INTRODUCTION
As part of the execution of its contract, the contractor must implicitly produce:
-Lifting and transshipment of the equipment, which is entirely the responsibility of the contractor;
-Supply, installation, adjustment and testing of all equipment and apparatus necessary for the proper
functioning of the installations;
-Ensure and guarantee an implementation that strictly complies with the conditions and requirements
stipulated in the fire test report for all materials and products covered by the fire safety regulations;
-Maintenance, repair and replacement of all parts that prove to be defective during the warranty period,
-including transportation, disassembly and reassembly;
-Filling the holes and hoppers necessary for this batch in the context of STCN;
-All other costs and services not listed above but necessary for the perfect and complete completion of
the work.
-Visit the construction site, in order to apprehend the work of the two lots concerned by the project:
civil engineering lot and electricity lot.

In summary, bidding Contractors are deemed to have a thorough knowledge of the site and, in general,
of all conditions that may in any way affect the performance, quality and price of the works to be
performed.
No contractor will be able to argue any ignorance on this subject to claim additional works or prices.
The responsibility of the project manager and / or the Project Owner may in no case be sought under
the condition and importance of the works and buildings.

The attention of the Contractor is drawn, in the case of work carried out in occupied places, on the
arrangements to be made in order to guarantee, besides his own staff and that of the other companies
involved, the safety and the protection of the persons present on the site for whatever reason.
The Contractor shall bear all the consequences of the by-laws, in particular those resulting from the
police regulations in force or to intervene pertaining more particularly to the construction fences,
guarding, traffic safety and the specific regulations of the establishment if necessary.

All these documents, even if they are physically dissociated, constitute a whole and form the contractual
S.T.C.N
It is imperatively stipulated that the Contractor will not be able to oppose between them the various
documents constituting the S.T.C.N
In case of implicit or explicit discrepancies between these documents, the decision and the choice are
solely the responsibility of the owner or his representative.
It should be remembered that this descriptive quote is not limiting in nature and that the Contractors
will not be able to claim any supplement for any essential work that is not described or defined in the
S.T.C.N.
The Contractors in charge of the works of the various bodies of state are reputed to know perfectly:
-The nature, quality, characteristics, dimensions and importance of all the works indicated on the plans
and on the S.T.C.N.
-Regulatory texts of any kind applicable in this area and more particularly those relating to fire
protection, accessibility of persons with disabilities and safety of persons.
Contractors must provide all necessary equipment, scaffolding, etc., and they must take into account,
when drawing up their price proposal, any special conditions that may be encountered. They will have
to implement all the material means and the necessary personnel to respect their details of execution
and to hold the deadlines on which they committed themselves.
It is his responsibility to choose the materials and products best suited to the various criteria imposed by
the requirements of the operation and in particular:
- The nature and type of materials and products meeting the requirements of use;

- The particular conditions of the operation;
For the materials and products proposed by the Owner or the project manager, the Contractor will be
contractually obliged to ensure that they meet the various criteria requested. In the opposite case, it will
make in writing, the observations that it considers useful to the project manager, which will then take<
all decisions on this subject.
The Contractors who have made up their minds because of their technical knowledge of the errors or
inaccuracies contained in this S.T.C.N, no complaint after notification of the markets can therefore call
into question the stopped prices.
In the same spirit, any differences in interpretation that may arise from certain provisions of this S.T.C.N
(or the unit price schedule) will be settled by reference to the rules of art, the provisions of the technical
reference documents and in accordance with the decisions of the Project Manager.
In any case, the fact that an Entrepreneur executes without changing the requirements of the technical
documents submitted by the Contractor cannot in any way mitigate his full responsibility as a
manufacturer, if he has not submitted his reservations in writing at the time of submission of his tender.
All finishing work, from any state body they fall under, will be received only to the extent that the final
appearance requirements contained in the various contractual parts will be strictly observed.
It is up to the Contractor, before starting its work, to recognize the supports that are delivered to him by
the master of work and to make, if necessary the necessary reserves in the forms envisaged with U.T.D.
From the moment the finishing work is engaged, no complaint can be accepted.
Responsibility for the compliance of the works will rest to the project owner
All works must be executed according to the rules of art with all perfection and according to the best
techniques and practices in use.
If the Contractor considers that the works described are not in conformity with the rules of the art, he
must refer to the project manager before any execution.

Unless expressly waived by the Owner or contrary indications resulting from the text of this document,
all works must be treated in accordance with the specifications of the documents referred to in this
S.T.C.N. common to all the state bodies.
The work will be carried out according to the specifications, indications and precisions given by the
S.T.C.N. common and particular to all lots accompanied by project plans and drawings and graphic
documents as they appear in the list of contract parts.
All materials, elements and articles manufactured shall always be used in accordance with the
manufacturer’s instructions. However, in case of disagreement between the manufacturer's instructions
and the specifications of the S.T.C.N. or the indications of the plans of execution of the works, the
Contractor will have to signal it to the project manager in due time.
As a result, the services requested will be billed according to the specifications of the S.A.C.N by
multiplying the unit prices of this contract by the quantities of works actually performed.
These unit prices are global and fixed values and are deemed to include all the benefits defined in the
present S.T.C.N. to deliver a work in perfect state of completion, in time and time to the Owner.
- The supply of material and materials used, on the basis of disbursement justified by the invoice of the
supplier with application of the coefficient provided above
- The time of manufacture or assembly in the workshop or on site, the time of implementation and
handling on the basis of the hourly rate defined by the price of the slip.
- The supply, transport and implementation of all materials and materials necessary for the perfect and
complete realization of all the works of their body of state;

- All piercings, blunts, fillings, seals and fittings etc. under the conditions specified by the present
S.T.C.N.
- Labor and supplies needed for all rework, finishes, checks, and adjustments etc. of their works before
receiving the works.
- Consequences arising from work in overtime, night hours etc. to meet the turnaround time.
- All costs and performances even if not paid above, but necessary for the perfect and complete
completion of the work.
By default or in the event of a contradiction, the metering methods taken into account in the standard
design guide for building structures and defined by the unit price schedule will be applied.
It is recalled that the Contractor has an obligation to advice as a professional contractually involved in a
construction operation. This obligation of advice is not limited to the Client and the Project Owner but
obliges the Contractor towards its colleagues and / or its subcontractors and the Contractor is not
exempt even if the general direction of the project is entrusted to a Master of work.

