1. Description of Activity
The lifting activities involve Loading-Shifting From Energy Cenetr
Khalifa Stadium Storage Yard, Unloading And Positioning Of
Portacabin, containers, steel pipes, pipe fittings, pipe supports, /
Accessories In “ Al Bayt Stadium – GALFAR Storage Yard “. The
operation shall be carried out with a certified crane of 60.Ton capacity
with certified Operator and Riggers.

2-Requirement of work permit


The job condition requires the following work permits to be issued and posted
at the site.
 Hot work permit
 Approved certificates of crane, operator, Lifting Supervisor, rigger and
lifting tackles
 Lifting Plan

4-PPE requirements

in the attached Risk Assessment.

6-Responsibilities
A-Project Manager:
Directly supervises the Project Engineer and Site Engineers/ supervisors. He is
responsible to ensure that all the correct procedures have been followed and all
necessary permits for the works are obtained in advance.
B-Project Engineer:

Directly supervises the Site Engineers & Rigging supervisor on site and has full
control over the use of the labor, plant and equipment. He shall ensure that the
work is carried out in full compliance with the specifications and followed all
safety requirements mentioned in the lifting procedure. The primary
responsibility of carrying out all the activities mentioned in this Procedure rests
with him unless mentioned otherwise.

C-Rigging Supervisor:
A full time rigging supervisor shall be available at site prior to lifting activity. He
must ensure that a lifting plan is developed and approved, all the lifting
equipments, gears & tackles are certified and free from defects. When the
lifting activity is in progress, he shall be responsible for safe execution of the
complete activity following safety aspects stated in Risk Assessment/Method
statement.

D-Safety Officer:

Responsible for all safety related matters such as work permits compliance,
JSA’s, PPE’s requirements, verification of TPC (Third Party Certificates,
workforces assigned for the lifting ,site conditions, compliance of lifting
procedure etc. to ensure the implementation of the safety and traffic regulations
by all the workmen during lifting activity. Also Ensure that RAMS briffing is
conducted prior to lift and the attendance kept on site during the lifting process.

7- Communication/Competence
A-Communication

 The rigging supervisor (person in-charge for lifting) ensures that the lift
team has tested and understood visual hand signals and language
(English &Hindi) communications prior to the lift.

 Before starting lifting operations the person in charge will hold a pre-job
meeting to explain the lift plan, JHA to everybody in the lift team, confirm
their understanding of the plan and the hazards involved. Particular
attention needs to be placed on proving the effectiveness of
communications for blind lifts.

 When lifting operations need to be controlled by signals, a designated


signal person (signal man) shall be assigned. The operator shall stop
whenever there is no clearly understood signal.

 The rigging supervisor and the designated signal person shall be made
known to the lift team and to personnel in the proximity to the lift. The
signal man shall be clearly identified, preferably by distinctive clothing.

 In order to facilitate good communication, it is important that personnel


involved in the lifting operation are not distracted. With this in mind, the
use of mobile phones or other devices unrelated to the lift should be
strictly prohibited.

 All persons involved in performing lifting and maintaining lifting


equipment shall be trained and competent for their role.
 Refresher training and periodic assessment with approved certificates is
necessary to assure competence.

8-Hazards Involved
The potentiality of the work depends on the type of work involved. Following
are the hazards created during the work flow.
 Fall of materials
 Fall of personnel
 Failure of cranes, lifting tools and tackles
 Fall of materials from height
 Shock loading of crane
 Adverse weather condition
 Wind speed ( any time above 40 knots, work will be stopped
immediately).
 Sand storm.
 Poor visibility

9-Safety Precautions
 Daily routine inspection log book shall be present in the crane prior to
taking the crane inside the Yard/Site.
 The lifting tools and tackles shall be visually inspected and make sure
that it is free from defects.
 Stability of the ground and the cranes shall be identified.
 Positioning of the crane, lifting radius, boom length shall be as per the
lifting plan.

