Seminar on “Introduction to New Seismic Guidelines on Highway Bridges (IRC:SP:114-

2018)” on 23rd June 2018 at PHD House, New Delhi

Dear Sir / Madam,


As you may be aware, Indian Association of Structural Engineers (IAStructE) is national apex
body of structural engineers in India established with the objective to cater to the overall
professional needs of structural engineers. The association has become the source of expertise
and information concerning all issues that involve structural engineering and public safety within
the built environment. It has no commercial objective.
IAStructE undertakes a broad range of technical activities which are aimed at information sharing
and capacity building. The association provides opportunity for all the members to develop
various skills in structural engineering and helps members to be at the forefront of structural
engineering practice. Towards achievement of its aims and objectives, IAStructE is engaged in
organizing CPD Courses for Professionals at all levels, Refresher Courses for Fresh Graduate
Engineers, Student’s orientation program, Seminars/Workshops, Technical Lectures by Experts
and Technical Discussions on Contentious Issues.
The seismic provisions of IRC:6-2017 has been replaced by a new guideline, IRC:SP:114-2018
titled “Guidelines for Seismic Design for Road Bridges”. The new guideline has been released
by IRC very recently (i,e. on May 4 th 2018) at the IRC council meeting held at Aizawl. This
guideline will be operative from 1 st June 2018. Seismic design of Bridges therefore will have to be
done differently now. The bridge designers, proof checkers, authority engineers and client
engineers must quickly adapt themselves to the provisions of this new guideline.
In order to facilitate this process, IAStructE, as a part of their CPD initiative, has decided to
conduct a half-day seminar in New Delhi on this topic with the objective of introducing this new
publication to the bridge engineering fraternity. The invited speakers in this seminar will be the
code makers themselves who were involved in making of this new guideline. Brief profile of the
speakers are given below. The seminar will be held on 23rd June 2018 between 2:30 PM to 05:30
PM at PHD Chamber of Commerce & Industry, PHD House, 4/2 Siri Institutional Area, August
Kranti Marg, New Delhi 110016. The Seminar will be followed by high tea. Detailed program is
attached herewith.
Participation Fee shall be as follow:
1. For IAStructE members : NIL
2. For IRC members : Rs 750/-
3. Others : Rs 1,000/-
In view of limited available seats, you are requested to quickly nominate engineers from your
organization as well as send your nomination along with the requisite fee, as applicable. Your
request should be addressed to the Indian Association of Structural Engineers (IAStructE)
through email. Please note that the registration shall be done on first come first serve basis. The
registration in advance is necessary to enable participation.

Brief Profile of the Speakers :

Dr. S. K. Thakkar, Former Professor, IIT Roorkee


Dr. S. K. Thakkar, FNAE, Formerly Professor of Earthquake Engineering and Railway Chair Professor in
Bridge Engineering at IIT Roorkee has a distinguished career of more than forty years. His field of
specialization is Structural Dynamics and Earthquake Engineering. He has been actively involved in Post
Graduate teaching, Ph.D Research and conducting continuing education programs in earthquake
engineering. He has been involved in number of sponsored research and consultancy projects of national
importance including Bridges, Gravity Dams, Nuclear reactor structures, Multistoried buildings,
Strengthening and Retrofitting of structures and writing of seismic codes for BIS and IRC. He is author of
large number of research papers in Journals and conferences.

Mr. A. K. Banerjee, Former Member (Technical), NHAI& Convenor, B-2 Committee of IRC
Mr Banerjee had graduated in Civil Engineering from University of Calcutta and obtained M.Tech degree from
I.I.T. Delhi. He had an illustrious career as Highway and Bridge Engineer in the Ministry of Road Transport &
Highways, where he rose to the rank of Chief Engineer and later became Member (Technical) in the National
Highways Authority of India. He is the Convenor / Member of various IRC Bridges Technical Committees,
including the Bridges Standards & Specification Committee.

Dr. Lakshmy Parameswaran, Chief Scientist Bridges & Structures Division, CSIR-CRRI & Co-
Convenor, B-2 Committee of IRC
She obtained Ph.D (Civil Eng.) from IIT Roorkee. She was also the Chairperson (Academics) and
coordinating the M.Tech and PhD programmes offered at CSIR-CRRI under AcSIR. She has more than 31
years of R&D experience in the area of Structural Engineering, Bridge Engineering, and Wind Engineering.
She has guided many M.Tech students and presently supervising 3 PhD students. She is a recipient of
BOYSCAST Fellowship from Department of Science and Technology, Govt. of India, best paper Awards from
IE (I) and Ing-IABSE and was a Visiting Scholar at Johns Hopkins University, USA.

Mr Aditya Sharma, Director –Highway & Structures, Ramboll India & Member Secretary, B-2 Committee of
IRC
Mr. Sharma is having wide range of experience spanning over 27 years in planning, detailed engineering
design, proof checking, project management and procurement for various bridges / highways& infrastructure
projects.He is graduate in Civil Engineering from Punjab University Chandigarh and worked more than 15
years with RITES before joining to Ramboll. He has worked in Nepal, Botswana, England & Ireland in a
capacity of Bridge Engineer while working with RITES and Ramboll. He is Member of Technical Committees
of Indian Road Congress (B-2, B-3& B-6) and published papers for Fib, IRC, IIBE etc.

Mr. Rajiv Ahuja –Independent Consultant-Bridges & Highways, Member of B-2 Committee of IRC
Mr. Ahuja is a well-known Bridge Engineer having 40 years’ experience in planning and designing of both
bridges and highways. He did his graduation from Punjab Engineering College, Chandigarh in 1977 and has a
post graduate diploma in Structural Engineering (1978) and also M.Tech in Soil Mechanics & Foundation
Engineering from IIT, Delhi (1984).After briefly working in Central Water Commission as Assistant Director
for about three and half years, he joinedStup Consultants Ltd., Delhi in 1982 where he worked as Bridge
Engineer till end of 1991. In 1992, he set up his own consultancy organization Arch Consultancy Services
and was involved with design of bridges & highways including permanent and temporary structures,
supervision and proof checking. He closed his consultancy business in 2009 and joined GMR, Bangalore in
2010 as HOD design. He left GMR in 2014 and since then he has been working as Independent Consultant
offering his services to various construction companies not only for bridges but also for highway projects
including design of pavements, slope stability, embankment design, geometric design of highways, drainage
and other miscellaneous activities including contract management. He is a member B-2 Committee of IRC
and was actively involved with preparation of Guidelines for Seismic Design of Road Bridges.

Mr Alok Bhowmick, Managing Director, B&S Engineering Consultants Pvt Ltd & Member, B-2 Committee of
IRC
Mr. Bhowmick has more than 36 years of rich and relevant experience in the field of Bridge Engineering. Mr
Bhowmick has written and published more than 60 technical papers. He is a Fellow of IASE and presently
Honorary Secretary of the association. He is also a member of Governing Council of CEAI. He is presently
the chairman of editorial board of the quarterly journal “Bridge & Structures” published by ING-IABSE and
Vice Chairman of Indian National Group of IABSE. He is an active member of several code committees of IRC
and BIS. He has been responsible for the development of many codes of practice on Concrete and on Bridge
Structures in India.