Thus, the Contractor is required to draw the attention of the project owner or the Project Manager to
the design defects of the plan, to the inaccuracies, errors or uncertainties of this STCN, to the risks of the
operation and must carry out all necessary verifications before the commencement of the work.
These observations, reservations or refusals must be made in writing to prove that the project manager
or the Project Owner has deliberately accepted the risks associated with their choice.
With regard to the legislative texts, decrees, decrees, circulars, provisions, specifications, prescriptions,
standards, UTD, GTCN, it is necessary to understand all the fascicles, additives, amendments, errata,
modifiers, etc. known and in force in the first day of the pricing month unless otherwise specified and
specified in the SACN or GACN.
The legislative texts will be implemented after publication in the Official Journal unless the legislator has
provided for a different date.
By extension, it is stipulated that for the other contractual documents mentioned in this S.T.C.N. the
dates of taking effect will be identical to those envisaged above.
In case of discrepancy or discrepancy implicit or explicit between the specifications of this S.T.C.N. and
the clauses and prescriptions of the regulatory texts referred to above (laws, regulations, standards,
UTD etc.) it is specified that it is these regulatory texts that will prevail.
- The Civil Code, the Labor Code, the Code of Construction and Housing, the rules of the Environment,
the Code of Town Planning, the General Code of Territorial Communities, the Code des Marches Publics,
the Code consumption etc.;
- Laws and texts concerning equal rights and opportunities, participation and citizenship of persons with
disabilities;
- The national and departmental health and sanitary regulations as well as the regulations on fire safety;
- The texts relating to the safety and health protection of workers on construction sites as well as
legislation concerning the conditions of work and employment of the workforce;

- The texts and legislation concerning asbestos removal work as well as those concerning construction
waste;
- Police or municipal bylaws, particularly those relating to traffic safety and signage around building
sites.
As well as all other statutory and legislative texts relating to the act of build or security.
The standards, UTD & calculation rules provided as contractual documents in the context of this S.T.C.N.
only for all requirements relating to materials, construction and implementation techniques, safety rules
and the coordination of works, excluding administrative and financial clauses which could have an
influence on the lump-sum specifics of the market.
It is understood that apart from the texts mentioned below, all other texts (experimental standard,
memento, publication of working groups or specialized groups (SG) within the framework of the GTAD
(General Technical Advice Documents), guides, various instructions, guides Veritas or Socotec etc..) can
be made contractual by specification of this STCN.
Traditional materials, elements or assemblies, implemented and provided for in the present S.T.C.N.
must comply with the approved French standards as well as the European standards transposed to
become applicable in the French legal order, the provisions of the Unified Technical Documents,
Specifications and Reminders, GTCN (General Technical Clause Note), calculation rules, rules
professional services, technical prescriptions or recommendations accepted by C2P and all other
documents made obligatory by insurers for the taking of collateral for the works, without it being
necessary to recall the exhaustive list.
Non-traditional materials, components or assemblies may only be admitted subject to precise technical
justification in the event that they are not the subject of a technical opinion issued by S.T.C.C. or if they
were not used in accordance with the guidelines and recommendations contained in the technical
notice.
The works must be calculated and executed in accordance with the rules of calculation, regulations in
force, standards, UTD and general recommendations at the time of the execution of the works.
In these cases, the procedural costs are deemed to be borne by the Contractor in the case where he is
responsible for the replacement of the material or the construction process, in the contrary case and in
particular in case of specific request of the Contractor or the Client included in this STCN, the costs of
the procedure are the responsibility of the Client.
The rules, implementation requirements and / or specifications established by the designer or the
manufacturer must always be respected by the Contractor.

The Contractor may be required to provide the approvals or test reports drawn up by approved
organizations for any products or processes used, whether of current or non-routine technical nature.
Different S.T.C.N. lots specify the applicable regulations for each of these lots.

The Contractor must, depending on these elements, take into account the rules of the art surrounding
his work and in particular:

1.3 Certifications
The present S.T.C.N. refers and gives priority to products having a certification and benefiting from
the CE marking, this informative identification of the characteristics and the recognized qualities of a
product, established after tests, by an organization approved by the administrative authorities, commits
the manufacturer on the follow-up and ongoing product compliance checks with certification
endorsements. This certification of a product must allow, automatically, when required, the CE marking
of conformity with the European directives.
In the context of this S.T.C.N. the Contractor shall, within the limit of markings in progress, propose
products with at least the same guarantees.
Rules of calculations
All the works realized will be dimensioned, justified and realized in accordance with the rules of
calculations in force and in particular, not exhaustive:

1 - With regard to standards, U.T.D. calculation rules or similar texts, for all requirements relating to
materials, supplies and products, construction techniques, implementation rules, coordination of works,
safety rules etc., it is the requirements of the standards and UTD that will prevail.
2 - For all clauses of an administrative and financial nature and other provisions, which could have an
influence on the lump-sum nature of the contract, it is the clauses of this S.T.C.N. which will prevail.
2. NON-CONTRACTUAL REFERENCES
2.1 Structures’ CHARACTERISTICS ACCORDING to their situation
and their exposure
LOADS AND OVERLOADS: in accordance with standard NF P 06-001, heavy structures are to be
dimensioned taking into account the overloads related to each type of building operation.
The company will approach the Project Manager in case of lack of information.
In particular, compliance with the decree of 17 May 2006 on the accessibility of buildings for people
with reduced mobility will be given careful attention.
The Contractor must report to the Master of Work any prescription or design that does not seem to
comply with this order to find remedies.

