PREFACE
DEP (Design and Engineering Practice) publications reflect the views, at the time of publication, of Shell Global Solutions
International B.V. (Shell GSI) and, in some cases, of other Shell Companies.
These views are based on the experience acquired during involvement with the design, construction, operation and
maintenance of processing units and facilities. Where deemed appropriate DEPs are based on, or reference international,
regional, national and industry standards.
The objective is to set the standard for good design and engineering practice to be applied by Shell companies in oil and
gas production, oil refining, gas handling, gasification, chemical processing, or any other such facility, and thereby to help
achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to Shell companies for their consideration and decision to
implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at each
locality. The system of DEPs is expected to be sufficiently flexible to allow individual Operating Units to adapt the
information set forth in DEPs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use DEPs, they shall be solely responsible for such use, including the
quality of their work and the attainment of the required design and engineering standards. In particular, for those
requirements not specifically covered, the Principal will typically expect them to follow those design and engineering
practices that will achieve at least the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or
Manufacturer/Supplier shall, without detracting from his own respons bility, consult the Principal.
The right to obtain and to use DEPs is restricted, and is typically granted by Shell GSI (and in some cases by other Shell
Companies) under a Service Agreement or a License Agreement. This right is granted primarily to Shell companies and
other companies receiving technical advice and services from Shell GSI or another Shell Company. Consequently, three
categories of users of DEPs can be distinguished:
1) Operating Units having a Service Agreement with Shell GSI or another Shell Company. The use of DEPs by these
Operating Units is subject in all respects to the terms and conditions of the relevant Service Agreement.
2) Other parties who are authorised to use DEPs subject to appropriate contractual arrangements (whether as part of
a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI disclaims
any liability of whatsoever nature for any damage (including injury or death) suffered by any company or person
whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination of DEPs
or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell GSI or other Shell Company. The
benefit of this disclaimer shall inure in all respects to Shell GSI and/or any Shell Company, or companies affiliated to these
companies, that may issue DEPs or advise or require the use of DEPs.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall
not, without the prior written consent of Shell GSI, be disclosed by users to any company or person whomsoever and the
DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after
use, including any copies which shall only be made by users with the express prior written consent of Shell GSI. The
copyright of DEPs vests in Shell Group of companies. Users shall arrange for DEPs to be held in safe custody and Shell
GSI may at any time require information satisfactory to them in order to ascertain how users implement this requirement.

1. INTRODUCTION
1.1 SCOPE
This DEP specifies requirements and gives recommendations for the design of onshore
ancillary steel structures. This DEP is intended to be used with onshore ancillary steel
structures standard drawings listed in Table 4.1, which also specify minimum requirements.
This is a revision of the DEP of the same number dated September 2011; see (1.5)
regarding the changes.
1.3 DEFINITIONS
1.3.1 General definitions
The Contractor is the party that carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project or operation of a
facility. The Principal may undertake all or part of the duties of the Contractor.
The Manufacturer/Supplier is the party that manufactures or supplies equipment,
materials and services to perform the duties specified by the Contractor.
The Principal is the party that initiates the project and ultimately pays for it. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the
Principal.
The word shall indicate a requirement.
The word should indicate a recommendation.
1.3.2 Specific definitions
Term Definition
Guard Rail Guard Rail is a rail that prevents people from falling off or being hit
by something.
Hand Rail Hand Rail is a narrow railing to be grasped with the hand for
support.
Railings Refer to both guard rail and hand rail.

2. MATERIALS
2.1 GENERAL
Acceptable materials for ancillary steel structures are listed in Table 2.1.1 through
Table 2.1.3.
The use of alternative materials not listed in the tables below shall be submitted to the
Principal for review and comment. Alternative materials shall be selected in accordance
with local codes and regulations, taking weldability and the required finished weldment
mechanical properties into consideration. The utilization of the GB (国标 Guo Biao) 150
standard for selection of alternative materials may be considered.

