Kind attention is invited to the subject and references cited. Since, Forest Range
officers are the authorised offrcers to enforce the regulatory provisions of the Biodiverbity Act
2002 (ref.2), Kerala State Biodiversity Board (KSBB) examined the matter and deputed Range
Forest Officer (RFO), Mannarkkad Forest Range in Mannarkkad Division of Palalkad District
to enquire the matter, submit a report and take necessary action against the above mentioned
subject, KSBB also directed Kottoppadam Gramapanchayat in Palakkad district which is the
authorised local self institution of the a-bove said location to intei:re in the above subject.
The primary information report submitted by the RFO on this incident is attached along
with this letter. As pgr the report, the incident happened at Ambalapara under
Thiruvizhamkunnu Forest Station 11\dannarkad forest range. He reported that one person is
already arested and investigation is gohg on with the support of local police. He also reported
that relevant provisions of the biodiversity act2002 will also be incorporated while submitting
the final report to the concerned cour,t. SHO, Mannarkad had already registered Crimt No.
571120 against the accused parties under explosive act and also under prevention of cruelty to
Animal Act 1960. In addition to these, he also reported that, as per the Kerala Forest order,
there is a local committee called as 'Janajagrathu Su-iti' is already constituted to intervene in
issues human animal conflicts which is supposed to be convened in every 3 three months, but
unfortunately due to Covid-l9 issues, this committee had not been convened for the last few
months. (Copy of the report is attached- Annexure-l)
As per the report submitted by the district coordinator of KSBB, based on the
interactions with the forest officials it is leamed that they have arested one Sri. S[ilson on
05.06.2020,a plantation tapping worker in connection with the incident and has been remanded
to judicial custody. Two other suspgcts are absconding and a joint search is ongoing with
police for the father-son duo who owned an estate at Orukkampara, near Thiruvizhamkunnu.

The President of the GP moved a motion for condemning the killing, which was
unanimously passed by the BMC meeting. Dy Range Forest Officer, Thiruvizapkunnu Forest
Station, under Mannarkkad Forest Division also invited for this meeting.
The following resolutions were passed in the meeting:
o A resolution was passed for urgmg forest authorities to arrange to plant fruit trees in the
forest areq diggmg sufficient number of pondsj and erection of electric fence to ward
offwildlife from the private cultivations.
o Another important resolution passed in the Teeting is a recommendation to the
authorities to take steps to authorise the local bodies for palmlent of compemsation of
damages caused due to crop raids by wildlife on the basis of recomme,ndations of the
forest de,partuent.
o Another resolution passed is for sarting a Rapid Response Team at Ambatappara to
control man-anim al confl ict.
o Other important resolution passed in the meeting is to plant 5000 saplings out of the
availablel5O0O produced under MNP.EGS in the GP on the sides of road sides.
These resolutions were communicated to forest departuent and LSG deparfue,nt for
necessary actions (Copy is attached- Annexure-2)
In Kerala, Govt. had authorized BMC to function as environmental watch group as per
Order G.O (P) No: 04/13/ Envt. KSBB is regularly providing awareness to people through
BMCs to cmserve the biodiversity of Kerala. KSBB had declared one Biodiversity Heritage
Site (BHS) and 10 Local Biodiversity Heritage Sites (LBHS) in the State and conserving these
areas with the people participation through BMCs. Based on the guidelines issues by MOEF
related to 'Management of Human Elephant conflicts' (F. No. l4-l/2016-PE dated
06.10.2017), some major recommendations are given for reducing similal incidents such as;
Construction of bio-fqncing in such areas through the MNREG support and arrangeme,nts for
the speedy release of bompensations to the farmers who have faced human animal conflicts.
Similarly, as per the MOEF guidelines, directions are given to BMC to implement parallel
activities such as promotion of bee cultivation, creation of sound waves similar to wild animals
by drowns etc in the agricultural land near to forest fringes and imparting awareness to the
farmers having agricultural land in these areas. In addition to these, BMC is also directed to
implement activities such as planting of fruiting frees and arrangement of water sources in
forest areas and regular meeting of 'Janajagratha Semti' through the support of State Forest
Deparhent which will also reduce the wild human conflicts. A copy of this letter had been
send to DFO, Pallakad District for necessary actions. (Copy of the report is attached-
Annexure-2)