- The draft decree of 13 June 2000 concerning acoustic requirements in hotels, conservatories and music
schools, offices as well as cinemas and theaters.
Exterior joinery with its glazing, air inlets, rolling shutter boxes or any additional parts or provisions, if
any, must always comply with the acoustic regulations in force according to the type of construction.
The Contractor of this lot will have to get closer to the other bodies of state (joinery wood, glazier,

2.2.2.2 Mechanical Requirements
The works in this lot must comply in all respects with the safety and service requirements resulting from
the nature of the premises and in particular the rules defined by GETA (Guide for European Technical
Approval), by EUTAC (European Union for the Technical Approval in Construction), the DTU, the BAEL,
the CPT Floors, the standard NF P 06-013 known as PS 92 as well as the rules CM66 and CB71 defining
permanent loads (clashes), safety shocks - intrinsic to the partition and safety against the risk of falling
people, extreme winds and earthquakes.
In particular, the products and techniques proposed under technical advice will be supported by all
necessary documents.
- Respect the articles of the framework of the estimate and estimate (FEE) provided,
- Respect the units per article as defined in the framework of the estimate and estimate,

For buildings

The models corresponding to the concrete structure and foundations of the project were made using
ROBOT BAT and AUTODESK ANALYSIS computer software.
The analysis of the solicitations is carried out by means of a spatial computation in 3D, by matrix
methods of rigidity, taking all the elements, which define the structure (columns, beams, and floor).
The compatibility of the deformations is established on all the nodes, considering at least 4 possible
degrees of freedom for each node and the hypothesis of non-deformability of the horizontal slabs is
created on its plane. Thus, the relative displacements between the nodes of the same plane are
impossible (each level can only turn and move as a whole).
For all load states, a static calculation was performed, implying a linear behavior of the materials and
consequently a first order calculation with regard to the obtaining of displacements and efforts.

Certain services (plaster, concrete with specific facing, etc.) may be the subject of a test run to be
submitted to the Project Manager for approval.
These samples will not be subject to surplus value and are to be included in the offer.
These tests or controls may relate to the conformity of the materials used with regard to the standards
in force (concrete, mortar, various materials, etc.), on obligations of result of executed works (tests with
the plate, tests on specimens concrete, tests tearing, etc.) or the conformity of equipment used (noise,
certificate of in-depth examination of lifting equipment, etc.).
All the regulations relating to health and safety are of course applicable and the site installation set up
and the procedures adopted will comply with it without it being necessary for the description to be
made in following articles.
By way of derogation from the general texts of the operation, the company is notified of the following
specificities:

As a result, the services described below do not in any way constitute an exhaustive list enforceable
against the Project Manager but specify certain peculiarities specific to the operation and / or facilitate
the analysis of the operation by the company indicating the means that it will have to implement.
3.4.2 EARTHWORK
The Contractor will take possession of the land as it is. He shall carry out any clearing and stump removal
as well as the collection of refuse and the disposal of waste by any appropriate means.
The Contractor of this lot shall execute the leveling of the lot on all the right-of-way surfaces of the
premises by any appropriate means. Platforms having a homogeneous surface, will be free of rock,
remains of foundations, pipes or stumps, etc.
The leveling works will be carried out by means of suitable apparatus and the cleaning and pickling will
be carried out by mechanical machines of the appropriate type.
Land for embankments from borrowing or not will be put on the rider. After the completion of the
infrastructure works, the embankments will be executed as soon as possible around the foundations
and in the trenches after the laying of the various pipelines including all constraints of compaction.
These lands must not contain any vegetable waste, rubble, clay, and rubbish of any kind. If the quality of
the land is considered improper, the Contractor should, as included in its package, the contribution of
complementary land healthy and validated by the master dupe.
After stripping topsoil, performing well excavations and superficial excavations for cashing various
structures in the foundation.
3.4.2.1 Excavation
Excavation carried out manually or mechanically according to the means of the contractor
These excavations are to be planned according to the plans to reach the bottom of excavation and to
allow the construction of the works.
The service includes the protection requirements at the head of the embankment if it exists.
3.4.2.2 TRENCHING
According to the definition of DTU 12,
Realization of Rill excavations (with less than 2 m and height less than 1 m).
The funds of excavation to be defined according to plans will be raised horizontally (a slope of 2% to 5%
will be tolerated to clean up the excavation in case of presence of water).
Execution tolerances:
No default deviation, excess gap less than 10 cm for trench and hole excavations and 5 cm for channel
excavations.
The slope is part of the service. The Contractor must ensure in all cases the stability of the walls.
3.5.1.1 Concrete
• PRESCRIPTIONS

