INTRODUCTION
For any Vermont business, the proper disposal of hazardous waste can be a significant
expense. Improper management of this waste can lead to significant negative impacts
on the environment and human health, as well as penalties and additional expenses.
Fortunately for businesses generating small amounts of hazardous waste -
Conditionally Exempt Generators (CEGs) - there are affordable environmentally-sound
disposal options, including municipal hazardous waste collection programs. Municipal
hazardous waste collection programs that accept CEG waste provide CEGs with an
economical alternative to the traditional disposal method of utilizing a hazardous waste
hauler. CEGs that participate in municipal programs package and self-transport their
own waste to the program site. Although each program may differ from town to town,
CEGs generally pay the hauler only for the cost of disposal or recycling of the
hazardous waste.

The Guide is divided into four sections:

1. Brief summary of Vermont hazardous waste regulations.

2. Listing of Vermont municipal hazardous waste collection programs that


accept CEG waste, including: complete contact information, program schedules,
and any costs to CEGs.

3. Directory of hazardous waste vendors servicing Vermont businesses. This


section is intended for businesses that generate specific wastes that are not
accepted by their local municipal hazardous waste program, or for those businesses
located in a town without a hazardous waste program that accepts CEG waste.

4. Web-based hazardous waste resources – a listing of available fact sheets,


handbooks and guides.

I. BRIEF SUMMARY OF VERMONT HAZARDOUS WASTE REGULATIONS

The Vermont Hazardous Waste Management Regulations (VHWMR)


[http://www.anr.state.vt.us/dec/wastediv/rcra/regs.htm] provide a regulatory framework
for managing hazardous waste in Vermont. They identify the wastes that are regulated
as hazardous, and establish management standards for the businesses that produce or
“g e n e ra te ”, tra n sp o rt, tre a t, sto re o r d isp o se o f th e m . In a d d itio n , th e V H W M R in clu d e
standards for hazardous waste recycling, used oil management, universal waste
management, reporting and use of the hazardous waste manifest shipping document.

In Vermont, the vast majority of businesses subject to the VHWMR are regulated
because they are hazardous waste generators. Under the VHWMR, businesses are
responsible for determining if the waste that they generate is hazardous waste. Those
that do generate hazardous waste must comply with certain waste management,
reporting, record-keeping and shipping requirements. Any Vermont business that
generates (or that transports, recycles, treats, stores or disposes of) hazardous waste
must file a Vermont Hazardous Waste Handler Site ID Form
[http://www.anr.state.vt.us/dec/wastediv/rcra/handlers.htm] with the Agency of Natural
Resources describing the types and monthly generation rate of each hazardous waste
that it produces.

Hazardous waste generators are regulated at three different levels depending on the
types and quantity of hazardous waste produced per month (i.e., conditionally exempt
generator, small quantity generator, or large quantity generator). It is important to note
that the level of regulation that a business is subject to - its “g e n e ra to r sta tu s” - is not
related to the size of the business. For example, a very small business with five to ten
employees that happens to generate more than 2,200 pounds of hazardous waste per
month (roughly the equivalent of five 55-gallon drums) would be subject to the most
stringent large quantity generator requirements, while a company with 150 employees
that generates 20 pounds of hazardous waste per month would only need to comply
with the relatively limited requirements for conditionally exempt generators.

Subchapter 2 of the VHWMR identifies the wastes that are regulated as hazardous, and
subchapter 3 includes the requirements that each category of generator must meet. In
general, conditionally exempt generators are only subject to basic container
management, storage and spill response requirements, and have a number of waste
management/disposal options available to them, including municipal collection events.
Small and large quantity generators are subject to more stringent waste management
standards, as well as additional requirements for record keeping, employee training,
and contingency planning. Small and large quantity generators are also required to ship
hazardous waste to certified treatment, storage, recycling, or disposal facilities using a
hazardous waste manifest-shipping document.

Over-the-phone and on-site assistance is available from the Agency to help businesses
comply with the technical aspects of the hazardous waste regulations, and reduce the
quantity and toxicity of wastes generated. The Agency also maintains an Internet web

site with many assistance documents ranging from fact sheets dealing with specific
hazardous waste management issues, to a handbook that provides a detailed overview
of the Conditionally Exempt Generator requirements. In addition to the VHWMR
[http://www.anr.state.vt.us/dec/wastediv/rcra/regs.htm] and Vermont Hazardous Waste
Handler Site ID Form [http://www.anr.state.vt.us/dec/wastediv/rcra/handlers.htm] being
available on-line, they are both available by request. There is no charge for a printed
copy of the VHWMR, and there is no fee associated with submitting a Site ID form to
the Agency.

The list of hazardous waste vendors is ever-changing. This Hazardous and Universal Waste Resource Directory provides
a listing of vendors that accept various hazardous and universal wastes generated at Vermont businesses as of
November 2003. (For a complete list of licensed hazardous waste transporters visit
http://www.anr.state.vt.us/dec/wastediv/rcra/pubs/Haztrans.pdf) To use the directory, look for the waste you need to
properly dispose at the top row and find a  to find the corresponding vendor who will accept your particular waste.
