CITY OF FARMINGTON
JOB DUTIES
ESSENTIAL DUTIES:
Performs a variety of routine and complex administrative, technical, and professional work in
analyzing and administering various components of the environmental, health and safety
programs.
Maintaining the utmost confidentiality in dealing with employee records and business
information.
Working within the Safety Division of the City of Farmington, this position reports directly to
the Human Resources Director. The Safety Officer supervises other employees within the
division.
Develops and maintains environmental, health and safety policies and program.
Conducts periodic environmental, health, and safety audits in all City of Farmington facilities
and with City crews. Plans and promotes safety programs. Maintains knowledge of all
applicable OSHA, EPA, and DOT standards and administrative practices as they may relate to
the City of Farmington.
Works with environmental, health and safety advisory committees to promote and provide safety
expertise and in the development and presentation of safety training materials. Performs or
assists with accident investigations as needed. Insures that processes take necessary corrective
action to prevent future incidents. Communicates recommendations to all concerned parties
promptly.
Coordinates and conducts work area assessment, surveys, and program evaluations to determine
the presence of hazardous conditions, such as noise exposure, chemical exposure, indoor air
quality, light levels, confined space, and ventilation in paint booths. Assists departments with
specific training needs by locating and scheduling outside training activities.
Analyzes hazardous conditions and assigns risk assessment codes for use by departments to
prioritize and budget corrective actions.
Implements and manages the City’s environmental management system. This includes
administering the waste management contract, and coordinating hazardous and universal waste
management activities.
Works with administration of workers’ compensation program to determine areas for increased
training and emphasis on accident prevention. Provides statistical and fiscal data on workers’
compensation injuries. Maintains complete and accurate records as required. Prepares various
reports, including charts and graphs, to determine trends and needs.
Collects, analyzes and maintains data essential for effective safety and environmental programs.
Develops fire prevention program for City employees, including building evacuation procedures.
Responsible for, and administers, the annual fire extinguisher maintenance program and the
annual sprinkler system inspection and test program.
Designated the Employer Representative for the implementation and management of the City’s
Drug and Alcohol Free Workplace Program. Administers the random and post accident testing
program. Maintains accurate records in the administration of these programs and maintains
computer database for these policies.
Administers and provides technical advice on the medical surveillance program to include
required vaccinations and medical testing of employees as may be regulated by OSHA and other
federal and state laws.
Conducts periodic inspections of City job sites to assist managers and supervisors in
environmental, health, and safety compliance.
Drives a motor vehicle to locations throughout the City in order to provide support services to
other departments, including transporting employees for drug and alcohol testing.
Using excellent customer skills, establishes and maintains harmonious relationships with other
employees, officials, outside organizations, and representatives of local, state, and federal
agencies.
NON-ESSENTIAL DUTIES:
May be required to travel to attend seminars and conferences to keep up to date on issues, trends
and required compliance to laws.
Maintains limited knowledge of the City’s group health insurance and life insurance programs in
order to assist employees in the absence of other staff members.

QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy
which includes: pre-employment testing, post-accident testing, reasonable suspicion testing,
return to duty testing, and follow-up testing.
Bachelor’s degree in safety management or related field preferred; or equivalent of five years
experience in progressively responsible safety position; or an equivalent combination sufficient
to perform essential functions of this position.
Must have or be able to obtain ASP status within two years of appointment. Certified Safety
Professional (CSP) preferred.
Position requires an extensive knowledge of federal, state and local environmental, health, and
safety laws and the ability to operate a variety of specialized measuring and monitoring
equipment and computer based software programs.
Ability to carry out assigned projects to their completion with minimal supervision. Ability to
work independently with a multitude of tasks.
Ability to communicate effectively, both verbally and in written form. Ability to establish and
maintain professional and effective working relationships with employees, supervisors, other
departments, and external entities each of which require cooperative efforts on both sides.
Ability to maintain and ensure the confidential nature of the Safety Division and Human
Resources Department office and records.
Requires frequent use of motor vehicle, personal computer, including word processing (Word),
spreadsheet programs (Excel), DataPipe software, and HTE database; digital camera, calculator,
telephone, copy machine and fax machine. Specialized equipment includes; audiometric
dosimeter/sound level machine, light survey equipment, anemometer and indoor air quality
monitor (IAQ).

While performing the duties of this job, the employee is frequently required to sit and talk or
hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects,
tools, or controls; and reach with hands and arms. The employee is frequently required to
operate a motor vehicle.
The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities
required by this job include close vision and the ability to adjust focus.

The noise level in the office work environment is usually moderately quiet. This job requires
working in the field with a wide variety of other job groups where the work environment may be
very loud. The work environment in the field may also involve work around traffic, heights,
heavy machinery, and electricity.
