1.0 INTRODUCTION

1.1 Project Description


Mozambique LNG is a two-train, nominal 6.44 MTPA per train, LNG facility using APCI
liquefaction technology. Hydrocarbon condensate, separated from the feed is processed and
exported separately.

The facility will be constructed at a remote coastal location in the Cabo Delgado province of
Mozambique.

The feed stream is fed to the LNG plant which comprises gas/liquid separation, gas treatment
(removal of acid gas, dehydration and mercury), heavy component (C5+) removal followed
by gas liquefaction, storage and export. Condensate stabilization and export facilities are
also included.

Phase 1a of the project consists of the first two (2) LNG trains and relevant utilities.

1.2 Document Purpose


This method statement defines the safe work method that shall be employed during the
completion of foundation works for the Training and Induction Centre buildings (including
Administration and Induction buildings, Workshop and Welding areas, Tool Room and Guard
Shack) by MCC LDA.
This method statement has been prepared based on the tender information as issued and
gives an indication of SUBCONTRACTOR’s general approach to the construction and
management of the Project.
This method statement has been drawn in order to obtain approval from CONTRACTOR
on proceeding with the proposed works in full compliance with tender, legal and Health,
Safety and Environment obligations.
Based on CONTRACTOR’s requirements the below scope of work shall be detailed:

This method statement is a working document, and therefore may be amended
as work proceeds or on the request of CONTRACTOR.

2.0 PERSONNEL AND RESPONSIBILITIES


HSE Engineer
To do the regular Site inspection in order to make sure that all time proper HSE measures have
been taken prior and during the work.
Proper evaluation of the reports from HSE Officer to be done and action to be taken.

Site Manager
Responsible to make sure all activities on site are carried out in accordance with approved
drawings, construction schedule. Control of all workers to make sure they work as per their
responsibilities and make necessary decision when some non-conformance is occurring.

Foreman
To supervise the Site works, control of manpower and equipment, and to ensure quality and safety
procedures are implemented as required.

To check the limits of excavation, to check the levels and alignments and to locate existing
services ahead of foundation.

Operators
To be trained and competent to operate the machinery on Site and follow safety procedures as
required.

3.0 MOBILISATION OF PERSONNEL, EQUIPMENT AND MATERIALS

3.1 Personnel
The operations team will be comprised of local personnel. The management team and support
personnel will travel to Site from the various SUBCONTRACTOR offices in Mozambique. All
personnel shall be passed medically fit for work and complete the required CONTRACTOR
inductions prior to commencing on the Project.

3.2 Equipment
The plant and equipment for the Project will be sourced from various MCC offices in
Mozambique and South Africa.
 Heavy equipment will be transported by truck from SUBCONTRACTOR’s Pemba office to
the Port of Pemba where they will be loaded onto the barge and shipped to Site
 The tractor loader backhoe, dump truck, crane and ton truck will be loaded and transported
overland to Pemba.
 SUBCONTRACTOR shall provide traffic routes keeping apart pedestrians and vehicles.
 Vehicles and Equipment will be instrumented with Audible reverse signal, hand-held brakes,
Earthlings.
Prior to being used on the Project, all new plant and equipment shall be inspected and approved by
CONTRACTOR for both safety equipment and the presence of Alien Invasive Species (AIS).

SUBCONTRACTOR Project materials shall be secured and loaded in accordance with the approved
deck plan for ocean transport.

4.0 EXECUTION OF FOUNDATIONS FOR ADMINISTRATION BUILDING & TRAINING


CENTRE CLASSROOMS

4.1 Preparation of Concrete, Formwork and Reinforcing Steel (including Cut and Bend)
As per the construction program and the priority, the cutting and bending of steel reinforcement for
that particular structural element will commence as per the approved shop drawings and bar bending
schedule.
 Steel bending and cutting will be done in a designated workshop area by trained and
competent personnel.
 Steel fixing is to be done as per approved shop drawings.
 Employees must wear gloves as identified in the WMS and/or JHEA when placing or tying
rebar.
 Reinforcing mats used as a walkway with openings greater than 4 inch x 4 inch (10.2 cm x
10.2 cm) will be provided with planking to provide safe footing e.g., scaffold boards, plywood.
 A two (2)-part sling will be used when moving bundles of rebar by crane.
 Wire mesh rolls will be secured at each end to prevent a recoiling action.
 Rebar shall not be transported in a way that creates stored energy at the point of unloading
(e.g. bended into a U-shape to fit in smaller trailer – suitable flatbed transport to be used)
 Exposed vertical and horizontal rebar must be suitably capped or otherwise protected by
approved methods immediately after installation unless the area can be barricaded off to
prevent access.
 Employees will not be permitted to work above vertically protruding reinforcing steel (rebar)
unless it has been protected to eliminate the hazard of impalement in accordance with
CONTRACTOR Housekeeping Procedure MZ-CCX-000-HS-PRO-00017.

