COMPUTER SCIENCE ADMINISTRATIVE AND LECTURE ROOMS

1. Introduction/ Background

The Institute of Computer Science is a semi-autonomous faculty at Mbarara University of


Science and technology. It came up in 1998 as a department that fell under the auspices of the
Faculty of development studies at the time but was later granted faculty status. The Institute was
established with the sole aim of ………………………………….. The Institute, though being
semi-autonomous operates under the Mbarara University of Science and Technology
Administration. MUST is one of the few public universities in the country and operates under the
vision to “To Provide Quality And Relevant Education National And International Level With
Particular Emphasis On Science And Technology Application To Community Development” The
University’s mission which is shared by all faculties under it , including the Institute of
Computer Science ; is To promote quality education for national integration and development
through among other things, improved teaching of science and technology at all levels.

The ICS is, as the name suggests is a specialized faculty in the University that mainly provides
students with the opportunity to a acquire Information and Computing Technology (ICT) Skills.
It has three bachelor programmes, i.e. Bachelor of Information technology, Bachelor of
Computer Science and Bachelor of Computer Engineering. It also offers a few ICT based short
courses and a few postgraduate programmes.

Over the past 12 years, the Institute has awarded certificates and degrees to thousands of
students. Each year, the institute admits new students and the intake keeps getting bigger and
bigger with each coming year. Presently, the Institute has around 700 students which is an
increase of 70% from the year 2005 when the institute had less than half that number of students.
This has led to a strain of the available resources like classrooms and office space. Being a public
university, their students’ tuition can hardly cover all operational costs and much of the student’s
tuition is partly subsidized by the government and as a result, the University does not have
sufficient funds set aside for any structural development, renovation, maintenance or
construction project

Our current earnings are 600,000,000 and our projected expenditure for 2010 is 643,000,000
leaving the University and the Institute with a deficit. Most of the costs involved are operational
costs and we therefore have no funds at all to finance any construction or expansion activity
which has had its toll on the already insufficient office space and classroom space at the Institute
of Computer Science of Mbarara University.

2. Problem Statement

The classroom and office facilities at the institute of computer science are overcrowded and
insufficient to cater for the space needs of the institute’s students and staff leading to non-
conducive learning and working conditions. The Institute’s facilities were constructed over 20
years ago. At the time the current increase in students and the strain they would have on the
facilities was not projected and planned for. The student intake at the time was less than 10% of
the current intake. The current facilities for the institute are a single office block, with two small
computer labs and three offices which is extremely insufficient to cater for the needs of the
students registered under the institute. Each office can hold around two lecturers, but due to
insufficient space, each office is shared by 4-5 lecturers, which is double its capacity. The
classrooms can each comfortably hold 50 students each, but with an average of 100 students per
class, the classrooms are filled beyond capacity and therefore not conducive for learning.

All this show the need for the construction of a building for the institute of computer science
offices and classrooms, a task which we cannot accomplish on our own due to financial
constraints based on the nature of our University as explained above. It is therefore necessary to
acknowledge that construction of a building for the institute of computer science offices and
classrooms will go a long way towards meeting the Institutes’ pressing need to have more
conducive learning environment.

4. Project Objectives

A. General (overall) Objective: The project aim is to secure funds and co-ordinate expertise for
the purpose of Constructing The Institute of Computer Science, Classroom and Office Block
which is in dire need a new building to cater for its expanding student base which comes along
with an ever increasing team of staff.

B. Specific Objectives:
• Analyze the state of the current facilities in order to come up with enough inflastracture
and new equipments to avail computer science students a better education environment.
• To carry out a feasibility study for the construction of a new office and classroom block
for the institute.
• To develop and design a plan for the reconstruction of the Institute of Computer Science
• To increase the holding capacity of the Institute’s facilities so as to provide ICT skills to
more students under a conducive learning environment.
• To increase on the students intake and ICT based courses offered with the presence of
more learning rooms
• To commission the constructed …….

Beneficiaries/ Project Justification


The direct beneficiaries will be the students enrolled under the institute of computer science who
happen to number around 700 as of the year 2010. They are currently studying in overcrowded
lecture rooms and the construction of new lecture rooms would go along way towards facilitating
them to acquire quality education under conducive learning facilities.

The Staff of the institute who will be catered for in terms of office space will also be direct
beneficiaries of the project since there will be reduced congestion in the offices after construction
of new big infrastructure.

The community and the country in general will greatly benefit from the project as it will lead to
an increase in the number of grandaunts’ with ICT skills who will then be integrated into the
community and the job market thus increasing the number of ICT professionals that will help
drive the country’s economy

Methodology

In order to accomplish the above listed project objectives; the following


methodology will be followed

The project will be managed by a building committee established under Mbarara University of
Science and technology by the Institute of Computer Science. The committee will be responsible
for the financial management of the allocated project funds. The committee will monitor
expenditure and compile report(s) on a regular basis.

All expenditure will be controlled by the above mentioned building committee under the
supervision of the Dean of the Institute of Computer Science, hence, transactions will be
approved by the University Accountant, Dean of the Institute of Computer Science, The Vice
chancellor of the University and Building Committee established to run the project. The financial
statement will be sent to the project donor / sponsor as requested. The project funds will be
audited at the completion of the project works. The auditor report will be sent to the donor /
sponsor not later than one month after the audit.

The Building committee will also oversee the technical and building aspects of the project and
will work hand in hand with the building contractor. The committee will issue instructions to the
construction supervision that will co-ordinate with the works contractors. The committee will
consult with technical specialists. The committee will produce a final technical and financial
report which, upon approval of the Trustees, will be forwarded to the donor / sponsor.

8. Project Outputs

Six very spacious computer laboratories/ lecture rooms to cater for all students learning

9. Expected project outcomes

Conducive environment for teaching learning process created

Sustainability of the Institutes infrastructure which is projected to cater for future needs.
