1 Forward
Lifting appliances and lifting gears have been involved in a
considerable number of fatal and serious accidents in
construction industry. The loss of life and property damage
tell us that proactive safety measures is a must and
everybody’s responsibility. This handbook serves as
fundamentals of rigging guidelines. It should be used as a
guideline in conjunction with the applicable safety
regulations by all our employees, subcontractors, and other
who are concerned with for responsible for operations
undertaken by Chun Wo.

2 Rigger Requirement
1. Riggers shall be receiving adequate training with
sufficient rigging experience before performing their
duties.
2. Rigger, Banksmen, Crane Operators are consistent
with same set of hand signals.
3. Rigger can give clear and accurate signal
4. Rigger can adopted proper rigging method with right
lifting gears

3. Banksman Requirement
1. Banksman should completed and procured valid
banksman training course
2. Banksman has sufficient lifting experience and ability
to estimate the weight of load, distance and height &
lifting path.
3. Banksman can understand and give clear and accurate
signal
4. Banksman can lead and guide the plant mobilization, to
ensure safety of plant and person.

4 Control of Slings / Lifting Gears

1. Hand spliced slings is prohibited.


2. Safe working load and identification mark must be
marked on each sling / lifting gears.
3. Valid certificates should be procured before use
4. Proper colour code should be painted on sling /
lifting gears.
5. All slings must be re-examined by a competent
examiner within every 6 months.
6. Defective or un-identified sling / lifting gears are
prohibited for use and destroyed immediately.

4.1 Inspection of slings / lifting gears before use:

1. Safe working load and identification mark can be


found on sling.
2. Each sling / lifting gears must be free from patent
defect and in good condition.
3. Test and examination certificates are available on
site.
4. Proper colour code is painted on sling / lifting gears.

5. Check Before Hoisting

1. Determine the weight of the load.


2. Know the safe working load of lifting appliances and
lifting gears being used.
3. Determine rigging method
4. Select proper lifting gears and examine it before use.
5. Do not overload
6. Whenever practice, sling angle shall not exceed 90o
in case of two slings are being used.
7. Ensure that the load evenly distributed to avoid
excessive stress exerted on either one of the two
slings.

8 Hoisting

The crane operator should have a clear and


un-restricted view of load carried by crane, a signaler
(wear RED colour helmet) shall be employed to relay
the slinger’s instruction to the crane operator.

1. Clear signal shall be given by one signaler to avoid


confusion.
2. Warn any persons nearby to keep clear of the load.
3. Beware of overhead cables, obtain safety advice
from the electricity supplier including minimum
safe working distance.
4. Provide information to site personnel the minimum
safe working distance of overhead electricity lines.
5. Assign a signaler to guide the movement of plant /
equipment / lifting object while lifting / work near
overhead electricity lines.

Never ride on load

6. Never ride on a suspended load or a crane hook.


7. Avoid rapid swinging of suspended loads.
8. Chains, slings hooks or loads shall never be dragged
along the ground.

9 Unloading

1. Make sure that nobody stands under the load


2. Make sure that the load is loaded on a firm ground
3. Avoid dragging slings from the underside of loads
4. Lower the loads on to an adequate blocking to
prevent damage to the slings.

10 Precaution measures

1. Slings should never in contact with acids or heat


source.
2. Never replace a shackle pin with a bolt.
3. Use a shackle or ring whenever two or more slings
are to be placed over hook.
4. Shackles shall be adopted to protect slings from
excessive abrasion.
5. Avoid impact loading caused by sudden jerking
while raising or lowering.
6. Never leave a load suspended in the air when the
crane is idling.
7. Ensure the crane is rested on firm ground.

8. Only appointed competent operator can operate a
crane.
9. While slewing ensure nobody stand behind the
crane and not less than 600mm clearance is
provided between the crane and any nearby fixture.
10. All cranes shall be installed with a jib angle
indicator, motion limit devices, overload cut out
devices, CCTV and an automatic safe load
indicator.
11. Side loading shall not be allowed.
12. The turntable of crane shall be un-lock during
typhoon.
13. Use tag lines to control all load.

11 Standard & use wire clips

1. Use the same size of wire clip for wire.


2. U-bolt of wire clip shall be on the dead end of a
wire rope.
3. Do not stagger clips.

12 Communication
12.1 Wireless communication

When the lifting path is beyond the visual path of


banksman, independent wireless communication
apparatus should be used

13 Maintenance of Lifting Gears

1. Slings shall always be kept in good conditions.


2. Sling shall not be left lying on the ground when
not in use.
3. After use, slings shall be returned to the site store
immediately.
4. Never place the slings near hot surface, acids,
chemicals or solvents.

14 Weather / Environment affecting hoisting

1. Typhoon no.1 in force: Plant operator must


keep check with wind speed and affecting on
lifting, stop work if necessary
2. Typhoon no.3 in force: Plant operator must
stop work
3. When Red, Black or thunderstorm warning is
in force: Plant operator should low the load
on safe place, then stop work until warning
was cancelled.

covered by relevant safety legislation. Compliance
with the provision hereof dose not relieve any person
undertaking the works of their statutory
responsibility or confer upon any person immunity
form legal obligations. The site management should
formulate relevant safe working procedures and
management system according to the actual
environment and operations on their construction
sites, and provide training to and supervision on
worker in order to ensure that the working team
understand and follow necessary safety measure to
prevent accidents.