 In order to avoid shock loading, the load shall not be raised or lowered
suddenly.
 All lifting tools and tackles shall be as per the lifting plan.
 The sharp edge of the load shall be protected from damaging the
webbing sling
 Make sure there are no loose objects before lifting in order to avoid fall
hazard.
 The area shall be properly barricaded and sign boards shall be provided.
 Safety officer and work site supervisor shall be present at the site.
 Only trained and competent persons are allowed to work.

 The crane out rigger shall be fully extended and placed on stable and
level ground on wooden pad.

 Be aware of any obstructions within the crane radius and working area.
Warn other personnel in the area of the movement of load.

 No one shall be allowed to stand under any suspended load / hoisted


material and under the boom.

 Existing facilities shall be protected during operations.


 All lifting equipments and fixings shall be thoroughly checked prior to
each lift to ensure secure lifting during execution.

 Be aware of the wind speed and direction (The lifting operation is not
allowed if wind speed is more than 25 knots).

 All requirements hghlightes in the Risk Assessment shall be strictly


followed.

 Respect the summer working hours. Between 11:30 To 3:00 PM all open
areas lifting shall be stopped.And where reasonably practicable, work
shall still be suspended till when the climate is conducive.

In case of emergency : Do not panic


Stop your work. Switch off all electrical/Mechanical appliances except
lights.

Evacuate and Walk to the site assembly point


If you are driving, Park safely nearby and walk towards to the assembly
point and do not obstruct the way for emergency vehicles while walking
to the assembly area

Stop Lifting, down the load & walk through road to assembly point

11- Erection Procedure


 In setting a mobile crane for operation, particular attention should be paid to
two factors:
A- Check the crane standing or support conditions to avoid related hazards
B- Consideration should be given to the projection of the mobile crane
beyond the site boundary to avoid potential hazards.
 Also unloading of materials shall be carried out with approved permits
covering all the safety requirements for execution of the activity.
 Crane and all lifting tools and tackles should have valid third party
certification.
 Rigging study shall be made and the load acting on the crane is identified
and the percentage utilization of the crane has been calculated. The SWL of
the lifting tools and tackles shall be identified as per the lifting plan and
ensured that the load acting on each lifting tools and tackles are within the
limits of SWL.
 Placement and use of all lifting, and rigging equipment shall be in
accordance with manufacturer’s specifications and industry standards. In no
case shall such equipment be used beyond the safe limits imposed by the
manufacturer or other applicable safety standards.

 All shackles shall be in good condition, with the capacity permanently


indicated on the shackle.
 All slings shall be in good condition, identified as to size and capacity, with a
permanent identification stamp or an approved identification alternative.
 Only trained and competent persons are allowed to work.
 All lifting tools, tackles, inspection test certificates endorsed by reputable
third party inspection companies which were attached in the lifting plan shall
be kept at site during the execution.
 Tool box meeting shall be conducted prior to every lifting.

12-METHOD & SEQUENCE OF ACTIVITIES:-


 Clean the Area for Erection and remove all kind of unwanted materials
from the area prior to commencement of erection.
 Check the Foundation and do the necessary markings prior to the lifting.
 Transportation shall be done using Low-Bed Trailers.
 TADANO- 60.T or suitable capacity Crane shall be used for rigging
purposes.
 Appropriate permits and approved lifting plan shall be obtained before
starting any activity at site.
 Crane shall be positioned in designated location as per the attached
sketch to this lifting plan.
 Operations and the set up of the crane shall be done as per the
manufacturer’s guide
 The area shall be barricaded and sign boards shall be provided.
 Only trained and competent persons shall be allowed to work: lifting
supervisors,operator, rigger and banks men.

 Lifting tackles shall be as per the lifting plan and all lifting tools and
tackles shall have valid third party certification and it shall be color
coded.
 Crane hook blocks to be positioned above the lifting eyes and lifting
tackles shall be connected to the load.
 Tag lines shall be connected to control the load.
 Appropriate clearance shall be maintained between the lifted load and
the near by over head live lines, structures and equipments.
 Crane shall be mounted at the location shown in the lifting plan keeping
the lifting radius and the boom length as per the lifting plan.
