CELEBRATING THE EARTH’S BIO-DIVERSITY

World Environment Day is the United
Nations' principal vehicle for encouraging
worldwide awareness and action for the
environment. Held annually since 1974,
the Day has also become a vital platform
for promoting progress on the
environmental dimensions of the
Sustainable Development Goals. With the
United Nations Environment Programme
(UNEP) at the helm, over 150 countries
participate each year. Major corporations,
non-governmental organizations,
communities, governments and celebrities
from across the world adopt the World
Environment Day brand to champion
environmental causes.
This year, Colombia hosted the World
Environment Day celebrations on the
theme 'Biodiversity'.

year. First held in 1974, it has been a
flagship campaign for raising awareness
on emerging environmental issues from
marine pollution, human overpopulation,
and global warming, to sustainable
consumption and wildlife crime. WED has
grown to become a global platform for
public outreach, with participation from

that studies life and living organisms. In

these is Biotechnology. Biotechnology can
be explained as any technological
application which makes use of biological
systems and/or living organisms to make
or modify products and processes for
specific uses in various areas. It covers
the use of microorganisms such as
bacteria, yeast, biological substances like
enzymes to perform chemical and
industrial processes.
In past 2-3 decades, biotechnology has
grown much bigger in scope, offering
extensive opportunities for study and
research. Biotechnology in itself is a
multidisciplinary subject with foundations
in physiology, immunology, microbiology,
genetics, biochemistry, chemical and
process engineering among others.
Biotechnology has made significant
contribution in food production, medicinal
search, and range of many life saving
products such as vaccines, antibiotics and

Biotechnology is divided into three
segments. The one dealing with medical
processes is covered under red biotech

biotech increased from 16.2 billion US
dollars in 2015 to 28.78 billion US dollars
in 2018.In India biotech revenues were
1.1 billion US dollars in 2005 which grew
to 12 billion US dollars in 2018.Now it has
grown even more.

NATIONAL
„ India has commended the United States foresight to
expand the G-7 grouping to include important coun-
tries including itself. An official release said, Prime
Minister Narendra Modi had a telephone conversation
on 2nd June with the US President. Mr. Trump con-
veyed his desire to expand the ambit of the grouping
beyond the existing membership, to include other
important countries including India. He also extended an invitation to Prime Min-
ister Modi to attend the next G-7 Summit to be held in USA. Prime Minister Modi
commended President Trump for his creative and far-sighted approach, acknowl-
edging the fact that such an expanded forum would be in keeping with the emerg-
ing realities of the post-COVID world. Prime Minister Modi said that India would
be happy to work with the US and other countries to ensure the success of the
proposed Summit. The two leaders also exchanged views on other topical issues,
such as the COVID-19 situation in the two countries, the situation on the India-
China border, and the need for reforms in the World Health Organisation.
„ India has pledged 15 million dollars to GAVI, the inter-
national vaccine alliance. Prime Minister Narendra
Modi announced this while addressing the virtual
Global Vaccine Summit hosted by UK Prime Minister
Boris Johnson on 4th June. Over 50 countries - busi-
ness leaders, UN agencies, civil society, government
Ministers, and Heads of State participated in the
Summit. In his address, Prime Minister Modi said India stands in solidarity with the
world in these challenging times. He said, India's civilization teaches that the
world is one family and that during this pandemic, the country had tried to live up
to this teaching. He said India shared the country's available stocks of medicines
with over 120 countries. He said this was done by forging a common response
strategy in its immediate neighborhood and by providing specific support to coun-
tries that sought it, while also protecting India's own vast population.
„ As on 5th of June, the recovery rate of COVID-19
cases has improved to around 48 percent in the
country. A total of 3,804 people affected by COVID-19
have recovered during the last 24 hours. So far, over
1,04,000 cases have been cured. Presently, there are
1,06,737 active cases and all are under active medical
supervision. Indian Council of Medical Research (ICMR) has further ramped up
the testing capacity for detecting the novel coronavirus in infected persons. The
number of government labs has been increased to 498 and private labs have
been increased to 212. As many as 1,39,485 samples have been tested in the
last 24 hours. The total number of samples tested thus far is over 42,42,000.
„ Air India opens bookings from 5 PM of 5th June for 75
additional flights to destinations in US and Canada
under the third Phase of Vande Bharat Mission. These
destinations include New York, Newark, Chicago,
Washington, San Francisco, Vancouver and Toronto.
Civil Aviation Minister Hardeep Singh Puri said, the
flights will operate between 9th to 30th of this month. He said, those who wish to
travel to US and Canada and fulfil required entry conditions can book themselves
on these outbound flights. The Minister said, some foreign airlines have already
carried out evacuation flights and are planning to operate more flights. He said,
these flights will also take foreign nationals. Indians continue to return home on
Vande Bharat flights from different parts of the world. On 3rd June, 2716 people
returned from Dubai, Abu Dhabi, Doha, Muscat, Moscow, Jeddah and Kiev.
„ Government will start sending the monthly amount of 500 rupees to the women
account holders of Pradhan Mantri Jan Dhan Yojana (PMJDY), starting 5th of
June. The amount is the third installment under Pradhan Mantri Garib Kalyan
Package. The Department of Financial Services said, beneficiaries can withdraw
the amount on any day after 10th June, the amount will be sent as per time table
based on the last digit of the beneficiary's account number. 10,029 crore rupees
were credited to 20.05 crore women Jan Dhan account holders as the first install-
ment. The number of women PMJDY account holders whose accounts have been
debited by customer induced transactions under 1st instalment is 8.72 crore.
10,315 crore rupees were credited to 20.62 crore women Jan Dhan account
holders with second installment.
„ France reaffirmed its commitment to ensure timely delivery of Rafale Aircraft to
India despite the challenges posed by the COVID-19 pandemic. French Minister
of Armed Forces, Ms Florence Parly assured the Defence minister Rajnath Singh
of the delivery during a telephonic conversation. Both the leaders discussed
matters of mutual concern including COVID-19 situation, regional security and
agreed to strengthen the Bilateral Defence Cooperation between India and
France. Mr Singh welcomed French Chairmanship of Indian Ocean Naval Sym-
posium (IONS) from 2020 to 2022.
„ The Union Cabinet has approved a historic amendment to the Essential Com-
modities Act. This is a visionary step towards transformation of agriculture and
raising farmers' income. Briefing the media after the Cabinet meeting in New
Delhi, Information and Broadcasting Minister Prakash Javadekar said, with the
amendment to Essential Commodities Act, commodities like cereals, pulses,
oilseeds, edible oils, onion and potatoes have been removed from the list of
essential commodities.He said the decision will ensure better price for farmers'
produce and also remove fears of private investors of excessive regulatory inter-

