SESSION GUIDE

Session 2: ASSUME VS PRESUME


Duration of 3 Hours
Session

Key 1. Incentives and rewards are granted to officials and employees who have

Learning
Objectives At the end of the session, the participants will be able to:

 Gain knowledge on the duties of public officials and employees;


 Identify the norms of conduct in granting incentives and rewards to
public officials and employees who have demonstrated exemplary
service;
 Analyze critical issues/circumstances in relation to the duties, norms,
incentives and rewards of public officials and employees;
 Appreciate the importance of the provisions of Rule V and Rule VI of the
Republic Act 6713

Introductory
Activity Present a Video Clip titled, “Qualities in a Good Employee”
Teenage Worker?
(15 minutes)

(Do: Say. “What can you say about the video? What qualities are reflected in the
video? Anyone from the participants, who has those qualities?”)
If you are going to assess yourself, do you think you have those qualities?

Activity
“Justify Me”
(40 minutes)
1. Group the participants into 6. Assign nomenclature for each group as

1 - committed
2 - sincere
3 - neutral
4 - responsive
5 - worthy
6 - modest

2. Each group shall be given a situation to brainstorm in which they will be


focusing on some critical issues apparent to such situation.

3. the groups assign a rapporteur to present the output in plenary by giving their
judgment whether it is lawful or unlawful and provide their justification.

(Note to the facilitator: Refer to the PowerPoint for the situation)

Analysis
Guide Questions: (analysis questions must exhaust the prior knowledge of the
(30 minutes) participants, ask more personal questions)
1. Describe the situations.
2. Decide whether it is lawful or unlawful? Justify your answers by citing
implementing rules in RA 6713.

Suggestions:
1. How did you find the activity?
2. Have you personally experienced or know someone experienced one of
those situations? If yes, how did you reacted?

Abstraction (Do: After the groups’ discussion, the facilitator wraps up the group’s output and
connect it to the gist of the topic.)

Instructions:

(30 minutes) 1. The group will be assigned to portray a particular situation through a
tableau.
2. Let a particular group interpret the tableau as to what norm is exhibited
by the group (Group 1 will interpret 4, Group 2 will interpret 3, Group 3
will interpret 1, Group 4 will interpret 2)

Group 1 – Commitment to Public Interest


Group 2 – Professionalism
Group 3 – Political Neutrality
Group 4 – Simple Living
Group 5 – Responsiveness to the Public
Group 6 – Justness and Sincerity

Concluding
Activity Present a Video Clip titled, “Walk the Talk”

(5 minutes)
(Do: Ask at least two (2) participants to share their thoughts about the video.)