3. CONSTRUCTION DETAILS
3.1 GENERAL
The requirements in this DEP are the minimum requirements of the Principal. In some
instances these requirements do not meet local occupational safety and health regulations,
and / or local building codes. The Contractor shall check the latest revision of the local
occupational safety and health regulations, local building codes for any requirements that
are more stringent than those in this DEP, and incorporate them into the design.
Refer to project design drawings for the location, orientation, and arrangement of ladders,
stairs, and railing for regular operational use, maintenance, and special fabrication details.
The Contractor shall detail steel ladder and stair interfaces with concrete grout and
concrete anchorages, as required. When grout is required, a minimum of 25 mm (1 in) shall
be used.
Access and storage areas refers to, but are not limited to:
• Access to service openings such as manways.
• Access to all equipment and instruments requiring inspection, adjustment, servicing
during operation, or frequent maintenance.
• Local storage of material required for maintenance and operation.
The use of operating and service platforms interconnecting two or more equipment items
shall be approved by the Principal. Such platforms shall be designed for differential
movement of the two or more equipment items.
The capacity of platforms (including the weight of the structural members, grating and/or
floor plate) shall be designed to exceed the maximum expected load applied by personnel,
operations and maintenance equipment, spare parts, and tools, at any one time.
A maintainability and material handling study should be performed in early stages of the
project to define:
a. maintainability and material handling requirements,
b. determine the required grating thickness,
c. determine the required floor plate thickness,
d. design loads for the structural members,
e. monorail, davits, and cranes requirements.
The maximum loading capacity of the platform, when used as a lay down area for
maintenance purposes or to transport maintenance/material handling equipment, shall be
displayed with labelled signs that can be seen both on the platform and on approach routes
to the platform. The grating or floor plate shall be designed to withstand the loading
capacity.
The primary and secondary vertical access shall be as per recommendations in
DEP.30.00.06.20-Gen.
The size of a platform accessed by a ladder shall allow clearance for free operation of the
self-closing gate apparatus without interference with the individual standing on the platform
(i.e., swing radius of gate plus at least 450 mm (18 in).
Primary access to tank roofs that require inspection shall be by stairs.
Primary access to main operating/service floors in a structure, and the roof of buildings with
equipment requiring frequent maintenance, shall be by stairs.
Platforms for access to manways shall be:
• sized to permit 180° opening of hinged manway cover without interference from
structure or railings,
• evaluate the need of a monorail to remove manway and add manway lifting lugs,
• platforms shall not be more than 1.2 m (4 ft) below the center of manways.
Inside of the inner support member on circular platforms shall clear vessel wall or, if
insulated, the sheathing by approximately 75 mm (3 in).
Platform supports and brackets in the vicinity of inspection openings shall be designed to
permit removal of equipment internals and bundle pull for heat exchangers.
Platforms more than 15 m (50 ft) walking distance from any portion of the platform to the
primary means of access / egress shall have two means of access/egress. Secondary exits
shall be located so that walking distance to the nearest secondary exit does not exceed
15 m (50 ft). A secondary means of exit by ladders is acceptable.

Platforms with areas greater than 20 m (200 ft ) and subject to either fire or toxic-material
hazards shall have at least two exits at opposite ends or corners.
Each fabricated platform / walkway unit shall not exceed the galvanizing bath size.
3.4 STAIRS
The project design drawings shall specify the location, orientation, arrangement of stairs.
Drawings shall also specify special fabrication details, connections, steel members’ sizes,
grating thickness, and coating requirements.
All welds especially for handrail surfaces shall be smooth, continuous, and sealed.
Maximum rise for a single unbroken flight of stairs shall be 4 m (12 ft) unless approved by
the Principal.
A single run shall have the same slope.
Stair slope, geometry and dimensions shall be as per DEP 30.00.60.20-Gen. requirements.
Stair stringer shall preferably be made from steel channel.
Extend handrail return to the last stair nosing. Stairs shall end at the walking surface.