ference. Experts believe, the amendment will help drive up investment in cold
storages and modernization of the food supply chain.
„ The Ministry of Health and Family Welfare has issued Standard Operating Proce-
dures, SOPs for religious places, hotels, restaurants, shopping malls, hospitality
services and workplaces. The objective of these SOPs is to minimize all possible
physical contacts and maintain social distancing while adhering to preventive and
safety measures against COVID-19. Recently, the Ministry of Home Affairs has
issued the new guidelines for phased re-opening of areas outside the containment
zones after the strict lockdown imposed throughout the country on 24th March.
„ The National Centre for Veterinary Type Cultures (NCVTC) is to develop host-
directed antivirals for COVID 19. An official release said, the Science and Engi-
neering Research Board (SERB) has approved support for a study by the
(NCVTC), ICAR-NRC from Hisar in Haryana, which will screen their library of 94
small molecule chemical inhibitors for antivirals against coronaviruses. The mole-
cules are known to inhibit cellular kinases, phosphatases, and epigenetic regula-
tors such as histone methyl transferase, histone deacetylase, and DNA methyl
transferase.
„ Minister of Jal Shakti, Shri Gajendra Singh Shekhawat, in his letter to the Chief
Minister of Tamil Nadu, has sought intervention to ensure expeditious implemen-
tation of Jal Jeevan Mission (JJM) in the State. JJM plans to improve the lives of
people by providing safe drinking water to every rural household through func-
tional household tap connections (FHTCs) by 2024. After the Annual Action Plan
was presented before the Ministry of Jal Shakti, Minister in a communication to
the CM mentioned that the State's commitment to provide piped water supply to
every household will bring an end to the drudgery endured by women and girls in
rural areas.
INTERNATIONAL
„ The United States has issued an order seeking to
suspend passenger flights from China from 16th June.
The Trump administration said that the step was taken
in retaliation to China's refusal to let US airlines resume
flights to China. The order still needs final approval
from US President Donald Trump. The US Department
of Transportation order applies to four airlines - Air
China, China Eastern Airlines, China Southern Airlines and Hainan Airlines - which
have continued to fly between the two countries during the pandemic, although at
reduced levels. The Trump administration has said it would continue to "engage"
on the air travel issue.
„ World Health Organization Director-general, Tedros Adhanom Ghebreyesus said
that WHO will resume its trial of hydroxychloroquine for potential use against the
coronavirus, after those running the study briefly stopped giving it to new patients
over health concerns. Speaking at an online media briefing he said that WHO
experts had advised the continuation of all trials including hydroxychloroquine.The
U.N. agency last month paused its large study of HCQ treatments against COVID-
19 in which newly enrolled patients were getting the anti-malarial drug due to fears
of increased death rates and irregular heartbeats.
„ In the United States, prosecutors have leveled new criminal charges against four
Minneapolis police officers implicated in the death of 46-year-old man George
Floyd who was pinned by his neck to the street during an arrest caught on video.
Minnesota Attorney General Keith Ellison said that Derek Chauvin, arrested on
charges of third-degree murder was newly charged with an additional, more
serious count of second-degree murder, according to court documents filed in the
case. Mr. Ellison also informed that three other officers dismissed from the Min-
neapolis police department along with Chauvin were charged on for the first time
in the case - each with aiding and abetting second-degree murder and with aiding
and abetting manslaughter.
BUSINESS
„ Ministry of Micro, Small and Medium Enterprises
(MSME) Minister Nitin Gadkari has said that FDI can
be explored in NBFCs to strengthen them, which will
lead towards greater support to MSMEs. He opined
that strengthening of NBFCs, state cooperative banks,
district cooperative banks and credit societies is
required to extend support to MSMEs during this challenging time. Mr Gadkari
held meetings via video conferencing with the representatives of the Council of
Leather Export, FICCI-'NBFC Program' and IMC Chamber of Commerce and
Industry on the impact of COVID-19 on MSMEs.
„ India is poised to emerge as the world's largest electronics and mobile manufac-
turing country. Union Electronics and IT Minister Ravi Shankar Prasad on 2nd
June, unveiled the historic roadmap for setting up of large number of electronic
and mobile manufacturing units in the country. He announced Production Linked
Incentive Scheme, Component Manufacturing Scheme and Cluster Scheme for
development of the electronics manufacturing sector. The three new schemes are
expected to attract substantial investments, increase production of mobile phones
and their parts to around 10 lakh crore by 2025. It will also generate around five
lakh direct and 15 lakh indirect jobs. India's global share in electronics has risen
form 1.3 per cent in 2012 to three per cent in 2018 and from just two mobile man-
ufacturing factories, the country has now 200 such units. He said, the government
will ensure that the country emerges as a leading electronic manufacturing hub
where Global and local companies will work together to help drive the growth
factor.

