The existing suburban rail system is under extreme pressure and role of the bus system is limited for

providing feeder
services to suburban railways. There are constraints to expand the road and rail network capacity. Many pockets in
Island city & suburbs are not served by rail based mass transport system. Mumbai Metro Master Plan has been
undertaken to provide a rail based mass transit facility to people residing in the areas that are not connected by existing
Suburban Rail System so as to enable them to reach the stations within the distances of ½ to 1 k.m. Mumbai
Metropolitan Region Development Authority (MMRDA) appointed M/s. Delhi Metro Rail Corporation (DMRC) (who was
assisted by TATA Consultancy Services (TCS) and Indian Institute of Technology (IIT), Mumbai) in May, 2003 to
prepare the Master Plan for Mumbai Metro and Detailed Project Report (DPR) for the priority corridors. The Master
Plan for Mumbai Metro along with phased implementation was approved by the Authority of MMRDA, in its meeting,
held on 28th May, 2004. The Master Plan includes 9 corridors covering a length of 146.5 km, out of which 32.5 km is
underground and rest elevated. A public hearing was conducted on 22nd January, 2004 for opinions, suggestions and
comments on the Master Plan.

While deciding the Metro Implementation strategy and preparing the DPRs, the Master Plan has been partly modified.

* Note : DPR of 46 k.m. long High Speed Metro Corridor from Andheri (East) upto Mankhurd via Ghatkopar is
completed (extendable upto Panvel), to ensure connectivity between Chhatrapati Shivaji International Airport
and Navi Mumbai International Airport.

Metro corridors connect important railway stations like Churchgate, Chatrapati Shivaji Terminus, Mumbai Central,
International and Domestic Airports and major business hubs. These corridors will have interchange facilities with
Suburban Stations and connecting neighbouring areas of Thane, Navi Mumbai, Vasai, Virar etc. After implementation
of Mumbai Metro Master Plan, approximately 70 lakh commuters are expected to get benefit which in turn will
substantially reduce the traffic on roads and congestion in suburban railways.

Out of the above Master Plan Corridors, only 11.4 km of Metro Line between-Versova-Andheri-Ghatkopar has become
operational and Metro Line-3 : Colaba-Bandra-SEEPZ (Andheri) is being implemented through a SPV Mumbai Metro
Rail Corporation (MMRC). Bidding process is in progress for award of Civil works.

The Government is keen to implement the rest of the corridors in the shortest possible time. Accordingly MMRDA and
the State Government accorded approval for implementation of following 118 km elevated Metro corridors in next 4
years.

MMRDA and State Government accorded administrative approval for implementation of 118 km Metro corridors at a
cost of Rs. 35,400 Crs. (2015 prices) and entrusted the task of preparing the DPRs to DMRC for above Metro Corridors.

DMRC have submitted the DPRs for Line 2A-Dahisar-D.N. Nagar and Line 7 Andheri (E)-Dahisar (E). Line 2A project
has been entrusted to DMRC for implementation as Deposit Work, while Line 7 is implemented by MMRDA, for which
DMRC are the Interim Consultants.

DMRC recently submitted the DPR for Line 2B-D.N. Nagar-Mandale and the MMRDA in its Authority meeting held on
21st March, 2016 accorded approval and the proposal is submitted to the State Government for further approvals.
The DPR for Line 4 Wadala-Ghatkopar-Mulund-Thane-Kasarwadavali is expected shortly. The DPR for remained
corridor are under preparation by DMRC and are expected to be received by end of May, 2016.

For both Metro, Line 2A and Line-7 the Ministry of Urban Development and Department of Economic Affairs accorded
in Principle approval for ADB Loan Assistance. Hon. Prime Minister laid the Foundation Stone on 11th October, 2015.
For Line-2A Civil works the Bidding process is in progress and for Line-7 contracts for civil works awarded. Both projects
are targeted for completion by 2019.
