Pre-construction Activities

1. Reconnaissance survey:

Objective

• To establish the pipeline route

• To avoid populated areas, forest and mining areas

• To keep the number of crossings to a minimum

• To ensure easy approachability to the ROW

• Utilisation of existing ROW if any.

Methods

• Desktop study of Survey of India toposheets Site

• Visits covering major control points

• Geographical Information System (GIS) packages

Outputs

• Route map in 1 : 10,000,00 scale

• Field data like altitude, terrain, cost of building materials

• Type and number of important crossings


2. Detailed engineering survey

Objective

• Route Survey

• Ground Profile Survey

• Crossing Details

• Collection of hydrological data

• Collection of data on the type of terrain, soil and crop pattern

• Soil Resistivity Survey

Outputs

• Route maps in 1: 50,000 scale

• Profile maps in 1: 25,000 scale

• Crossing details in 1: 200 scale

• Soil Resistivity Report

3. ROW acquisition

Meetings are held with affected landholders to discuss and agree access to their
properties during pipeline construction and ongoing operation.

4. Land acquisition

Getting the NOC from land owners and compensating them for their land use according
to the government and contract laws.

5. Subsoil investigation:

These are done to check the strength of the soil, as heavy equipments are being
installed.

6. Crossing permissions

Crossing permissions are being taken from the respective department to ensure that
there is no any chance of damaging the crossing. All those crossing activities procedures are
being approved by the concern department, then only permission is granted.

7. Environmental clearances

These clearances are most important in these days due to increasing pollution. These
clearance ensure that there no any danger to the environment or the project doesn’t affects the
natural ecosystem in that area.

• EMP /RA study

• PCB clearance

• MoE&F clearance

• Forest clearance

• CRZ clearance

8. Other statutory clearances

Statutory clearance include the following, which is being taken from the concerned
department.

• Explosive clearance

• Clearance from town & country planner

• Clearance from maritime board / port trust

• Clearance from Navigation safety in Port committee.


DETAILED ROUTE SURVEY

• May be done either before or after the project approval depending on the pipeline
cost.

• Combined reconnaissance survey done to examine the suitability of the route already
marked on topo sheets.

• Scope of work : detailed map study to obtain optimum route passing through specific
obligatory points satisfying technical constraints.

CONSTRUCTION PLANNING

1. ESTABLISHING FIELD OFFICES

Field office is being setup to monitor and provide support at the site by planning
monitoring and scheduling the project. Also to provide a place where the responsible persons
can be found.

2. ESTABLISHING FIELD CAMPS

Field camps are established to accommodate the workers doing work on site.

3. MAN POWER POSITIONING

Man power positioning is done in such a way that no manpower is sitting idle and also
there is no delay in project work due to lack of specific type of manpower.

4. PRE CONSTRUCTION DOCUMENTATION

Pre-construction documents are required to provide a base for planning and execution
of work. These are:

• ROAD MAPS WITH APPROACH ROADS TO ROW

• REFERENCE MANNUALS

• COPIES OF ACTS
