1.0 SCOPE

1.1 This specification covers the minimum requirements for transportation,


fabrication, installation and other associated works of Submarine Flexible Pipe
lines for transporting hydrocarbon liquid/gaseous phase and injection water.

1.2 This specification shall be specifically read in conjunction with Spec. No. 2015 of
this Bid Document, API-RP-17B and API-17J and shall not contradict
requirements of other specifications and documents included in the Bid document.
Specification No. 2015 of this bid document has been specifically made for
installation of Submarine Rigid Pipeline System. Therefore, certain
parts/sections/paragraphs/clauses of Spec No. 2015 are not relevant to flexible
pipeline installation system. Accordingly, Spec. No. 2015 has been appropriated
with suitable changes/deletion/amendments as required specifically for
installation of flexible pipeline. Therefore, Bare/Coated/Concrete coated pipes
wherever appear in Spec No. 2015 shall be read as ‘Flexible Pipes’. Other
stipulations of Spec No. 2015 shall be valid as it is for flexible pipeline case also
unless modified at Annexure-A of this specification. Certain installation related
additional features only relevant to the Flexible Pipeline System and which could
not be covered in Spec No. 2015 are being separately brought out in this
specification. However, this document is not intended to be all inclusive and the
use of the guidelines set forth herein, does not relieve the Contractor of his
responsibility in executing the work for its intended service.

2.0 REFERENCE CODES, STANDARDS AND SPECIFICATIONS

2.1 For Flexible Pipeline Installation Specifications, following Codes, Standards and
Specifications shall be applicable.

ANSI B 31.4 - liquid Petroleum Transportation Pipeline System.

ANSI B31.8 - Gas Transmission and Distribution Piping System.

IP6 - Institute of Petroleum Model Code of Safe Practice.

API STD 1104 - Standard for welding pipelines and related facilities.

API RP 1110 - Recommended Practice for the pressure Testing of


Liquid Petroleum Lines.

API RP 1111 - Recommended Practice for design construction,

Where conflicting statements exist between the different Codes and Standards, the
most stringent regulations shall apply unless directed or agreed otherwise by the
Company.

3.0 INSTALLATION

3.1 All works related to installation of submarine flexible pipelines and related
facilities shall be performed in accordance with API RP 17B and requirements of
this section.

3.2 Installation Contractor shall prepare an installation procedure meeting the


requirements of this section. The installation procedure prepared by the
installation Contractor shall be approved by the Flexible pipe Manufacturer, prior
to submission to Company for review and approval.

3.3 In addition to the above, Contractor shall comply with the requirements given
below:-

a. Prior to installation of the flexible pipes, entire flexible pipe shall be visually
inspected and any repairable damages shall be made good at site, as per
approved repair procedure. Any irreparable damage shall render the pipeline
out of use.

b. Flexible pipe installation shall be carried out in such a way that pipe will not
be exposed to unacceptable loads and excessive bending. During
installation, the pipe shall be visually inspected for surface or other damage
such as abrasion, tears, cracks, etc. Damage found or occurring during
installation shall be repaired in accordance with the manufacturer’s
recommended repair procedures.

c. For the installation of flexible pipelines, the tension should be controlled.


Preferably, this should be performed by using appropriate tensioning
equipment. Control of tension may be ensured by monitoring of laying
parameters such as top angle and paid out length. Due consideration should,
however, be given to the effects caused by adverse weather conditions which
may limit the suitability of such a system.

d. During every step of the installation, care shall be taken to avoid excessive
bending of the pipe. As a guidance, the bending radius during installation
shall not be taken less than that specified in the Company Specification for
Flexible Pipes, enclosed with the Bid Package.

e. For pipelines fitted with anodes, special precautions should be taken to


avoid damage to the anode itself or the attachment wires.

3.4 Subsequent to completion of the installation of flexible pipe, the following tests
shall be carried out.

Pig Passage Test:

A pig passage test (gauge test) shall be carried out to verify if any undue
ovalisation or other damages have occurred during installation. Temporary pig
traps may be installed for this purpose at both end. Procedure shall be in line with
that specified in API 17J.

