INVITATION FOR BID


DESIGN, MANUFACTURE, SUPPLY, ERECTION, TESTING AND COMMISSIONING OF ELECTRO-
MECHANICAL EQUIPMENT OF 1 MW( 2 x 500 KW) BHEDI DOBA HYDROPOWER PROJECT
DISTRICT HAVELI AJK
AJK Power Development Organization (PDO), Azad Jammu & Kashmir (the “Employer”) shall be provided funds
from Annual Development Budget of GoAJK for development of 2 X 500 KW Bhedi Doba Hydropower Project. It is
intended that part of the proceeds of these funds will be applied to eligible payments under the Engineering,
Procurement and Construction Contract for design, manufacture, supply, erection, testing and commissioning of
electro-mechanical equipment including design & construction of associated Civil works.
1. The Employer now invites sealed bids (Technical & Financial Bids) under single-stage two-envelop
procedure from eligible experienced bidders licensed by the Pakistan Engineering Council (PEC) in the CA
category for the Works. A foreign bidder can bid only in joint venture with Pakistani / AJK firms &
companies as per provisions of Construction and Operation of Engineering Works Bye-laws, 1987 of PEC.
The bidder can form a Joint Venture of international and national firms, with total number of companies in
the JV not more than three.
2. Interested eligible bidders may obtain further information, inspect at and acquire the Bidding Documents
from the office of the Dy. Director (E&M), Power Development Organization, Upper Chatter Housing
Society, Muzaffarabad.
3. A complete set of Bidding Documents may be purchased by interested eligible bidders, on submission of a
written application to Dy. Director (E&M) upon payment of a non-refundable fee of PKR 10,000 (rupees ten
thousand PKR in form of bank draft in favor of Managing Director AJK PDO).
4. All bids (Technical) must be accompanied by a Bid Security of amount as stipulated in bidding documents
in the form of Bank Guarantee/Call Deposit Receipt from any schedule bank of Pakistan/Bank of AJK or
from a foreign bank duly counter guaranteed by a scheduled bank of Pakistan on the Bid Security Form
included in the Bidding Documents.
5. Sealed Technical & Financial Bids shall be submitted at the office of Managing Director Power Development
Organization, AJ&K, Upper Chatter Housing Society, Muzaffarabad, Azad Jammu & Kashmir on 9th June,
2020 at 12:30 pm. Technical bids shall be opened and bid security amounts shall be read out publically on
the same day at 1:00 pm in the presence of bidders’ representatives who choose to attend. Only the technically
qualified bidders shall be invited for opening of financial proposals after technical evaluation.

7. Employer reserves the right to reject bids under provisions of AJK PPRA Rule 33.