At site, marking will be done for foundations. After marking, dimensions will be checked to make
sure excavation for the trenches is as per the approved drawing.
 Excavations shall be conducted under the CONTRACTOR Permit to Work (PTW)
requirements (e.g. excavations > 300mm in depth or within 100ft of the Limits of Construction
(LOC) shall require a PTW.
 The trenches with 600mm x 950mm will be excavated with a TLB and the soil will be stored
on designated area at site for backfilling.
 After all excavation, level will be checked for each foundation and will be made sure that is
as per approved drawing.
 The bottom of the trenches will be watered and compacted to 93% MOD AASHTO using a
Plate Compactor.
 Blinding of surface will be done as per approved drawings and approved type of concrete on
top of a layer of appropriate stone (76mm).
 Ring beam will be executed following the design as the bending of the reinforced bars shall
be executed appropriately.
 All reinforcement must be cleared to ensure that it is free from all oil, dust and deleterious
materials.
 Prior to the execution of the concrete slab, steel mesh shall be installed and tied up to the
edges of the ring beam.
 MEP staff will ensure the installation of all MEP works required on the area as per
approved drawings.

Formwork and shoring will be designed, erected, supported, braced, and maintained to safely
support any and all vertical and lateral loads that may be imposed upon it during placement of
concrete.
 Formwork for the ring beam such as supports, sleeves, plates shall be fixed to avoid sliding
as well as derailments.
 Adequate provision shall be made for ‘rebar caps’ to ensure protection for workers from
impalement hazards.
 Apply boarding so that workers do not walk on the rebar directly.

4.2 Concrete Casting

 Concrete area shall be barricaded off and access restricted to authorised workers only
(signed and understood the JHEA).
 Before the concrete pouring, Slump Test and temperature checks shall be carried out from
each concrete truck mixer.
 Slump shall not exceed more than 150mm and not less than 100mm as per Engineer’s
instruction and approval. Temperature of fresh concrete shall not more than 30 deg.
Celsius as per BS Standard.
 The required number of concrete pumps will be available on site; extra pump will be on
standby ready for any incident circumstances.
 Concrete vibrators shall be ready to use at time of receiving concrete. Number of vibrators
shall be depending on concreted area to improve well compaction for concrete pump.
 Concrete truck mixer shall not exceed more than 90 minutes from leaving batching plant.

On acceptance, the concrete mix shall be directly unloaded in the concrete pumps.
 Care shall be taken to make sure that concrete mix is not dropping from more than a height
of 2 meter.
 All pipe supports of concrete pumping system will be designed to one hundred percent
(100%) overload. Compressed air hoses will utilize only fail-safe joint connectors to prevent
separation of sections when pressurized.
 Chutes and elephant trunk sections will be secured with fail-safe chain or wire rope in
addition to regular couplings or connections.
 Workers shall be made aware of the risk of pressure build-up in the pump hose and potential
for the hose to whip on re-start. To minimize the effect of whipping, end hoses shall be no
longer than allowed by manufacturer’s specifications, couplings shall not be placed on the
discharge end, and upon re-start after the boom tip has been down – stand clear until
concrete is flowing smoothly.
 Face shield are mandatory during concreting.
 Personnel to be trained on the effect of contact with concrete on the skin (i.e. dermatitis)
 Hose routes will be minimised where possible and where required adequately manned to
control hose movements.
 Personnel will be required to wear the correct PPE (e.g., boots, gloves, hard hats, and safety
glasses) to prevent cement burns and other injuries.
 A copy of the relevant Safety Data Sheets (SDS) will be available and a copy present with
the JHEA.
 The JHEA contains a glove selection matrix where the Supervisor and crew will select the
correct glove type for the task.
 Eyewash stations or eyewash bottles shall be located in close proximity, <5m to the work
front.