VACANCY CIRCULAR
The Central Electricity Regulatory Commission (CERC) was set up by the Government of India at New
Delhi under the provisions of the erstwhile Electricity Regulatory Commissions Act, 1998. CERC is
deemed to have been constituted under the corresponding provisions of the Electricity Act, 2003 which
repealed the Electricity Regulatory Commission Act., 1998. The Commission consists of the Chairperson
and three other Members (and also Chairperson, Central Electricity Authority as ex-officio Member of the
Commission). The post of Chairperson, CERC will fall vacant on 01.02.2021. It is proposed to fill up
the anticipated vacancy.
2. Appointment to the post of Chairperson, CERC is governed by the relevant provision of the Electricity
Act and the Central Electricity Regulatory Commission (Salaries, Allowances and other Condilions of
Service of Chairperson and Members) Rules, 2004, the Central Electricity Regulatory Commission
(Salary, allowances and other conditions of service of Chairperson and Members) Amendment Rules
2010 and Central Electricity Regulatory Commission (Salary, allowances and other conditions of service
of Chairperson and Members) Amendment Rules 2018. Chairperson, CERC is presently entitled to a
consolidated pay of Rs 4.50 lakh per month (without house and car).
3. As per section 77(1) of the Electricity Act, inter-alia, states that the Chairperson and the Members of
the CERC shall be persons having adequate knowledge of, or experience in, or shown capacity in,
dealing with, problems relating to engineering; finance; law, economics, commerce, or management,
provided that not more than one Member shall be appointed under the same category. The above
anticipated vacancy of Chairperson, CERC is required to be filled up from the fields of economics,
commerce, or management since there already are Members from the engineering and finance
category and appointment process of Member (Law) in CERC is being separately undertaken. In
terms of section 89 of the Act, the Chairperson shall hold office for a term of five years from the date on
which he/ she enters upon his/ her office or till he/ she attains the age of sixty-five years, whichever is