Hydrostatic Pressure Test:

The installed pipe shall be pressure tested after installation to verify that the
installed section is leak proof. The test sequence and procedure shall be as per
API 17J. Hydro test shall commence only after completion of all installation
works of pipelines and crossing.

Requirements specified in Company specification for hydro testing enclosed with


the Bid Package shall be complied with to the extent applicable for the flexible
pipeline system.

3.5 Subsequent to successful hydro- testing, pipelines shall be left with inhibited
water and pre-commissioned as per the requirements mentioned elsewhere in the
Bid Package.

4.0 DOCUMENTATION

4.1 Contractor shall submit relevant documentation at the time of bidding for
Company evaluation. This shall be as a minimum, but not limited to the
following:-

a. All technical documents as per the requirements of Part-IV Section-4B of Bid


Document.

b. Description of facilities including marine spread, plant, equipment, laboratory


equipment, etc. in detail, establishing the capability of handling subject work
as per schedule.

c. Reference list of similar installation works carried out by the Contractor using
the proposed method including all relevant details viz. project, year client
location, pipe size, length, water depth, environmental conditions, installation

duration, etc. shall be furnished along with his bid.

d. Proposed list of sub-contractors with reference list and scope of work to be


sub-contracted.

e. Name of the flexible pipe manufacturer and the details of the flexible pipe as
per the requirement of clause 8.1.4, Spec 2020 E enclosed with the Bid
Package.

f. Brief methodology of flexible pipe proposed by the Contractor including the


shut-down duration for the survey as well as for installation and pre-
commissioning.

4.2 Contractor shall submit all drawings, design calculations, procedures and other
documents mentioned in various specifications enclosed with the Bid Package and
as per the requirements mentioned in this Section, at various stages of the works
viz. design and detailed engineering, survey, procurement, fabrication,
installation. Testing, commissioning, etc. for Company approval. This shall be
done at least eight (8) weeks prior to the commencement of respective works.
Contractor shall furnish a document schedule, indicating clearly sequencing of the
documents. Contractor shall not commence any works without Company
approval.

In addition to the number of copies of the documents specified elsewhere in the


Contract, Contractor shall submit four copies of final documentation in electronic
media i.e. CD ROM diskettes. All design and other report shall be in Microsoft
Word/Word Perfect Software and all drawings shall be in AUTOCAD.

Information/details included in the Design document shall be sufficient to show


that all requirements listed in Section 4B have been considered. Calculations
shall also be submitted for any other works not listed in Section 4B but are
necessary to prove the validity of Contractor’s design or proposed construction
methods.

5.0 ANNEXURE-A

5.1 Specification No. 2015 of this Bid Document with following amendments shall
form a part of this Specification also.

Cl. 4.2 Maximum allowable combined stress in the pipeline during


installation shall be calculated by the manufacturer for Company’s
review.

Cl. 6.3 ‘damage to pipes’ shall mean ‘damage to flexible pipe body,
exposure of armour and damage to end fitting’.

Cl. 6.4 Flexible pipe shall be transported in accordance with API-RP-17B


recommended practices and API-17J specification.

Cl. 7.4 Repair of damaged flexible pipe/end fitting coating:

Cl.7.4.1 Flexible pipes with damaged body, end fittings, or coating of end
fittings shall be repaired with materials and methods which are
compatible with the parent material and acceptable to the Company.

Cl. 7.5 This clause is applicable in case end connections used are of welded
joints type. However, this clause stands deleted in case of bolted
flanges, clamp hubs etc. type end connectors which does not
envisage welding joint.

Cl. 7.7 External Coating of End Fitting

All the exposed external surface of the end connectors/end fittings


i.e. the joint at the end of each flexible pipe reel length shall be
suitably surface prepared and coated in accordance with
internationally recognized standards for corrosion protection
approved by the Company.

each Reel of flexible pipe used in the pipeline.
