HIGHLIGHTS OF ACTIVITIES
SMALL SCALE IRRIGATION PROGRAM
Development and Rehabilitation of Irrigation Systems is one of the priority Programs of the
Department of Agriculture as well as the Provincial Government of Sorsogon to improve the quality
of farming industry and to have a sufficient irrigation water to sustain the needs of the farmers
throughout the whole cropping season. The Engineering Team were conducted a regular monitoring
of the existing, newly constructed and ongoing construction of SSIP sites under DA PAMANA
Projects and DA Rice Program . Also, conducted site validation and geotagging of proposed SSIPs
sites and has a potential to construct an irrigation facilities. These SSIPs shall be implemented
outside the service area of NIA systems. The SSIPs were categorized below:
A. Small Water Impounding Project (SWIP)

An earth filled structure with a height of 5-15 meters constructed across narrow valleys or
depression to create a reservoir that will harvest and store rainfall and runoff from
immediate or future use.
B. Diversion Dam (DD) / Check Dam (CD)

A concrete or rock fill structure with a height of 0.50 – 3.0 meters designed to divert
portion of stream flow to point of use.
C. Small Farm Reservoir (SFR)

Impounding and storage facility with concrete or plastic as lining and protection of
embankment. These are used to collect rainfall and run0ff for immediate and future
agricultural use.
D. Spring Development
Consists of concrete storage tank or intake structure and Polyethylene (PE) pipes or
concrete canals for distribution by gravity.

The Rice Program is one of the banner components of the Department of Agriculture mainly
concerned in rice farming and uplifting the lives of Filipino farmers. The National Rice Program integrates
government initiatives and interventions for the agriculture sector, namely: food security and self-sufficiency,
sustainable resource management, support services from farm to table, and broad – based local partnerships.
Some of its key strategies is the provision of Shallow Tube Well (STW) that consists of a tube or pipe vertically
set into the ground at a depth of 6 to 20 meters designed to lift water from shallow aquifer for irrigation using
pump and engine set; and the provision of Pump Irrigation Systems for Open Source (PISOS) that consists of
pump and engine sets, suction and discharge pipes to lift water from the surface water and deliver it to point
of use. Table 1.0 shows the requirements and additional information required to avail the said projects.
Validation and geo-tagging which is one of the requirements for the endorsement of the Office of the
Provincial Agriculturist was conducted thru its Agricultural Engineering Section. Table 2.0 shows the list of
individual farmers and Farmer Associations already validated and endorsed to DA-RFU 5.

POSTHARVEST FACILITY PROGRAM
Most of the problems in agriculture industry are on the production, postharvest, marketing and
processing aspect. There is much work to be done to increase food production and alleviate the living
condition of subsistence farmers in the province. The postharvest development programs, projects, activities
and interventions are vital inputs in attaining profitable and sustainable agribusiness ventures leading to
improved socio-economic well- being of the country’s farmers.
The lack of postproduction/processing facilities especially for small farmers has been one of the most
serious problems plaguing the grains industry of the country. Even with the increased yields, small rice/corn
farmers remain in poverty because they are forced to sell their poorly processed produce at low prices to
traders and millers. One of the key strategies of the Department of Agriculture is the Postharvest
Mechanization Program that includes provision of appropriate drying facilities such as Flat Bed Dryer and Multi-
Purpose Drying Pavement (MPDP); and provision of postharvest facilities/ equipment to Framers
Associations/Irrigators’ Association within rice production areas. Table 1.0 shows the requirements and
additional information required to avail the said projects.

FARM MECHANIZATION PROGRAM

Agricultural and Fisheries Mechanization plays a vital role in sustaining and improving
agricultural productivity. Appropriate machinery, equipment and the facility could improve land and
labor productivity and reduce postharvest losses that will lead to increase income and
competitiveness of the farmers.
Under the banner program of Department of Agriculture is the Rice Program which mainly
concern is to uplift the rice farming industry of Filipino farmers. The ultimate goal of this program is
to provide farm/Agri Machineries to enable small farmers, Farmers Association and Cooperatives
awareness and to access them with the new technology and improve their farming industry through
Mechanization. The Provincial Government of Sorsogon and the Department of Agriculture through
the DA Regional Field Office 5 have partnered to provide postharvest and farm machineries to the
different qualified and active Irrigator’s Association.

