In the reference pI read above, the Finance (FMU·WR.I)Deparnaent have

sta led that number .of engineeri ng ~or:k"Swere' sanctioned earlier even hy
relaxation of F'RBM norms resudting in huge burden on the State exchequer,
There is also a case for thorough review of ongoing projects as priorities have
not been followed. Thin spread of resources is providing to be financially
unwise. It is therefore, decided that all the Departments concerned will first
halt works and do the following:
(i) Engineering works sanctioned prior to 01.04.2019) but not
grounded are cancelled;
(ii) Works grounded but. expenditure is less tl:l~n 25% of olTigi.n:a:Uy
estimated value shall be reviewed afresh. No ~ayment wIll be done
in this regard before obtaining orders afresh Irom appropriate
authorities;

In the reference 3<d read above, the Engineer in Chief, Panch.:a:yat Raj,
. Andhra Pradesh,
Vijayawada has submitted that as per instructions issued in
the reference 151 read above, the proposals were SUbmitted to the Government
for cancellation of not started works. Accordingly the Government has issued
orders cancelling of 9364 works costing Rs.2162.86 Crores under different

3. The ENe, PR, has further submitted that the Government, in the
reference 2nd read above, has directed to review less than 25% works afresh for
continuation of the works. Based on the instructions all the superintending
Engineers Panchayat Raj have reviewed the ongoing works and subtnitted the
proposals for safe closing of <25% and >25% works under all SDP grants for
closing of a total number of 7282 works with a total! amount of Rs.1524.55
Crores as against sanctioned estimate cost of Rs.311B.38 Crore~, as' detailed

4. The Engineer-in-Chief, Panchayar. Raj, has requested the Government to

issue necessary orders for safe closure of the above works at the amo.1nt noted
against each work.
5. ln accordance with instructions issued in the references lSI & 2'n! read
above, Government after careful e)':lllllnination of the matter hereby ordered to
safely close the (7282) works mentioned i,11 the Annexure appended to this
order sanctioned under different grants, with au estimated cost of Rs.3118.38
