What’s new for this election?
All California voters will receive a ballot in the mail
For the November 3, 2020 Presidential General Election, all registered voters will receive a ballot in
the mail. Ballots must be postmarked and mailed no later than November 3, in order to be counted.
Mailed ballots can be dropped off at any ballot drop box, the elections office or post office upon
receipt, or they can be dropped off at any polling location in Inyo County on Election Day. A complete
list of drop box and voting locations is included in this booklet.

If you choose to vote in person, please follow all of the required Inyo County health guidelines and
bring your mailed ballot with you to give to an election worker. Volunteer election workers will be
following all safety guidelines for their protection and the for the wellbeing of the community.

Political Party Endorsements


For voter-nominated offices, only two candidates who received the most votes in the primary election
will be on the ballot. Candidates for these offices may have the same political party preference. Write-
in candidates are not allowed for these contests.

Parties have the option of submitting candidate endorsements for printing in this pamphlet. Not all
parties participate and parties may endorse a candidate from another party.
Listed below are the political party endorsements received by the deadline. The candidate’s party
preference does not necessarily mean that they have that political party’s support.

If voting by mail, use the
following Instructions

1. Mark your ballot


Mark your ballot using a dark ballpoint pen (No red ink).
To vote for a candidate completely fill in the oval next
to your choice like this:

To vote on any measure, completely fill in the oval next to the


word “Yes” or the word “No”.

If you make a mistake you can request a replacement ballot by


calling 760-878-0224 or email kfoote@inyocounty.us.

2. Review your ballot


If you vote for more candidates than allowed or if you vote both
“Yes” and “No” on a measure, your vote will not count for that
candidate or measure.

You do not have to vote on all contests. Those you do vote on


will still count.

3. Seal your ballot


1. Complete the information on the return envelope.
This includes your physical address (not a PO Box)
and signature.

2. Refold your ballot along the original fold lines and


place it in the return envelope provided. Only one
ballot per envelope.

3. Sign the return envelope or your ballot cannot


be counted.

4. Return your ballot
Mail your ballot. Please note, your postage has been pre-paid on
your return envelope. All mailed ballots must be postmarked by
Election Day and received by 17 days after the election to be counted.
To make sure your ballot is received in time, allow at least seven days
for mailing.

Deliver your ballot in person. You – or a person you have authorized –


can take your ballot to any polling place, or drop box in Inyo County.
In-person voting options will be available for most voters if you want to
vote in person. Please review your official ballot stub to find your
polling place.

pamphlet in their choice of languages. Statements are printed in the random
alphabetical order determined by the Secretary of State.

The following section may not contain a statement for each candidate. A complete list of

Where do I find candidates’ campaign finance reports?


The Political Reform Act requires detailed disclosure of contributions and expenditures
for campaigns supporting or opposing state and local candidates, ballot measures and
money spent or received in connection with lobbying the State Legislature.

Expenditure Limitations: State Legislative candidates


Voters passed Proposition 34 in November 2000. This law says we must tell voters the
names of candidates who agree to campaign spending limits. This law only applies to
candidates for State Legislative offices.
Candidates who agree to the campaign spending limits are allowed to pay for and
publish a candidate’s statement of qualifications. The State and Assembly candidates

Education and Qualifications: My name is Drew Phelps and I would be honored to serve as your next
Assemblymember. As a fourth generation Tularean, I’ve grown up in our district, and have always been
engaged in our community.

My top priorities are the issues that affect us all: water, healthcare access, and workforce training.

We need to ensure that we have an adequate supply of water. I will work tirelessly to pursue new storage
and conveyance projects, along with Delta solutions, to provide more water statewide; freeing up more
water for the Owens Valley and Inyo County.

My experience as one of the leaders of the Citizens for Hospital Accountability campaign in Tulare helped
me recognize the dire need to fight for more funding from the state budget for our hospitals and clinics,
particularly to attract and keep doctors and nurses.

I will also work to expand access to vocational education to students across our district, along with a greater
focus on workforce training for those who may be displaced from jobs in our changing economy.

I understand that these are issues that can’t wait to be addressed. With your vote, I can put my experience

Occupation: Business intelligence & strategic analysis (a branch of finance & accounting)

Education and Qualifications: I am running for the Northern Inyo County Hospital Zone 1 District Director
because I believe I can help bring financial acumen to the board of directors during this critical period.

I started my career as a tax accountant at a Big Four accounting firm before transitioning to the private
sector. For the past ten years, I have overseen financial forecasting for a chemical technology company. In
my role, I integrate the science operations and the business realities of our industry to inform the strategic
direction of the business. I believe I can apply my experiences from the private sector to help develop
a successful strategy for the NIHD. It is crucial that both providing high quality health care services and
creating financial sustainability for the healthcare district are integrated in a successful long-term strategy.

Since my wife, Anne, and I moved to Bishop in 2018 to raise our family, we have come to recognize the
essential nature of the services that the healthcare district provides to residents. I want the NIHD to succeed
now and for decades to come.

The Inyo County Election’s office is now offering voters a new way to track and receive notifications
on the status of their vote-by-mail ballot. Sign-up at WheresMyBallot.sos.ca.gov to receive automatic
email, SMS (text), or voice call notifications about your ballot.

Facts about voting by mail in Inyo County


After a ballot is received by the elections department, it is checked in for tracking purposes. Every
signature and address is compared to the information on the voter’s registration card. If something
doesn’t match, the elections department will contact the voter to let them know. After all ballots are
accepted for counting, they are carefully removed from their envelopes, ensuring that the voters’
privacy is protected. Once all ballots are removed from their envelopes, they are counted by central
scanning equipment and then sealed in containers that are only opened for the post-election audit.
Voter’s privacy and their vote are always protected throughout the process.

• Postage is pre-paid on all mailed ballots.

• All signatures are compared to the signature on your voter registration card.

• If the signature doesn't match, you will be contacted and be given an opportunity to correct the
issue.

• You do not have to vote on all contests. Those you do vote on will still count.

• All mailed ballots are counted, regardless if the contest is close.

• If you make a mistake, you can ask for a replacement ballot.