Stair design shall be based as a minimum on a moving 4.5 KN (1000 lbs) concentrated live
load applied to the stair stringers or a uniform load of 4.8 KPa (100 psf) applied to the stair
assembly.
Stair treads shall resist as a minimum a 1.33 KN (300 lbs) concentrated load applied at mid
span.
Stringers are to be laterally braced to resist a minimum lateral load concentrated load of
3 KN (200 lbs).
3.5 LADDERS
The project design drawings shall specify ladder locations, orientation, cage requirements,
special fabrication details, connections, member sizes, additional code or Human Factors
Engineering (HFE) requirements, and coating requirements.
Ladder types A and B are per standard drawing S 28.011 and S 28.012. In general, ladder
type A should be used in Europe while type B should be used in the US and Canada. For
columns and stacks with skirts, when an angled arrangement is required, the ladder
elevation shall follow that depicted on ladder type A.
The minimum length of rungs between stringers shall be 450 mm (18 in). In Europe and
when specified by the Principal the minimum should be increased to 500 mm (20 in). The
length of rungs between stringers shall be increased by 60 mm (2½ in) for ladders with
climber safety system.
Inclined ladders shall be approved by Human Factors Engineering Technical Authority.
Ladders shall be located so the climber is not facing out toward the horizon unless
approved by the Human Factors Engineering (HFE) Technical Authority.
If a ladder protrudes through a platform, the hole shall be protected by a cage, open in the
direction of the next ladder if applicable, and the platform shall be extended with a walk-
around at the back of the cage. The minimum clear width on the walk-around section
behind the cage shall be 600 mm (24 in) minimum with 900 mm (36 in) preferred for cold
climate conditions.
Climber safety systems shall be provided on all vertical ladders used to travel between two
adjacent standing surfaces with a vertical separation exceeding 6 m (20 ft).
The entire ladder shall be welded construction. All welds shall be smooth, continuous, and
sealed.
Ladder assemblies shall be coated after fabrication in accordance with design drawings
and project specifications.
Ladders may be installed instead of staircases if the ladders are required only for
occasional use and escape routes.
Unless shown otherwise in the design drawings, all ladder bolts shall be 16 mm (5/8 in)
diameter bolts minimum.
Ladder rung minimum design shall be based on 890 N (200 lb) concentrated live load and
the required width of the ladder. Ladder connections and stringers are designed for a
maximum total load (dead plus live) of 4.4 KN (1000 lb) on one side rail. Ladder stringers
shall be designed according to the maximum unsupported length.
Side-step ladders are preferred. Step-through ladders are acceptable only with specific
approval from the Principal or the HFE Technical Authority.
Self closing safety double bar safety swing gates shall be provided across the ladder
openings at all landings and shall be designed for the same load as the guardrailing.
A single metal bar opening vertically or chains, wire rope, or other non rigid barriers shall
not be used. Self closing safety double bar safety swing gates shall:
a. Be in conformance with local occupational safety and health regulations and
local building codes.
b. Be designed to meet the strength requirements of the guard rail
c. The top bar of the safety gate shall be at the same height as the top rail of the
handrail (guardrail).
d. The gate shall open away from the person climbing up the ladder.
e. Safety gates and associated toe plates (when required) shall be
distinguishable and visually distinct from their surroundings. Ideally they
should be yellow in colour and, incorporate any required signage and
markings as dictated by local operating requirements.
First ladder rung shall be 300 mm (12 in) maximum / 100 mm (4 in) minimum from top of
foundation or walking surface.
