The Kick-off Meeting was organized on request of MbPT (Employer) and EIL (Engineer) wherein Punj Lloyd
(Contractor) presented a detailed overview of its execution strategy including HSE, QA/QC, Project Control
and Execution Methodology.

vicinity of the current Project routing and are well aware of the

Contractor introduced the Project Team and stated that most
of the Key Personnel for the Project are identified and awaits

LOA for processing the documentation with the bank for
issuance of the guarantees.
Contractor Project Manager (Contractor’s Representative)
welcomed the gathering and gave a comprehensive

presentation. Salient Points discussed during the presentation
are as under:
As there is no separate line item for Engineering in the SOR
which shall be the only work during the coming few months,
accordingly Contractor proposed that 5% weightage to be
assigned for Engineering Works. 28th October

Employer stated that this should be closed with the Engineer 2016
during finalisation of the Baseline Schedule.
It was agreed that the Schedule should be based on the SOR
weightages so that Progress and Billing are aligned.

To effectively manage and mitigate the risk by not delaying the


offshore pipeline operation to second and last working season,
Contractor stated that it is necessary that the critical
operation of pipeline operation is carried out before the
4.2 commencement of monsoon season 2017.
Accordingly, the two most critical items i.e. Line pipe and
Subsea Composite Cable are planned to be procured as
following:
For Line Pipe, following were duly discussed and deliberated:
• Pipeline and associated works are designed by the
Engineer
• As per schedule, execution of subsea pipeline is
planned for March/April’2017.
• Discussion for supply of Linepipe along with 3LPE and
CWC on going with:
• Essar
• Jindal
• Mann 15th October
4.2a Contractor
• Welspun 2016
• Quoted Delivery period is approx. 5 months, if we wait
for survey, issuance of survey report and revalidation
of design by the Engineer, the execution of critical
subsea works (~75% contract weightage) will be spilled
over to post September’17 and would push Pipeline
Installation on critical path.
• Accordingly the order for procurement of the linepipe
is planned to be placed by second week of October’16.
The Engineer confirmed that the pipeline order can be placed
based on the specifications and design provided in the Tender.

For Subsea Composite Cable, following were discussed:


• Subsea Power Cable is changed to Subsea Composite
Cable during bid stage and no data sheet for Composite
Cable is provided.
• Engineer provided the specifications for Composite
Cable, however no vendor list for Subsea Composite
Cable is provided in the Contract.
• Some of the vendors of Power Cable who also
manufacture Composite Cable have regretted. Vendors
who have quoted delivery of 6-8 months ex-works
which is not at all in line with the construction
schedule.

4.2b • If the cable cannot be laid with the pipeline, then Contractor

marine spread incl. dredging has to be mobilized again
which is neither considered in the bid nor in the
execution strategy.
• Thus, vendors with international PTR of supplying
Submarine Composite Cable and who are also able to
meet the delivery schedule are being evaluated and
subsequently Purchase order for procurement will be
placed soon in consultation with the Engineer. The
commissioning of the Submarine Composite Cable will
be done by the Contractor.
The Engineer advised Contractor to formally propose the
vendors for cable for evaluation and approval.
It was informed to Employer/Engineer that Contractor is under
process of finalising M/s Fugro as the Survey Agency and
requested Employer/Engineer to allow mobilization of Survey
Spread prior to submission of Performance Security and 4th October

Insurance for the Project. 2016
Employer/Engineer advised to write a formal letter regarding
the same.
Employer advised to conduct regular Project Review Meetings
between Employer, Engineer and Contractor for Progress

Employer confirmed that all Project related communication

4.5 Info & Records
Only for matters such as issuance of passes of equipments and
manpower etc., Contractor may directly write to the Employer.
Contractor also confirmed that correspondence to the
Contractor shall be addressed to the Contractor Representative
– Shri Saurabh Jolly, Project Manager, PLL.
Contractor informed that it is noted that the Port Entry Passes
and offshore access for Contractor’s personnel and equipment
shall be provided at no charge by the Employer. Within the

first week of October’2016.

The Contractor stated that the water depth is just 4.5 metres
above CD that to based on survey carried out in the year 1999.
Based on Contractor’s experience within the vicinity and
current conditions, the water depth is insufficient for handling
and manoeuvring of bigger vessels, AHTs and associated
anchor movements.
Accordingly, the Pipeline Installation has been planned as
detailed in the presentation and summarized hereunder:
4.8 OPTION I Info
In this option, the offshore section of the pipeline is planned to
be installed by use of Lucker Winch and Barge. The Pipeline will
be installed in two section and a mid point tie-in will be carried
out.
OPTION II
In this option the offshore section of the pipeline is planned to
be installed in single section by use of Lucker Winch only.

Contractor requested Employer/Engineer that the first co-

The Contractor proposed that it will carry out a detailed site
