1.0 INTRODUCTION

1.1.1 This report has been prepared on instructions received from Bouygues UK Ltd.

1.1.2 This report relates to the proposed works at Leigh Academy, Blackheath to redevelop
the existing site to provide a new 1150 pupil secondary school with sixth form.

1.1.3 This report sets out the results of a flood risk assessment required in support of the
BREEAM assessment for this development. The assessment has been carried out in
accordance with the general principals set out in National Planning Policy Framework
and Technical Guidance to the National Planning Policy Framework published in March
2012.

1.1.4 This report is prepared solely for the benefit of the Client. This report may not be
assigned without prior written permission from Clancy Consulting.

1.2 Background Information

1.2.1 In 2001 the Department for Transport Local Government Regions (DTLR) published

Planning Policy Guidance Note 25 (PPG25), which explains how flood risk should be
taken into consideration during the planning and development process.

PPG25 was replaced by Planning Policy Statement 25: Development and Flood Risk
published in March 2010. This latest Policy Statement has been introduced to place
more emphasis on the increased flood risk from climate change.

PPS25 specifies a sequential test which local planning authorities should apply to all
future proposed development sites. An exception test may also be applied to provide a
method of managing flood risk while still allowing necessary development to

occur.

1.2.2 In March 2012, the Government released National Planning Policy Framework (NPPF)
aiming to make the planning system less complex and more accessible, to protect the
environment and promote sustainable growth.

NPPF accompanied with the Technical Guidance published also in March 2012
supersedes PPS25 although the principles set out in the new publication remain similar
in terms of the flood risk aspect.

The flood risk Practice Guide was published on-line in March 2014.

1.2.3 The following zones define the levels of flood risk: Zone 1: Low Probability.
This zone comprises land assessed as having a less than 1 in 1000 annual probability
of river or sea flooding in any one year. (<0.1%) Zone 2: Medium Probability

This zone comprises land assessed as having between 1 in 100 and 1 in 1000 annual

probability of river flooding (1%-0.1%) or between a 1 in 200 and 1 in 1000 annual


probability of sea flooding (0.5% - 0.1%) in any year.
Zone 3a: High Probability
This zone comprises land assessed as having between 1 in 100 or greater annual

Zone 3b: Functional Flood Plain
This zone comprises land where water has to flow or be stored in times of flood.

Strategic Flood Risk Assessments should identify this zone.

1.2.4 As part of its general obligations under the Water Resources Act 1991, The
Environment Agency has carried out surveys of its existing defences against flooding
and has published a series of nationwide 'Indicative Floodplain Maps' based upon
information from historic flood events and basic hydraulic modelling. In general terms,
these maps give a good indication of the areas likely to be affected by flooding. More

recently, the Environment Agency have published the 'Flood Map' on their website
which is based on improved hydraulic modelling and detailed local data. The map
indicates Zones 2 and 3 with Flood Zone 1 being all the land falling outside the Zones
2 and 3.

development lies in or close to an area of flood risk zone 1.

3.1.2 The overall site is approximately 130m long by 130m wide (2ha) and is a brownfield
site. There is an existing building on the site, which is due to be demolished. Access
to the site is from 2 locations:

- Access road from Lizban Street north west of the site.

- The existing Car Park entrance from Old Dover Road to the south of the site.

3.1.3 The Site slopes from south to north as existing ground levels vary between
48.6mAOD in the south east corner and 46.0mAOD in the north west corner. A copy
of the Topographical Survey can be found in Appendix A.

3.1.4 The site is bounded by the following:

3.2 Geology

ro
3.2.1 A Geo-environmental Assessment was undertaken on this site in October 2017 by
MLM Consulting Ltd.

3.2.2 The existing ground condition is highlighted below. The primary strata below the site

is Harwich Formation. The Harwich Formation encountered on this site comprises
coarse soils typically a silty, sandy fine to coarse gravel.

3.2.3 Made ground was encountered on this site at depths between 0.35 and 1.40m bgl
and comprised macadam or concrete paving slab surfacing over dark brown silty
sands and gravels. In situ SPT Testing was undertaken and the results suggested the

made ground is generally compact. It is worth noting that the made ground may
extend to greater depths in areas of the site which have been subject to
redevelopment.