• TESTS AND ANALYZES
This service includes the manufacture and supply of the necessary materials.
Particular attention to mixing and reduced storage time is required to obtain a perfect homogeneity and
a good coating of aggregates.
In particular, the company is reminded that the manufacture of concrete is the subject of the NF EN 206-
1 standard classified as P18-325 "Specifications, performance, production and conformity".
The company will have to adapt its formulations to the minimum strength class, the minimum cement
content, the water / cement ratio and the aggregates granulometry.
All the tests on specimens and controls required in this standard form part of the service without this
giving rise to any additional payment.
The types of concrete to be used on this site are characterized and defined as follows:
Levels of control:
Before concreting, the company will inform the project manager of the finishing of the reinforcements
by representing the project manager.
• USED MATERIALS
• AGGREGATES
All aggregates on site will be stored according to the installation plan designed and approved for this
purpose. The only aggregates authorized on site are:

-Sand 0/5 river
-Natural sand or crushing 0/5 (the proportion of elements retained on the sieve of 5 mm must be less
than 10%).
Crushed
They will be delivered on the site and will be subject to prior BEAT approval. The origin of the aggregates
will have to be approved by the Master of Works. They will come from quarries or crushing rocks stable
and will be free of foreign bodies, organic matter, dust, vases and clays.
The gravel must pass in all directions in a sieve of 25mm mesh and refusal of 5mm (5/25).
The sands
The sands will have to be fine, gritty and crunchy on the hand, not attached to it. They will be rid of all
parts earthy or limestone, and various wastes.
They will pass if necessary to the clear or the sieve and washed. The sands will come from approved
quarries and also rivers. They must not contain by weight more than 5% of grains passing through sieves
at 900 meshes centimeters square and must not contain fines whose larger dimensions would exceed
the limits hereafter:
Cleanliness:
The sands must have sand equivalent (SE) greater than 75.
• CEMENTS
The cement will be of the CPJ 35 type, see equivalent cement approved by the owner.

The cements used will be artificial Portland cements found on the local market NF P15-302 and
following. Any wet or moisture-damaged cement will be rejected and removed immediately from the
site.
Contradictory samples may be taken from each batch and submitted at the expense of the Contractor,
to the tests provided for by NF P15-301 of AFNOR, in an approved laboratory.
Lots that do not possess the required characteristics must be removed from the stock destined for the
works and removed from the site.
The bags must be in good condition at the time of their deposit on the site and kept in covered places,
perfectly dry and on an area of boards isolated from the ground of at least ten centimeters (10 cm).
• STEELS
All reinforcements or wire mesh used in the concrete will comply with the specifications of BAEL 91
modified 99. The steels will have the characteristics in accordance with standard NF A35-027. The steels
used on the construction site will be of Fe grade E24 for smooth bars and Fe E40 for high adhesion
steels. The bars will be cut preferably to the shears.
The assembly of the reinforcements must be done in the zone envisaged according to the plan site
installation approved, but never inside a formwork.
The reinforcement in the formwork will be contain and obtained using prefabricated concrete shims 3
cm thick for concrete in elevations and 4 cm for concretes in foundations.
If there is any doubt about the quality of the steels supplied on site, the BEAT may request in situ
resistance tests on samples taken; all costs related thereto will be borne by the Company. These tests
will be carried out by an approved organization.
Reinforcement with non-adherent rust marks will be energetically brushed before placing into
formwork. The shaped or unformed frames will be stored on planks and not on the floor.
Fifteen (15) days at the latest after the opening of the site, and before any execution, the Contractor
shall submit to the project manager for approval, a detailed composition of all concretes and mortars to
be implemented, taking into account materials delivered on the site.
All concretes for reinforced concrete must satisfy the required resistance conditions:

In the event that these values are not obtained, the Company will produce a calculation note justifying
the safety of the works concerned in accordance with the rules BAEL 91 revised 99. Otherwise, it will be
asked for the demolition of the structures concerned or their strengthening.
• MANUFACTURING
The concrete will be made by a concrete mixer. Whatever the manufacturing process used, the products
obtained must be homogeneous and have granules perfectly coated with binder. The implementation of
concrete will be facilitated by the obligatory use of pervibrator.
A sample of concrete taken directly from a batch should be able to form a regular ball, after rapid
reciprocating movement in the palm of the hand and easily detach from the latter without dirtying it.
Attempts at the cone of Abrams will be imposed. The water / cement ratio will be determined according
to the humidity of the aggregates.
• IMPLEMENTATION
Concretes will be used as and when they are made, storage in containers requiring the addition of water
at the time of use is strictly prohibited. Concretes will always be carefully vibrated.
• TEST OF CONVENIENCE
It will be executed on site before the start of work, a concrete witness for each "workshop" concrete. A
concreting workshop is considered to be a fixed set of devices, whether fixed or movable from one site
to another, and which is served by a specific team. The minimum number of test pieces to be tested is 9.
The effective manufacture of the concrete for the construction will be able to start, after agreement of
the control project, if the nominal tensile and compressive strengths to 7 days, are at least equal to the
75% of the minimum resistances required at 28 days. The typical compressive strength at 28 days must
be at least 200 bars. Otherwise, it will be advisable to start the test immediately with a new
composition. The proofs of concretes under construction are made on 16x32 cm cylindrical specimens.
In the event of a surface condition of the concrete that is not acceptable to the project manager, the
Contractor shall perform at his own expense, a complete patching of the corresponding works with a
synthetic resin-based coating of the SIKALATEX type or equivalent. The implementation and dosages of
this coating should be in accordance with the manufacturer's data sheet.
3.5.1.3 FORMWORK
• FORMWORK HOLES
Holes and voids for sealing or other purposes shall be reserved by the placement of appropriate forms,
arranged so that all of their parts can be easily removed from the formwork. It will be allowed to use
expanded polystyrene blocks in places.

