Minutes from the 23.06.

20 meeting between CTI Africa (CTI) and The Minister of State


for Agriculture.

This meeting was attended by Hon. Henry Aggrey Bagiire (MP) - Minister of State for Agriculture, Mr.
Amjad Mugisha - GAT3WAY (U) LIMITED (GAT3WAY) and Mr. Daniel Nsaba Buturo (GAT3WAY). The
following were the main points from the meeting:

 Mr. Mugisha and Mr. Buturo informed Hon. Bagiire about the programme to support the
Ugandan Government in their endeavours to mechanise the agricultural sector in Uganda.
They added that 24, 25hp smallholder farmers', tractors had arrived in Uganda and were being
stored in Bugolobi. They stated that they were currently engaging the mechanisation
department within the Ministry of Agriculture regarding an inspection to certify the tractors.

 Mr. Mugisha and Mr. Buturo said that the tractors, which were made in Africa and were
designed solely for smallholder farmers, were primarily procured for the purpose of establishing
a leasing programme for smallholder farmer groups in Uganda. They added that the essence of
the leasing programme comprises the lease of a tractor unit to smallholder farmer groups. Each
tractor unit consists of a tractor, a plough, a trailer, training for 2 farmers within a smallholder
farmer group to become maintenance engineers, amongst other additional services.

 Mr. Mugisha and Mr. Buturo informed Hon. Bagiire that tractors with different hp sizes were
also available as the demand around the country would require different hp sizes. They gave
the example of Eastern Uganda which would be more favourable for the 25 hp tractors as their
soils are softer relative to the other regions in Uganda. They added that Western Uganda would
require the 60 to 80 hp tractors as the farmers there generally own larger sizes of land.

 Mr. Mugisha and Mr. Buturo requested support from Hon. Bagiire on the area of partnership on
the selling and leasing of the tractors to the Ugandan market.

 Hon. Bagiire responded to the proposal on partnership on the selling and leasing of the tractors
to the Ugandan market by stating that he would support the partnership because mechanising
the agricultural sector in Uganda is a high priority for himself, his Ministry and H.E the
President.

 Hon. Bagiire added that he would engage the mechanisation department within his Ministry
regarding expediting the inspection process to certify the tractors. Hon. requested for a
reminder on this.
Mr. Mugisha will follow up on this.

 Hon. Bagiire stated that once the tractors were certified by the mechanisation department
within his Ministry, it would be wise to consider donating one tractor to the farm of H.E the
President.
Mr. Mugisha and Mr. Buturo will follow up on this.
 Hon. Bagiire also stated that providing support to smallholder farmer groups' with fragmented
land was important and the way to go.

 Hon. Bagiire stated that he would arrange a meeting at his Ministry where a presentation can
be made regarding the partnership on the selling and leasing of the tractors to the Ugandan
market. Hon. added that he would invite the key stakeholders to attend the presentation. Hon.
said that it would be ideal if a tractor could be brought for display to the stakeholders present at
the presentation. Hon. requested for a reminder on this.
Mr. Mugisha will follow up on this.

 Mr. Mugisha and Mr. Buturo also informed Hon. Bagiire about the programme, led by a
Ugandan registered company called CTI Africa (CTI), regarding digitalising the agricultural
sector value chain in Uganda. This digitalisation programme provides digital services in the
following areas, farmer registration, consultation from the agronomist, market intelligence and
traceability (the tracking of the production, harvesting and distribution cycle), to name a few.

 Mr. Mugisha and Mr. Buturo requested support from Hon. Bagiire in advancing CTI's
discussions with key stakeholders regarding digitalising the agricultural sector value chain in
Uganda.

 Hon. Bagiire responded to the request of supporting in advancing CTI's discussions with key
stakeholders, regarding digitalising the agricultural sector value chain in Uganda, by stating that
he was aware of this discussion and was updated on its developments by his colleague Mr.
Alex Lwakuba, Commissioner for Crop Production.

 Hon. Bagiire added that he would support CTI's discussions regarding digitalising the
agricultural sector value chain in Uganda because digitalising the sector is a high priority for the
international market, himself, his Ministry and H.E the President.

 Hon. Bagiire stated that he would arrange a meeting at his Ministry where a presentation can
be made regarding CTI's programme on digitalising the agricultural sector value chain in
Uganda. Hon. added that he would invite the key stakeholders to attend the presentation. Hon.
requested for a reminder on this.