3.2.4 No Ground Water was encountered during the investigation works.

3.3 Development Proposal

4.0 FLOOD POTENTIAL

4.1 Development Proposal

4.1.1 As the development is for an education building the NPPF classification of this
development is ‘more vulnerable’.

4.2 Potential for Flooding

4.2.1 The site is located within a zone 1 area in terms of flooding from the River Thames.

4.2.2 There are, therefore, four potential sources of flooding at the site which will be
addressed in more detail in this report, i.e.

(i) From surface water overland flow off site.

(ii) From high groundwater levels.

(iii) From artificial sources such as reservoirs.

(iv) From the surcharging of drains or sewers on the site.

4.3 Existing Historical Flooding Information

4.3.1 We have reviewed the Royal Borough of Greenwich Local Flood Risk Management
Strategy. There are no known incidents at the development site.

4.4 Flood Risk Probabilities

(i) Flooding from Surface Water – Overland flow

4.4.1 During extreme rainfall events or due to poor drainage gully maintenance there will

times when gully capacity is exceeded which will lead to surface flow within the
surrounding roads. Mapping for this form of flooding is shown on the Environment
Agency web site.

4.4.2 There is predicted to be surface water flooding during extreme rainfall events in the
roads surrounding the site, but the building itself is currently shown to be free from flood
risk up to the 0.1% probability event. Site Generated surface flooding is to be dealt with
by proposed on-site drainage. The Environment Agency classifies this site as low
flood risk from surface water.

(ii) Flooding from Groundwater

4.4.3 The geological sheet for this area indicates that there are no superficial deposits
recorded. The bedrock geology consists of a Harwich Formation which consists of sand

4.4.4 Using figure 4 above, it is shown that the site is within an area that has not been subject

to groundwater flooding. This figure is not accurate enough to determine the risk.

4.4.5 Viewing the local borehole logs on the BGS website, it states that no ground water
was encountered during the drilling of a 10m deep borehole approximately 250m
away from the site.

4.4.6 Further to the above desk study, a site investigation was completed by MLM Group.
This also discovered that there was no ground water encountered during drilling up to
depths of 20m. The site is classed as low flood risk from ground water flooding.

can be considered low for this proposed development.

(iii) Flooding from Artificial Sources - Reservoirs

4.4.8 Artificial sources of flooding are potentially from man-made structures and

ve
infrastructure. The Environment Agency have modelled the potential effect of
flooding from failures in retaining structures containing reservoirs.

4.4.9 It should be noted that reservoir flooding is extremely unlikely to happen. There has
been no loss of life in the UK from reservoir flooding since 1925. All large reservoirs
are inspected and supervised by reservoir panel engineers. As the enforcement

authority for the Reservoirs Act 1975 in England, the Environment Agency ensure that
reservoirs are inspected regularly, and essential safety work is carried out. The risk
of flooding from reservoirs at this site is extremely low.

(iv) Flooding from Drainage on site

4.4.10 Flooding could occur if the on-site drainage system becomes blocked of the rainfall
event exceeds the design capacity. Details of the drainage system are discussed in
Chapter 5.

5.0 DRAINAGE

5.1 Existing Drainage

5.1.1 The Thames Water drainage mapping shows that there are public drainage systems
within and surrounding the site. The blue dashed line on the plan indicates that this
local drainage system is for surface water, the red dot dash line is a foul water sewer,
and the solid red line is a combined foul and surface sewer. The full plan can be seen
in Appendix B.

5.1.2 A CCTV Survey has been conducted on site and the following assessments were
made:

- Drainage from the sport stand to the north of the site is collected via a gravity
system and discharges into the local Thames Water sewer which coincides with
the blue line running along the north of the site. Refer to Appendix B for the CCTV
Survey Report and Plan Layout.

- A combined drainage pipe was found running south from the existing car park
at

towards Old Dover Road. This system discharges into the existing Thames Water
Foul sewer, which appears to be MH 9101B which can be seen on the Asset
Plan.

5.1.3 The existing surface and foul water drainage is collected on site into a below ground

piped system and discharged to the Thames Water system.