• Care before concreting
Cleanliness
The formwork should not be stained with hydrocarbon products, such as grease, grease, etc. nor by rust.
The tasks will be carefully removed.
Cleaning
Immediately before the concrete is used, the formwork will be carefully cleaned to remove dust and
debris of all kinds.
Humidification
The watering will be conducted as needed in several phases staggered so as to obtain a humidification
of wood as complete as possible, which will aim to tighten the joints by swelling of the wood.
Oil coating
-Neat formwork consisting of plywood or agglomerated fireboard panels and all forms for thin facings.
The excess oil in the bottom of the molds will be sponged before concreting. The oils used will be special
oils called demolding.
The characteristics of the facing required in accordance with DTU 21 "Reinforced Concrete":
-Neatly spaced: flatness gap less than 5 mm under a ruler of 2 m and 2 mm under a rule of 20 cm.
The tolerances of appearance for neat facing are: uniform and homogeneous, maximum extent of the
bubbles of bubbles 10%, individual surface of the bubbles lower than 3 cm ² and depth inferior to 5 mm.
All the arrangements will be made to reach this level of facing (humidification of the formwork, use of
decoiler etc). The balers will be eliminated by grinding, the ridges and picked ground and erected, the
nests of stones peeled with a suitable product.
The manufacture of the elements below achieves depreciation for a number of re-use of formwork:

Formwork for sill, insulated and insulated footing, shoreline or others (depreciation 5 reuse)
Rental or depreciation including double transport and implementation of industrialized formwork of the
type with metal frame.
The care taken in the implementation will allow taking the thrusts of the fresh concrete, to reach a
sufficient sealing not to cause during the vibration of the concrete of important loss of cement and to
obtain the level of facing required for each work.
The characteristics of the facing required in accordance with UTD 21 "Reinforced concrete" are:
-Over ground: flatness gap less than 15 mm under the rule of 2 m and 6 mm under the rule of 20 cm
The aspect tolerances for ordinary facing and facing will be: uniform and homogeneous, maximum
extension of 25% bubble clouds, individual bubble area less than 3 cm² and depth less than 5 mm.
• WORK DESCRIPTION
Concrete and reinforced concrete structures whose dimensional characteristics are shown on the plans
must be the subject of a specific study as to their formulation and meet the resistance criteria necessary
for the stability of the building (concrete - reinforced concrete study by a person enabled).
This wording should make it possible to achieve the facing criteria required in the particular articles.
Companies are reminded that the implementation of concrete is the subject of regulations and in
particular:

- Standard NFP 18-450-1 (November 2002) "Execution of concrete structures"
The conditions of implementation specific to each work are described in the chapters’ particular to
these works.
Concrete of cleanliness
Under the soles, bases and stringers will be poured a clean concrete dosed at 150 kg / m3 of cement CPJ
35 by, with an average thickness of 5 cm.
• REINFORCED CONCRETE
The foundations will be made of reinforced concrete dosed at 350 kg / m3 of CPJ 35 cement. All other
reinforced concrete elements (flanges, columns, beams, joists, girders, lintels, staircases, etc.) will be
made of reinforced concrete dosed at 350 kg / m3 cement CPJ 35. If the company is considering the use
of an additive, it should give the characteristics of the additive and the manufacturer's instructions. Only
adjuvants benefiting from a technical opinion may be used.
The paving concrete will be dosed at 350 Kg / m3. It will be implemented in a thickness of 15 cm in HA6
and HA8 according to the details provided on the plans placed on concrete blocks resting themselves on
a polyane film of 200 micro thickness before a layer of sand 0/5 thickness 5 cm. No task will be executed
without receiving the previous one.
• FITTINGS
Supply and implementation of reinforced concrete reinforcements in accordance with NFA 35-027 "Steel
products for reinforced concrete".
These reinforcements will be the subject of a structure study according to the rules B.A.E.L91 revised
1999 and will be of the type High adhesion Fe 400 and the level of control will be STRICT.
• REINFORCED BARS

The company will have to adapt its formulations to the minimum resistance class, the minimum binder
content and the granulometry of the aggregates and validated by the project manager.
• WATER REPELLENT
Incorporation of water repellent to improve the waterproofness of concretes and mortars in accordance
with the standard NFP 18.370
The work will be carried out according to the rules of the art and in particular in respect of the
recommendations of the UTD 21.

The thermal, acoustic and fire performance of the project described in document for acoustic
requirements, 1.1.1.1 for fire requirements and 1.1.1.2 for thermal requirements; are an integral part of
the services and the works carried out by the company must be justified by the calculation as to their
conformity.
The realization of the studies of reinforced concrete relating to the works of floors is to envisage in this
article to the financial load of this batch.
-Concreting
The work provided for in this article will be carried out in accordance with UTD 21 "Execution of
Concrete Work".
The Contractor will ensure the absence of foreign bodies before pouring. Plastic consistency concrete
will be placed in successive layers of 0.05 m. Vibrating needle vibration of a suitable diameter will
increase its compactness and strength.
The setting up of the concrete, considering its composition, in particular of its admixtures, and of the
mode of tightening, must lead to a concrete in homogeneous place, without noticeable segregation (use
of chute to limit the height of fall).
Particular attention will be paid to the respect of minimum reinforcement coatings (the use of specific
spacers is required).
The formulation of the concrete, the formwork and their mode of installation will allow to reach the
state of facing in conformity with the norm NFP 18-503 "Surfaces and facings of concrete-elements of
identification".
All precautions will be taken to avoid cracking (curing product, tarpaulin etc.).
Any concreting recoveries will respect the rules of the art (reinforcement reinforcements will eventually
be put in place).
-Fittings
Supply and implementation of reinforced concrete reinforcements in accordance with NFA 35-027 "Steel
products for reinforced concrete". These reinforcements will be the subject of a structural study
according to the rules B.A.E.L 91, revised 1999. All the provisions will have to be taken in storage to
avoid the deformations and the stains.
Reinforcement type:
- Structures mesh diameter 12 mm in mesh panel 150x100 mm for the local group;

