinert/Alice
Turner-Jackson will

contact the Assistant Athletic Director, Director or Executive Director and share relevant, non-
personally identifiable information, as appropriate, copying in designated District Chiefs (Chief
of Staff, Chief of Legal Services, Chief of Operations, and the Chief of the Division affected). The
District’s Chief of Staff will inform the Superintendent and the District Board of Trustees, as
necessary and as appropriate.

• COVID + individuals with symptoms must remain isolated until the following 3 conditions are
met:
• Operations communicates directly with the supervisor/administrator at the impacted facility to
provide recommendations regarding appropriate cleaning and closures.
• Supervisor contacts campus level personnel (Coach, Principal, whomever is closely connected to
individuals impacted) contacts student athletes guardian/employees/families subject to
quarantine and shares the recommendation per the CDC (14 day self-quarantine from date of
close contact exposure)
• COVID + individuals are considered contagious 48 hours prior to their first symptoms
and anyone in ‘close contact’ during this period will be asked to self-quarantine for 14
days from date of contact
• ‘Close contact’ includes living in the same household, caring for a sick person with the
virus, being within 6 feet of a sick person with the virus for at least 15 continuous
minutes without the use of a face covering, or being in direct contact with secretions
from the sick person.

Confirmed COVID 19 Positive: No Symptoms

• Student-athlete informs their Coach, Campus Athletic Coordinator or the Athletic Trainer that
they, or someone they have been in close contact with, have tested positive for COVID 19.
Student athlete directed to remain at home, monitor for any symptoms, and contact their
health care provider should concerns arise.
• Campus Athletic Coordinator or the Athletic Trainer gathers basic information (who has tested
positive, date they were last at FWISD facility, potential close contacts on that date?).
• Campus Athletic Coordinator or the Athletic Trainer informs campus Principal (if applicable), and
their Assistant Athletic Director, Director or Executive Director.
• Assistant Athletic Director, Director or Executive Director notifies Michael Steinert (Assistant
Superintendent, Student Support Services)/Alice Turner-Jackson (Director, Health Services) via
phone, email, or text to share the information of the reported positive case.
• Within 24 hours Michael Steinert/Alice Turner-Jackson send COVID Questionnaire to impacted

• Alice Turner-Jackson notifies the Tarrant county Public Health department of the reported
positive case.

• COVID + individuals with NO symptoms must remain isolated until the following 2 conditions
are met:
• No symptom development
• 10 days since COVID test date
• Operations communicates directly with the supervisor/administrator at the impacted facility to
provide recommendations regarding appropriate cleaning and closures.
• Supervisor contacts campus level personnel (Coach, Principal, whomever is closely connected to
staff/students impacted) contacts student athletes guardian/employees/families subject to

Student-Athlete in Close Contact


If a student-athlete has been in close contact with someone who has tested positive for COVID–19 or
has a family member that lives with them that has tested positive for COVID -19:

o Student-athlete should inform the Campus Athletic Coordinator and the campus Athletic Trainer and
quarantine for 14 days.

• Campus Athletic Coordinator or Athletic Trainers will notify the Fort Worth ISD Student Support
Services.

• Campus Athletic Coordinator or Athletic Trainers will notify student-athletes who may have been
exposed to COVID-19 and provide guidance. Fellow student-athletes may be sent home to self-
quarantine for at least 14 days or until a confirmed negative test result is received. Contact tracing
will be overseen by the Campus Athletic Coordinator and the campus Athletic Trainer in conjunction
with Fort Worth ISD Student Support Services.

If an individual who has been in areas where UIL activities have been conducted is lab-confirmed to have
COVID-19, the school must notify its local health department, in accordance with applicable federal,
state and local laws and regulations, including confidentiality requirements of the Americans with
Disabilities Act (ADA) and Family Educational Rights and Privacy Act (FERPA).

Schools must close off areas that are heavily used by the individual with the lab-confirmed case
(student, teacher, or staff) until the non-porous surfaces in those areas can be disinfected, unless more
than 7 days have already passed since that person was on campus.

Consistent with school notification requirements for other communicable diseases, and consistent with
legal confidentiality requirements, schools must notify all teachers, staff, and families of all students in a
school if a lab- confirmed COVID-19 case is identified among students, teachers or staff who participate
in any UIL activities. If the person who is lab-confirmed to have COVID-19 participated in a contest
against another school(s), the school must notify other school(s) and sports/contest officials involved
in the contest.