Vibration, either internal or external, is used for concrete consolidation during and immediately after
the concreting. The purpose is to achieve a homogeneous concrete placement reducing as much
as possible all the voids, especially around rebar and at formwork corners. All equipment that
induces vibration will be assessed and the requirements for time of use, breaks etc will be included
in the work activity JHEA.
 Concrete when introduced to the ring beam at first level of 400mm shall then be vibrated;
the same shall be done for the succeeding layer of concrete until the ring beam top level is
reached.
 Adequate gloves are to be worn in order to avoid/reduce exposure to vibration.
 Rest breaks shall be given to the operator (i.e. through use of job rotation, etc.).
 Generator for the vibration machine to be placed away from sources of water.
 Drip trays shall be placed under the generator.
 Power cables are to be properly arranged/routed.
 Colour code system shall be used to validate inspections have been completed for electrical
equipment.
 Concrete should cover the steel structure at least 20mm and each side.
 The horizontal surfaces shall be level and finished; the surfaces in contact with the formwork
has to be smooth, compact, free from colour patches, voids or burrs. All concrete finishing
will be conducted by Power Float Machine, however, in places where the Power Machine
cannot reach; finishing will be carried out with a wood hand trowel.

Curing is a preventive measure that affects concrete strength, durability, water-tightness,

permeability, uncontrolled cracking, surface soundness, controlling the moisture content and
temperature.
 After the concrete finishing process is completed, a thin layer of sand will be applied over
the concrete surface and water will be added to the sand to maintain the moisture of the
concrete and prevent evaporation.
 Allow 3 to 7 days for the cure of concrete after all the formwork will be removed and back
filling & compaction will be done on either side of the foundation.

Removal of formwork shall not be done until the concrete gains sufficient strength to support its
weight and superimposed loads.
 Backfill the box within the ring beam in layers not greater than 200mm at a 93% MOD
AASHTO.
 A layer of stone (76mm) stone shall be done above the compacted soil.
 After completing concrete slab, allow the cure of the slab and after all formworks will be
removed.
 Housekeeping will be carried out at the end of each working day to remove surplus / waste
construction and unsuitable soils materials from the jobsite.

5.0 EXECUTION OF FOUNDATIONS FOR WORKSHOP AND WELDING SHOP BUILDING,


TOOL ROOM BUILDING AND GUARD SHACK

5.1 Preparation of Concrete, Formwork and Reinforcing Steel (including Cut and Bend)
As per the construction program and the priority, the cutting and bending of steel reinforcement for
that particular structural element will commence as per the approved shop drawings and bar bending
schedule.
 Steel bending and cutting will be done in a designated workshop area by trained and
competent personnel.

 Steel fixing to be done as per approved shop drawing.
 Employees must wear gloves as identified in the WMS and/or JHEA when placing or tying
rebar.

At site, marking will be done for foundation. After marking, dimensions will be checked to make sure
excavation will be done as per approved drawing.
 Interlock tiles will then be removed and will be stacked in a designated area at site for re-
fixing.
 Soil will then be excavated using TLB and stored on designated area at site for backfilling.
All excavations shall be completed as per CONTRACTOR PTW requirements.
 After all excavation, level will be checked for each foundation and will be made sure that is
as per approved drawing.
 Blinding of surface will be done as per approved drawings and approved type of concrete.
 Foundation footing and plinth reinforcement steel will be lowered in excavated pit.
 Some footings are composed of top and bottom reinforcement, the bottom bars shall be
supported with concrete block or spacer of correct thickness as per approved drawings.
 Ring beam reinforcement steel will be set at the same level as the plinth.
 Anchor bolts for steel columns will be fixed with steel base plate template to ensure their
level and alignment.
 All reinforcement must be cleared to ensure that it is free from all oil, dust and deleterious
materials.
 MEP staff will ensure the installation of all MEP works required on the area as per approved
drawings.

 The JHEA contains a glove selection matrix where the Supervisor and crew will select the
correct glove type for the task.
 Eyewash stations or eyewash bottles shall be located in close proximity, <5m to the work
front.

Vibration, either internal or external, is used for concrete consolidation during and immediately after
the concreting. The purpose is to achieve a homogeneous concrete placement reducing as much
as possible all the voids, especially around rebar and at formwork corners. All equipment that
induces vibration will be assessed and the requirements for time of use, breaks etc will be included
in the work activity JHEA.