5.2.2 Surface Water Disposal Hierarchy

The disposal of surface water should be considered in the following order of priority;

1. Infiltration into the subsoil via soakaways or permeable paving.

2. Discharge to a water course or the sea.

3. Discharge to a surface water sewer.

4. Discharge to a combined sewer.

If it is not possible to discharge to a soakaway, then surface water should be


controlled with the use of Sustainable Drainage Systems (SuDS) and considered

5.2.4 Disposal of Surface Water

Infiltration

From the BGS mapping and ground investigations, soakaways would be viable within
the Harwich Formation Strata found onsite. An infiltration rate of 10x10-6 is assumed
at this stage which was taken from the original FRA which was completed in
November 2017 by HSP Consulting Engineers Ltd.

While infiltration is likely to be possible, there are also other constraints that need to
be considered;

Ground contamination and made ground – Due to the presence of made ground on
site, these soils may be an indicator of the potential presence of contaminants,
particularly charcoal fragments which could contain hydrocarbons.

Space on the site – traditional soakaways should be located at least 5m from


proposed structures. Care must be taken with regards to the coordination with the
landscape plan as soakaways are not to be placed under areas trees are proposed.

Water Couse

There are no watercourses within practical distance of the site and this would entail
crossing third party land.

Surface water Sewer

The CCTV and Thames Water Asset plan highlights that the existing site drains to the
local Thames Water sewer system.

5.2.5 SuDS Strategy

Control at Source.

One of the most effective means of reducing surface water flows and run-off is to
control the rainfall at source with the use of increased soft landscaping, green roofs,
permeable paving.

Permeable paving will be possible for this site. Permeable paving can be used to filter

and improve water quality as well as provide a storage reservoir for storm water
during extreme rainfall events. A type A infiltration permeable paving system will be
constructed in the demonstration area north west of the building in accordance with
the Interpave Guide to the Design, Construction and Maintenance of Concrete Block

Permeable Pavements, Edition 6.

The proposed development will not be increasing the impermeable area, so any
SuDS measures will contribute to improvements in local flood risk in accordance with
local policy.

5.2.6 Any new drainage should be designed in accordance with the building regulations to

allow for easy access for maintenance and blockage clearance.

5.2.7 It is usual practice for all paving to slope away from the building as any surface water
which is unable to enter the below ground system will then collect on site within
paved or landscaped areas.

5.3 Drainage Strategy

5.3.2 Surface Water Design Strategy

As described previously in this report the method of discharge for surface water on this

site will be via infiltration. Surface water will be collected via pipes and inspection
chambers via gravity and discharge into several soakaways spread across the site.
Calculations along with the design strategy drawings can be seen in Appendix C.

Landscaped Areas – to be drained via infiltration in to the newly formed areas.

Main Buildings Roof/Car Park and Paths Run Off – This will be collected and discharged

via infiltration using geo-cellular soakaways at 0.8m deep.

The required soakaway volume has been estimated by Tedds for all storm events up to
and including the 1 in 100 year plus 40% climate change. An assumed infiltration rate
of 10x10-6 has been used. Further testing will be required to determine the actual figure.

and using the assumed infiltration rate can be seen below. Please refer to Appendix C

7.0 CONCLUSIONS AND RECOMMENDATIONS

7.1 This report gives details of the flood risk assessment, which has been carried out in

relation to the proposed redevelopment at Leigh Academy.

7.2 The site is in flood zone 1. The development is at low risk from all sources of flooding.

7.3 To ensure the low probability of flooding from groundwater potential is maintained,
suitable water proofing has been specified by the architect.

7.4 The development will not significantly impact on the discharges to the drainage system.
Surface water flow will be reduced with the use of sustainable drainage systems.

7.5 Surface Water will be discharged via infiltration into the ground using soakaways.
Soakaways have been designed for all storm events up to and including the 1 in 100

paint markings may become illegible depending on ground, weather and traffic conditions. No
warranty is given in respect of the durability of the paint markings and that they are a complete
representation of the sub-surface utilities therefore this drawing should be used as the primary
reference for the survey results.

This drawing does not provide an absolute representation of the sub-surface. Utilities have
been detected using non-invasive technologies only and the performance can be adversely
affected by ground, weather and site conditions outside of ClearView Surveys control therefore
some utilities may be undetectable. While ClearView Surveys uses reasonable endeavours to
detect all utilities, it does not warrant that 100% detection will be achieved and that
approximate depth penetration of the technologies will be greater than two metres.
