I. Context and Rationale


The Technical Vocational Livelihood or TVL Track is one of the tracks
offered under Senior High School programs in the Philippines. It deals
primarily with technical-vocational skills or tech-voc that are designed to
develop students to equip them with job-ready skills that they will need in the
future. It exposes the students to the acquisition of demonstrable skills that
could be transformed into economic benefits. In view of this, a TVL student
can undergo Comprehensive Actual Assessment to acquire Certificate of
Competency (COC) and National Certifications (NC) which are essential in
seeking for a better career or job after graduation.
Cognizant to these, the Technical Education and Skills Development
Authority (TESDA) is an entity that gives skilled workers the opportunity to
improve their skills by going through assessments and certifications. Upon
passing the assessments, passers become qualified and are granted
a National Certificate by TESDA. The assessment process seeks to
determine whether the graduate or worker can perform up to the standards
expected in the workplace based on the defined competency standards.
Certification is provided to those who meet the competency standards. This
ensures the productivity, quality and global competitiveness of the middle-
level workers. A National Certificate is issued when a candidate has
demonstrated competence in all units of competency that comprised a
qualification, Likewise, Certification of competency is issued to an individual
who has satisfactorily demonstrated competence on a particular or cluster of
units of competency.
In order to help the TVL students meet these requirements, the TVL
teachers of Agoncillo Senior High School crafted the Project entitled ReLeaSE
NC II (Recognize Learners’ Skills and Empowerment through National

Certificate II) as advised by the Department of Education to prove its positive


effects in students’ skill acquisition and career path opportunities.
The researchers believe that having a National Certificate II (NC II) is highly
beneficial. It gives quality assurance to its graduate in terms of knowledge,
skills, attitude, and values competencies along the middle level skilled
occupation. Having this certificate makes a graduate more qualified whether it
is for a new job or an in house promotion. For these reasons, the researchers
were motivated to conduct this action research so that they can prove the
positive effects of being NC II holders to TVL graduates. In this way, the
teachers and learners will work cooperatively in implementing the
aforementioned project efficiently and effectively through a proposed action
plan.
II. Innovation, Intervention and Strategy

The researchers will employ the “Youth Empowerment Initiative,” an


intervention strategy that has a potential of integrating the values of a good
and productive citizen in youth. It will increase the students’ motivation to lead
a normal life by providing them with a platform to develop and showcase their
skills through the project ReLeaSE NC II. It will take into consideration the
priority needs, establishment, governance, and needed training.

III. Research Questions


This action research will be conducted to investigate the effects of
Project ReLeaSE NC II (Recognize Learners’ Skills and Empowerment
through National Certificate II) to the Graduates of Technical Vocational
Livelihood of Agoncillo Senior High School as basis for proposing an action
plan to implement the project more efficiently and effectively to the 81 Grade
12, Technical-Vocational-Livelihood students for the school year 2019-2020.

2. Based from experiences and observations, how do the Technical


Vocational Livelihood (TVL) pioneer graduates describe the positive effects of
Project ReLeaSE NC II (Recognize Learners’ Skills and Empowerment
through National Certificate II) to their livelihood?
3. What action plan could be done in order to implement the Project
(ReLeaSE) NC II (Recognize Learners’ Skills and Empowerment through
National Certificate II) more efficiently and effectively for this school year?
IV. Scope and Limitation of the Study
This action research will focus on investigating the effects of Project
(ReLeaSE) NC II (Recognize Learners’ Skills and Empowerment through
National Certificate II) to the 2017-2018 Pioneer Graduates of Technical
Vocational Livelihood of Agoncillo Senior High School and propose an action
plan for implementing Project ReLeaSE NC II more efficiently and effectively
for the school 2019-2020.
It will involve 20 students who were the pioneer graduates of Technical
Vocational Livelihood (TVL) of Agoncillo Senior High School, Agoncillo District
during the school year 2017-2018 and are presently employed in different
companies.
V. Research Methodology
The researchers will use the descriptive qualitative type of research in
this action research. As stressed by Crossman (2019), qualitative research is
a type of social science research that collects and works with non-numerical
data and seeks to interpret meaning from these data. The data help us
understand social life through the study of targeted populations. It is designed
to reveal the meaning that informs the action or outcomes. Its focus is
everyday life and people’s experiences. In view of this, the researchers
believed that this method is the best to apply for this study.
A. Sampling and Participants

No sampling will be done in this study. It will involve 20 students who


were the pioneer graduates of Technical Vocational Livelihood (TVL) of
Agoncillo Senior High School, Agoncillo District during the school year 2017-
2018 and are presently employed in different companies.
B. Data collection
The researchers will utilize the face-to-face and computer-aided
interview in gathering data using the interview guide. As pointed out by
Kennedy (2006), an interview is a conversation with a purpose. In order to
succeed in this procedure, an interview guide is needed to help the
researchers to direct the conversation toward the topics or issues they want to
know about. They will ask permission for the Public Schools District
Supervisor to conduct their study and approve this proposal. Afterwards, they
will submit the proposal to the Schools Division Superintendent.
C. Ethical issues
The authors of the articles used will be acknowledged. They will see to
it that the privacy of the respondents is protected and that, their rights are also
respected.
D. Plan for Data Analysis
The highlights of the respondents’’ responses will be narrated honestly
by the researchers.

VII. Plans for Dissemination/Advocacy


The researchers will report the result of this action research to the
respondents and congratulate them for their success. They will also use the
result as a motivator to the TVL students enrolled at present.