- Structures mesh diameter 12 mm in mesh panel 100x100 mm for the roof terrace of the café
restaurant;
The implementation (anchoring, coating, covering, etc.) will comply with the B.A.E.L. 1999 and the rules
of art (UTD of the works concerned).
The state of facing of the surface of the slab in accordance with article 5.2 of the UTD 21 will be gross
rule
The care taken in the manufacturing will allow the resumption of the fresh concrete surges, to reach a
sufficient sealing not to cause during the vibration of the concrete of important loss of cement and to
obtain the level of facing required for each work.
The characteristics of the facing required in accordance with DTU 21 "Reinforced concrete" are:

5. MASONRIES
5.1 Special requirements
They must have substantially flat faces whose maximum tolerances will be plus or minus 2 mm on small
faces and plus or minus 4 mm on large faces.
The faces will be more or less rough to ensure the adhesion of the coatings.
During the drying period set at (15) a minimum of fifteen days, the agglos will be protected from the
effects of the sun by temporary shelter and watered (02) twice a day in the first week and (01) once a
day in the 2nd week.<
Bricks of local production, may be used in place of concrete agglomerates for the execution of masonry
provided that they are approved by the Contracting Authority and that their mechanical characteristics
correspond to the NF P13-301 and 13 -304. The mechanical strength of the agglos (hollow blocks) must
respond to a breaking stress of at least 60 bars (breaking stress relative to the minimum gross section of
a block).
5.1.1.2 Implementation
The implementation of the works must be rigorous with absolute respect of the coasts, to allow the
installation without retouches of the work elements of the other bodies of state and the facilities
envisaged. The laying mortar will be used in accordance with UTD No. 20.1. The masonry elements will
be mounted with offset vertical joints. The joints in both directions (vertical and horizontal) must be
regular and solid over the entire laying surface. The joint thickness must be between 1 and 1.5 cm. The
corner joints will be made by B.A. stiffeners.
The masonry-concrete junctions will be made so as not to favor the appearance of separation crack.
Before the implementation of the masonry, it will be planned the implementation of a screed of
waterproof arase 3 cm thick between the foundations and masonry UTD 20.12. The brackets B.A. of the

trellis will be transplanted and watered with water at the time of the installation. The joints will be
hollow.
The frequency of these tests will be a trial of convenience at the beginning of the construction site and a
test per month during construction using these materials.
They may be of any kind and executed carefully by the Company, their dimensions must be those strictly
necessary in all masonry walls and partitions.
All precautions should be taken during execution to avoid shaking the structures. In the case of
penetrations in the load-bearing members subject to significant constraints, the Contractor must obtain
BEAT's approval before executing its drillings.
➢ SEALS
The seals of all works are the responsibility of the Contractor. The seals must have a depth determined
according to the efforts they will have to bear, given the thickness of the work in which must be done
sealing.

In the general case, the seals will be made with cement mortar, the wooden wedges in the seals are
prohibited. The cement used must be CPJ 35.
The seals must always be leveled by about 2 cm away from the bare walls, in order to reserve the
thickness for the connection or the cladding (floors and walls).
➢ BLOCKED ACCESS
The corks are due by the company according to the indications given above, in particular as regards the
materials and the leveling.
➢ LOWERS
The sleeves will be supplied, installed and adjusted by the Contractor. These sleeves will be expected for
all the pipes crossing a piece of heavy work (concrete, masonry - etc). They will be of diameter
immediately superior to that of the pipes for which they are envisaged, except in particular cases or for
reasons of dilatation, a bigger game must be envisaged.
The fittings will always be made of material of the same nature as the work that receives them. The
finishing of the fittings must be perfect, no mark of recovery will have to be visible, in particular, the
leveling to the right of the sleeves, pipes, sheaths, etc will have to be perfectly erected.
These will be trimmed to bare finished concrete elements or plaster on walls and partitions. The finished
look should match that of the siding. These connections and caulking are the responsibility of the
Contractor.
➢ FITTINGS OF PAINTS
In the case of piercing work, seals, fittings, etc. would be executed after finishing the paints, the fittings
will be compulsorily executed by the Contractor. In the case of work normally performed, after finishing
the paints, the Contractor shall take charge of the premises in which he works and will be required to
provide protection. The damage caused will be resumed under the same conditions stated above.
➢ VARIOUS BINDINGS
Fixing in concrete and masonry: Small tamping and other fixings are the responsibility of the Contractor.
Spit fasteners are prohibited in concrete and masonry structures. It is obligatory to use self drilling
anchors.
➢ BRACKETS

