Spectrumpolicy of PTS:

• Licenses to use radio transmitters should be as technology- and

service neutral as possible

• In case of spectrum scarcity auction should be the preferred choice as

method for selection

• Allocation of spectrum should to the extent possible be harmonised

with other countries

 Main principles for licensing

• Avoidance of service obligations

• Avoidance of roll out/coverage obligations
(exceptions could be for bands below 1 GHz)
• National licenses
• Avoidance of spectrum caps (except for bands below
1 GHz)
• Long licence duration (minimum 20 years)
• Continuous release of spectrum (no ”big bang”)
• Technical requirements in line with international
harmonisation, preferrable only a BEM
