1. What is the violation if a citizen violates the Quarantine Order?

The violation of a citizen in a Quarantine Order is the R.A. No. 11332 which an Act
Providing Policies and Prescribing Procedures on Surveillance and Response to
Notifiable Diseases, Epidemics, and Health Events of Public Health Concern, and
Appropriating Funds Therefore, Repealing for the Purpose Act No. 3573, Otherwise
Known as the "Law on Reporting of Communicable Diseases". If someone violates this
act, the penaties shall be penalized with a fine of not less than Twenty thousand pesos
(₱20,000.00) but not more than Fifty thousand pesos (₱50,000.00) or imprisonment of
not less than one month but not more than six months, or both such fine and
imprisonment, at the discretion of the proper court.
Somehow, it depends upon the rules of the ordinance because in my place in Matalam,
North Cotabato, the penalties to be imposed is a fine of 5000 pesos and a detention in a
Brgy. Hall if the Brgy. Tanod caught you outside your house during curfew hours and
violates the Quarantine Order
2. The Jurisprudence is Samahan ng mga Progresibong Kabataan vs. Quezon City
which talks about the constitutionality of the said ordinance. At the onset, the
court addresses the procedural issues raised in this case which the propriety of
certiorari and prohibition to assail the constitutionality of the Curfew Ordinance,
the Direct Resort to the Court which a direct invocation of this Court’s jurisdiction
is allowed when there are special and important reasons therefor, clearly and
especially set out in the petition as the Court is tasked to resolve the issue of
constitutionality of a law or regulation at the first instance if it is paramount
importance and immediately affects the social, economic and moral well-being of
a people.

The possible jurisprudence that will going to be subject is the case of Senator
Koko Pimental in which he is subjected to many violations of a Quarantine Order
and a possible to disbarred his license.