The Contractor must provide all the supports necessary for the perfect fixing of their equipment, and in
particular for all pipes and pipelines of any kind in sheets or insulated. These supports must be of neat
execution, carried out according to the working methods of the locksmith, and as far as possible, chosen
in series, stainless or corrosion protected by factory surface treatment. Each time it will support several
pipes neighboring, the support will have to be studied according to the whole problem.
No improvisation on the site will be allowed in this area. Important materials will be prepared in the
workshop. Those to be executed on the site must be on the basis of plans approved by the Mastery of
Works. The supports made by the Contractor will necessarily receive, before laying, two layers of
rustproof paint.
The works produced by the company must be justified by the calculation as to their conformity.
5.1.3.1 Insulation
Isolation will be ensured by the supply and implementation of polyethylene film type polyane, thickness
Microns.
This film will be placed on a layer of sand (0/5) thickness 5 cm. The pavement will be pounded
immediately on the polyane film. The contractor will perform the installation of the polyane film by
ensuring that it is buried in the perimeter concrete to prevent any rise in water capillary phenomenon.
The sand to be used for the form is of the sand type of 0/5 the sand of the wouri is to be avoided
95% OPM;
5.1.5 Paving
The tiling will be made of reinforced concrete dosed at 300Kg per m3, ep. 10cm with 8mm diameter HA
iron wire mesh with 20 x 20 cm grid pattern in all directions.
This work is to be carried out in accordance with the requirements of UTD 13-3 (March 2005) and the
calculation assumptions will include the necessary expansion, fractionation and shrinkage joints
according to a pre-established plan to be submitted to the Project Manager.
The pavement will be of the type separated in the sense of the UTD.
The Contractor will ensure the absence of foreign bodies before pouring.

Vibrating needle vibration of a suitable diameter will increase its compactness and strength.

The state of facing of the pavement surface in accordance with article 5.2 of UTD 21 shall be gross rule
5.1.6 Screeds
After this treatment, the surface must be cleaned again thoroughly, especially to remove the dust
released by the treatment. It must then be moistened or treated with adhesives.
5.1.6.2 Constitution
The dosage of the mortar is 300kg of cement per cubic meter of sand for the bathrooms;
The dosage of the mortar is 350kg of cement per cubic meter of sand for screed smoothed or bush-
hammered;
5.1.6.3 Thickness
The thickness is 2.5 cm to 4 cm depending on the case.
5.1.6.4 Execution
The mortar is spread on the surface of the support, tamped then adjusted and floated.

6.1.2 Degrossed in cement mortar
Degrossed with cement mortar:
- Thickness 10 mm.
The sided will be thrown by trowel; the surface will be left rough without any training.
- The type of mortar and its dosage will depend on the support, the subsequent finish and will be subject
to the approval of the Master of work (especially on soft surfaces or).
- The particle size of the sand used will be compatible with the fineness of the desired finish.
In the absence of any indication, the company will rely on a cement mortar dosed at 400 kg per m3 of
dry sand, particle size 0 / 3,15 and free from any foreign body.
The attention of the company is drawn to the digressive dosages of binders to respect for the different
layers and on the mechanical projection in case of coating with 2 layers.

Visual examination of the welds. All welds will be examined visually and checked for shape, size and
surface defects.
The Contractor will perform tests on the seat plates before and after welding for the risk of defects in
the plate that may cause tearing under tensile stresses.
At positions where plates or tubes are welded to the wall of a larger tube, the forces in the larger tube
shall be checked to the appropriate standard or, failing that, to a standard accepted by the engineer or,
failing that, testing will be done.
For any joint whose performance cannot be clearly predicted by accepted standards, the Contractor
shall perform a series of prototype tests for check the performance.
All metal masses used in the composition of the structure, are connected to each other to ensure an
equipotential bonding and are connected to the earth according to the French standards in force
(Standard NF.C.15-100 concerning the protection of structures by placing to earth and other safety

connections.
Consequently, at the junctions between the elements of the framework, the surfaces in contact are not
painted and will have to be cleared of any calamines or soils (earth, cement, greases, etc.).
If these conditions are not met, the parts must then be connected to each other by a copper cable of at
least 30 mm2 of cross section, or by a weld bead of at least 200 mm2 cross-section (cords a = 4 mm
length = 50 mm) in this case, the supply and implementation of these connecting elements is to be
considered at the expense of the Company.
Note that the earthing proper is the responsibility of the ELECTRICITY lot.
1.1.8.1 OVERVIEW
The company must protect against corrosion all metal parts according to their quality, their use and
taking into account the ambient conditions to which they will be subjected.
The metal parts embedded in the concrete must be protected by a special coating ensuring a good
connection with the concrete and avoiding corrosion.
1.1.8.2 PAINTING
Painting work includes the preparation of surfaces, the application of paints, the protection during
transport and assembly, as well as the supply of all tools, labor and necessary materials.

1.1.8.3 SURFACE PREPARATION
All surfaces to be painted must be cleaned to remove solder, rust, scale, scale or other irregularities.
All metal surfaces to be painted in the workshop or on the site must be sandblasted beforehand, so as to
ensure the perfect adhesion of the base coat to be applied within four hours after the preparation of the
surfaces to be painted. If there has been reoxidation in the meantime, the surface treatment must be

3.1.4 SUBSTRATES

3.2.1.3 Primary Painting On Metals
Prior to the application of the first coat of paint to the metal structures, the contractor shall verify the
compatibility of the rust preventive primer. In case of default, the contractor will be obliged to make the
necessary repairs. It should be noted that the use of secondary quality rust inhibitors such as "iron
minium", "zinc chromate" is formally prohibited.
The application of the rust preventive primer must be done with a brush to obtain the maximum
adhesion and a total covering surfaces; it will be preceded by all the necessary operations to remove all
traces of rust or various oxidation and grease.
3.2.1.4 Painting
Water repellent paint
Pliolite based paint, acrylic copolymers in solution, can be diluted with Celrex 033.0091 or White Spirit
for the first coat only.
Acrylic paint
It is a coating based on acrylic resin dispersion. It will be diluted with water (300%) and used for fund
repair.
Glycerophtalic paint
Thixotropic glycerophthalic matte paint applied through thinner Celrex 033.0091 thinner than when
applied with a spray gun (8 to 10%).
VINYL PAINTING
Paint based on acrylic and vinyl copolymers in aqueous dispersion can be diluted with water for the first
layer (10 to 20%).
Varnish
Colorless universal varnish 005.0005 to be diluted to 15% for the printing layer.