Cages shall be provided on ladders of more than 3700 mm (12 ft) to a maximum unbroken
length of 9 m (30 ft), where the length of ladder refers to the vertical distance between
landings.
a. Cages are also required on ladders less than 3700 mm (12 ft) in length where
the ladder is located at an elevated platform that does not provide adequate
fall protection. Consideration of cage protection for these applications should
be made in the design process for each particular case.
b. Ladder safety devices shall not be used in lieu of cage protection, unless
approved by the Principal.
c. Vertical ladders located near the edge of an elevated platform, or which has a
potential fall scenario with a distance greater than 1500 mm (5 ft), or which
could result in a fall overboard regardless of the height shall be equipped with
a fall protection device. The fall protection device may be in the form of a
climber safety system or additional railings or cages. Fall protection may be
provided by the following, however, where no safety cages are provided, a
climber safety system shall be provided.
i. Additional railing in front of the ladder shall be extended to a minimum
600 mm (24 in) below the bottom of the ladder cage.
ii. The cage vertical bars shall be extended to the top of the railing.
iii. Additional railing extended a minimum of 2.5 m (8 ft) above high point of
walking surface,
d. If the ladder can move (e.g. rotate because it is mounted on the side of a
crane cab), the increased handrail height shall extend 1200 mm (4 ft) past the
centerline of any location where the ladder may be.
increase the thickness of the grating as required per design and note it in the design
drawings.
The HFE Technical Authority shall approve the use and slip resistance of checkered plate
floors.
If solid flooring is used, it shall be made out of 6 mm (¼ in) or 8 mm (3/8 in) checkered floor
plate with a non-skid surface. Checkered floor plate shall have draining holes. The draining
holes shall not be located above ladders, plate stair treads, or over water-sensitive
instrumentation or equipment. The location of the draining holes shall be located in the
drawings.
If glass reinforced plastic (GRP) or aluminium grating and grating fixing material is used,
the upper walking surface of GRP grating shall be antiskid profile. The anti-skid
characteristics shall be achieved by epoxy bonded approximately sized anti-spark
aggregate. Contractor shall submit span tables and specifications to the Principal for
approval.
All GRP grating shall be ultraviolet-stabilized in order to retard the effect of outdoor
weathering.
GRP grating shall meet the self-extinguishing requirements of ASTM D635 and ASTM E84
Class 1 flame rating, flame spread index < 25. GRP shall be non-conductive.
Removable floor plates shall be attached with countersunk galvanized bolts. Removable
grating shall be attached to the supporting members with galvanized grating clips.
Fastener assemblies shall be as specified in the design drawings. The fabricator shall
provide a minimum of four fastener assemblies per support beam per panel, with a
minimum of four fastener assemblies per panel.
The location and limits of grating and the direction of the span of grating bearing bars shall
be in accordance with the design drawings. In order to avoid installation error, square
grating panels shall not be fabricated.
At joints in the grating floor system, cross sections of bearing bars for grating panels shall
be aligned with cross sections of abutting panels to maintain symmetry. Grating joints shall
be permitted only at supports.
Clearance allowances shall be provided for fitting grating panels together, for penetrations,
for toe plates, etc., and shall be in accordance with standard details and design drawings.
If grating areas are shown as removable in the design drawings, the weight of each
removable fabricated grating section shall not exceed 100 kg (220 lbs).
Edges of removable grating panels shall be banded.
Openings and cut-outs in grating panels for piping, conduit, structural members, and
equipment shall be banded as indicated in the design drawings.
The Contractor shall provide supplemental supports as required for grating that overhangs
the main support steel.
Grating shall not be used to support any instrument mounting and piping supports, as this
does not provide sufficient stiffness and does not allow the grating to be removed for
painting and maintenance.
Trolley beams shall be provided for handling equipment during maintenance, if such
equipment is inaccessible to mobile handling equipment.
The working capacity shall be clearly marked on trolley beams and davits.
The following overhead crane requirements shall be identified early in design to size the
structure / building where the crane will reside:
a. determine capacity / design loads
b. location / orientation of crane
c. location of required platforms
d. crane platforms overhead clearance requirements to define the structure /
building height
Overhead crane facilities shall incorporate fail-safe features to assure that the load will not
fall to grade in the event of a mechanical drive train failure or control circuit problem.
Overhead crane facilities shall include a Manufacturer walkway attached to it to ease
inspection and maintenance.
Overhead crane facilities shall include a walkway along the length of the run to ease repair
of the crane during operation.
