LA CONTAMINACIÓN AMBIENTAL Y EL TRATAMIENTO DE LOS RESIDUOS
SÓLIDOS, EN EL DISTRITO DE AYACUCHO
Los residuos sólidos en el distrito de Ayacucho cada vez van en aumento, esto por las
prácticas antrópicas de los pobladores del distrito en referencia, asi como al uso de
productos de fácil descarte, convirtiendo a nuestra sociedad en una sociedad que

adquiere y consume productos que son fáciIes de descartar (sociedad consumista); por
otra parte Ia Municipalidad Provincial de Huamanga no cuenta con una planta de
tratamiento para los residuos domiciliarios, contándose solo con un botadero o bien
denominado relleno sanitario Uchuycruz, causando un deterioro al medio ambiente Esta
preocupación, por el deterioro del medio ambiente, principalmente de nuestra ciudad, se
ve plasmada en documentos de la comunidad internacional a partir de la Conferencia de
las Naciones Unidas sobre el Medio Ambiente Humano, celebrada en Estocolmo, Suecia,
en el año 1972, donde se puede apreciar, Ia preocupación por los problemas ambientales
y como este cobró un interés mundial, destacándose Ia pérdida de la diversidad biológica
y de ecosistemas.
Por ello, durante la conferencia de Rio de Janeiro de 1992, se incorporó como una de
sus actividades Ia forrma del primer instrumento jurídico vinculante en el ámbito
internacional: el Convenio sobre Diversidad Biológica, que protega a genes, especies y
ecosistemas. Sus tres principales objetivos son: la conservación de la diversidad
biológica, Ia utilización sostenible de sus componentes y la participación justa y equitativa
de los beneficios derivados de la utilización de Ios recursos genéticos.
Para Iograr estos objetivos, se reconoció Ia importancia de contar con la información que
permitiera a cada país determinar Ios costos, beneficios y necesidades aún no resueltos,
con el fin de poner en marcha acciones para la conservación y uso sostenible de la
biodiversidad. Por otra parte, es bien sabido que a partir de la Revolución Industrial, el
hombre pasó definitivamente de una economía basada en el reciclaje a otra sustentada
en recursos no renovables, estos últimos particularmente favorecedores a la degradación
del medio ambiente.
Es nuestra opinión, por una parte, que se debe frenar las tendencias del deterioro
ambiental, y por la otra, sentar las bases para Iograr un desarrollo sustentable por medio
de la intervención de la población, asi como de sus autoridades. Dentro de nuestra
perspectiva consideramos también que en materia de regulación ambiental debemos
enfocarnos a la integración y adecuación de la normatividad existente, tanto local,
nacional con internacional, sin eludir que el reto principal para nuestro país es garantizar
el adecuado cumplimiento de las normas existentes con respecto al cuidado y
conservación del medio ambiente. El presente trabajo da a conocer Ia contaminación
ambiental por prácticas antrópicas y el tratamiento que brinda a los residuos sólidos Ia
Municipalidad Provincial de Huamanga en el distrito de Ayacucho, así mismo el
conocimiento de este hecho nos permitirá dar algunas propuestas y posibles soluciones
a este conflicto de índole socio-cultural.
Environmental pollution has become one of the most representative, as well as serious,
problems that the entire world is suffering today; without leaving aside our district,
Ayacucho. Natural resources such as air, water, flora and fauna, among others, are
undergoing drastic changes as a result of the negligent and irresponsible intervention of
man.
The topic entitled "Environmental pollution and the treatment of solid waste in the district
of Ayacucho", I try to explain the causes of environmental pollution by anthropic practices
within the district of Ayacucho, as well as the treatment of solid waste by of the Provincial
Municipality of Huamanga, since it is not only a biological issue, but also a cultural social
issue; since Ios environmental problems are alterations caused by human activities within
their natural environment. Man is part of nature, his life totally depends on it, but at the
same time he modifies it permanently, much more than any other species, due to the
enormous capacity that his intelligence and culture give him.
Now, the city of Ayacucho has been changing over the years, the population, economy,
demography, as well as the use of natural resources, which depends on the cultural
guidelines of each inhabitant, which may or may not be adequate. depending on the level
of culture and organization they have, and which in our civilization obviously are not, to
modify these behaviors, environmental education is necessary, so environmental
protection is mandatory at this time as a measure to guarantee future generations a
healthy environment that guarantees them a better way of life.
Solid waste in the district of Ayacucho is on the rise, due to the anthropic practices of the
residents of the district in question, as well as the use of easily discarded products, turning
our society into a society that acquires and consumes products that they are easy to
discard (consumer society); On the other hand, the Provincial Municipality of Huamanga
does not have a treatment plant for household waste, only having a dump or called the
Uchuycruz sanitary landfill, causing deterioration to the environment This concern, due to
the deterioration of the environment, mainly of Our city is reflected in documents of the
international community from the United Nations Conference on the Human Environment,
held in Stockholm, Sweden, in 1972, where it can be appreciated, the concern for
environmental problems and such as this, it gained worldwide interest, highlighting the
loss of biological diversity and ecosystems.
It is our opinion, on the one hand, that the trends of environmental deterioration should
be stopped, and on the other, lay the foundations to achieve sustainable development
through the intervention of the population, as well as their authorities. Within our
perspective we also consider that in terms of environmental regulation we must focus on
the integration and adaptation of existing regulations, both local, national and
international, without avoiding that the main challenge for our country is to guarantee
adequate compliance with existing regulations with regarding the care and conservation
of the environment. The present work reveals the environmental contamination by
anthropic practices and the treatment that the Provincial Municipality of Huamanga
provides to solid waste in the district of Ayacucho, likewise the knowledge of this fact will
allow us to give some proposals and possible solutions to this conflict of a socio-cultural
nature.