FIELD OPERATION OF DC 60 KUBOTA RICE COMBINE HARVESTER
The Department of Agriculture Regional Field Unit 5 has allocated one (1) unit of DC 60 Rice Combine
Harvester in the Province of Sorsogon and one (1) unit was availed by the Provincial Local
Government Unit of Sorsogon in 90-10% scheme, the PLGU was gave its counterpart to avail the said
equipment. The two (2) units of Harvester was located at the Office of the Provincial Agriculturist
under the overseeing of the Provincial Agricultural Engineering Group. The said harvester was
operational and it was utilized upon the request of the farmers/clients.

SOLAR WATER PUMP & RAM PUMP UNDER BSWM PROJECTS
The Bureau of Soil and Water Management has coordinated with the Office of the Provincial
Agriculturist thru the Agricultural Engineering Division in the conduct of monitoring of installed Solar
Powered Water Pumps and Ram Pump in the Province of Sorsogon. One unit was installed in
Sorsogon Dairy Farm to be used for irrigation of Vegetables & Rice and the other one was installed in
Brgy. Escuala Casiguran Sorsogon to irrigate high value commercial crops.

PAYAPA AT MASAGANANG PAMAYANAN (PAMANA) PROJECTS
PAyapa at MAsaganang PamayaNAn (PAMANA) is the national government’s convergence program

that extends development interventions to isolated, hard to reach and conflict affected
communities, ensuring that they are not left behind. A complementary track to peace negotiations,
the program is anchored on the Aquino administration’s strategy of winning the peace by forging
strategic partnerships with national agencies in promoting convergent delivery of goods and
services, and addressing regional development challenges in Conflict-Affected and Vulnerable Areas
(CAA/CVAs). The designs and delivery of PAMANA is conflict-sensitive and peace-promoting to avoid
the recurrence of any source of conflict.
The objectives of PAMANA are the following: 1.) To Improve Governance through partnerships with
national and local institution, building capacities or governance, and enhancement of transparent
and accountability mechanisms. 2.) To Reduce Poverty and vulnerability in conflict-affected areas
through sustainable rural development, community infrastructure and focused delivery of social
services and 3.) To Empower Communities and strengthen their capacity to address issues of conflict
and peace through activities that promote social cohesion.
Sorsogon has seven (7) identified PAMANA areas, the municipalities of Magallanes, Pto. Diaz, Irosin,
Juban, Barcelona, Bulusan and Gubat. Rehabilitation and Development of Irrigation facilities and
Construction/Fabrication of Postharvest Facilities (Mechanical Flatbed Dryer) are some of the
projects implemented in the province.

BE RICEPONSIBLE CAMPAIGN
The Philippine Rice Research Institute (PhilRice) is spearheading a campaign called “Be Riceponsible”
to prevent rice wastage and consumption of healthier rice and is urging Government Organization
(GOs), Local Government Units (LGUs) and Higher Education Institutions (HEIs) to support the
campaign in their own areas. The Office of the Provincial Agriculturist (OPAg) – Sorsogon has joined
this search. In so doing, activities for the campaign have been lined up. One of these is the
coordination with other agencies and organizations to drum up support in getting across the four (4)
Ks, basic messages espoused by the Be Riceponsible campaign, which are: 1. Konti konting kanin
muna para walang tira; 2. Kumain ng Brown (unpolished) rice; 3. Kakaibang kanin naman
(consumption of rice mixed with other staples); 4. Kilalanin at pasalamatan ang mga magsasaka sa
pamamagitan ng pagpapahalaga sa bawat butil ng kanin.
Distribution of Brown Rice to the selected school & in the Office of the Senior Citizen in the Province
of Sorsogon were done.