 Concrete when introduced to the footing at first level of 400mm shall then be vibrated; the
same shall be done for the succeeding layer of concrete until footing top level is reached.
 Adequate gloves are to be worn in order to avoid/reduce exposure to vibration.
 Rest breaks shall be given to the operator (i.e. through use of job rotation, etc.).
 Generator for the vibration machine to be placed away from sources of water.
 Drip trays shall be placed under the generator.
 Power cables are to be properly arranged/routed.
 Colour code system shall be used to validate inspections have been completed for electrical
equipment.

After completing above procedure concrete will be poured for foundation base, by pump or
manually as follow:
 Concreting will be carried out by Concrete truck with Pump in all areas where the Pump hose
can be accessed, however in areas where it is not possible to place the hose, concreting will
be carried out manually, where the concrete will be filled in the wheelbarrows through the
hose and pouring it into place.
 Compact the concrete properly by using concrete vibrators.
 Formwork for plinth and rig beams will be done, ensuring its dimensions and levels shall be
as per approved drawing.
 After completing formwork, concrete will be poured for plinth and beams (refer above
regarding use of pump of manual fill).

 Formwork will be removed and back filling & compaction will be done.
 Steel mesh and formwork for floor concreting to be assembled.
 After completing mesh fixing and formwork, concrete slab will be poured and floor float to
be completed.
 All floating will be done using a powered float machine.
 Prior to power floating the concrete must be left to partially set, having been levelled and
tamped. The amount of setting time necessary before power floating will depend on
variables such as; air temperature, humidity, the specification of the mix and so on. A
rough guide for considering when to begin power floating is when walking on the surface
leaves indentations of 3-4 mm. Floating will start at one end of the slab and moves to the
other. The operator will hold the float at waist-height and move backwards so that
the float removes their footprints. The speed should be slow and consistent. Once the
surface has been floated, the blades are to be angled to suit the concrete and achieve
the specified finish.
 After completing the concrete slab, allow cure of the slab and after this all formworks will be
removed (refer to 4.2 above).
 Housekeeping will be carried out at the end of each working day to remove surplus / waste
construction and unsuitable soils materials from the jobsite.

6.0 TRAINING

Training on the general requirements of this procedure shall be provided to personnel during site
orientation training.
Personnel conducting specific activities (i.e. competent person for inspections, PTW Holder, etc.)
will be provided specific training and assessment for relevant and specific activity/responsibility they
conduct.

7.0 TESTING & INSPECTIONS

Quality tests on concrete will be performed as a part of quality control of concrete structures. These
quality tests on concrete will give an idea about the properties of concrete such as strength,
durability, air content, permeability etc.
Refer to Appendix 7 of the Quality Control Plan for the Checklist to be used by the Quality Inspector
for conducting the tests.

7.1 Quality Tests

Workability Test on fresh Concrete

For testing the Workability of concrete mixture, we will perform the Slump test at site.

The compressive strength of the concrete cube test provides an idea about all the characteristics of
concrete. Cubes shall be taken by CCS JV for compressive test and result shall be shared with
Quality Manager of MCC.

8.0 ENVIRONMENT

Environmental considerations and controls shall be implemented in line with the requirements of the
SUBCONTRACTOR and CONTRACTOR Environmental Management Plans and Procedures.
Regarding the works within this Work Method Statement, specific consideration shall be given to
waste management of any concrete waste or spill, the listing of all hazardous substances used in a
SDS Register (shall be provided to CONTRACTOR), and the presence of applicable SDSs at the
work front, and inclusion of stated controls within the JHEA (i.e. PPE, eyewash).
Due to the remote and greenfield nature of the Project Site, wildlife interactions are considered a
daily possibility. The workforce shall be trained in awareness of snakes, insects (i.e. bees / wasps)
and other potential wildlife encounters as per the CONTRACTOR Wildlife Interaction Procedure.
All environmental incidents shall be reported to the CONTRACTOR Environmental Team as per
Project requirements.

9.0 EMERGENCY
SUBCONTRACTOR acknowledges that a first response capability to on Site emergencies shall be
employed when safe to do so, and that the priority during an emergency is to make personnel safe
and contact the CONTRACTOR Emergency Response Team on VHF radio Channel 2.
Due to the unreliable nature of mobile phone communications, work shall not be allowed to
commence without the presence of a charged and operable VHF radio on the Project network.

10.0 RISK ASSESSMENT


A detailed task specific Risk Assessment shall accompany this Work Method Statement.