Rubber paint
Paint based on chlorinated rubber. To dilute to 20% for the 1st layer.

3.2.2 Guarantee of paints and varnishes
Experience has shown that the characteristic defects (blisters, peeling, foliage, cracks, changes in
dullness or gloss, peeling, flouring, etc.) appear on paints and varnishes when they are of poor quality or
badly executed within a period of several years.
As a result, the minimum warranty period during which the contractor will remain responsible for his
work is set at two years from receipt (in accordance with the biennial guarantee).
This warranty, of course, relates only to defects and deteriorations attributable to the quality of the
products and their method of application; it does not concern damage caused by the users of the
premises. On the other hand, it is understood that the quality of the products used, must allow to satisfy
completely, during this period, to the normal requirements corresponding to the destination, in
particular for the products applied outside which must resist the atmospheric agents.
Coatings and paints will be executed under the required environmental conditions (manufacturer's
technical instructions).
Dryness Control
On concrete structures and mortar coatings, paints should only be applied when the substrate has a Ph
of less than 8, which requires systematic control. In case of humidity, if the schedule requires, the
contractor will be required to apply a special waterproof printing to isolate the subject matter.
Protections
The contractor must have the necessary protection of all the works during the execution of his works.
The contractor will be required to maintain it to avoid dust (soil sweeping). As his work progresses, he
will clean the premises to remove stains or paint on all structures.
No work will be undertaken until the corresponding witness surface is approved by the Employer. The
contractor must understand in his prices the incidence of the use of fine and bright colors, mixed or pure

3.4 Work execution
The work will be carried out in accordance with the prescriptions of this Cahier, in case of doubt about
the terminology of certain operations, one will refer to UT.D. 59. The nature and percentages of
diluents, hardeners and colorants prescribed by manufacturers for each type of product shall be
respected, according to its purpose.
The contractor will perform all preparatory work such as: brushing, ginning, sanding, filling, etc. which
are necessary to obtain suitable finishes and in relation to the nature of the premises.
All accessory operations such as sanding, filling, adhesive tapes, puttying, reshaping, etc. are implicitly
included in the market conditions and cannot be subject to any gain. The brush application is mandatory
for traditional prints on all structures and for all layers of paint on metals. For each work, the contractor
must always show the project manager the proper execution of an operation before undertaking the
following operation and in principle, two successive layers of paint will be shades or at least different
shades to allow control over control surfaces. Failure to comply with these requirements may, in case of
doubt, lead to the execution of an additional layer at the expense of the contractor.
The Contractor shall make all reasonable arrangements to comply with the Work, Safety and Sanitation
Regulations, including when performing spray painting or when using products with conventional tint
labels.

INTRODUCTION
This Specific Technical Clauses (STC), relates to the MV / LV power supply works of the
UNECA SRO / CA site located in Yaoundé, Cameroon.
The purpose of this STC is to make known the general program of works and to define their

The costs resulting from unauthorized changes and all their consequences, as well as any additional
work carried out without a written order from the Client, will be borne by the Company.

In the following description, ARCHIBUSINESS SARL has endeavored to inform the Companies about the
nature of the work to be done, their numbers, their dimensions and their locations. But it should be
pointed out that this description is not limiting in nature and that the successful tenderer must carry
out, as included in his price, without exception or reservations, all the works of his profession necessary
and indispensable for the completion of his books and that according to the rules of the art of his
profession.
As a result, it remains contractually agreed that, for the price paid on the contract or as a basis for the
contract, the contractor will have to carry out all the work necessary for the complete and perfect
completion of the works, in accordance with the plans and / or with the regulations and the contractual
standards and / or deemed known.
No changes to the selected project may be made during execution without the written consent of the
Project Manager (ARCHIBUSINESS Sarl). Expenses resulting from unauthorized changes and all their
consequences, as well as any additional work performed without a written order, will be borne by the
Company.
The Contractor is contractually deemed to have perfect knowledge of the documents constituting the
contractual STC.
The choice of options adopted for the realization of the project is only concerned to guarantee a better
functionality and an optimal security of the people and the goods.
The works will be executed according to the technical file developed by the Architect (ARCHIBUSINESS
Sarl).
- - (01) transformer substation type MT / LV 160KVA / 380V / 50Hz installed and connected by the
public electricity supplier (ENEO-Cameroon);

- - a (01) Local Control of 9.5sqm ground floor area including:
- • a low voltage (LV) counting cell,
- • a set of synchronization and coupling cabinets for two 150KVA unit power generators,

- • a low voltage general switchboard (LVSB),
- • a lighting box and sockets for local storage, for local fuel storage, and for the installation area
of the generators,
- one (01) Local fuel storage tanks of 13.9m ², which can contain two (02) vats of 1500 liters unit
capacity;
- two (02) reinforced concrete bases (RC) under vehicle parking shelters, each receiving a continuous
150KVA generator;
- Covered masonry gutters for the passage of the fuel supply pipes from the storage tanks to the
generators;
- .......
These different stages generate plans and documents of which the list and details of plans are attached
in the annexes.
Candidate companies are asked to make their offers according to their specialization and skills.

2.2 Recognition and protection of existing
Contractors are contractually deemed to have, before handing over their offer, proceeded on the site to
the recognition of existing. This recognition to be performed will include the following points without
this enumeration being exhaustive:
- The constructive principles of the existing ones, and in particular the load bearing structures;
- The existing state of technical equipment such as the divisional electrical cabinets of the "old building"
and the "new building", the electricity and the existing fire detection and protection system, and in
general all the points that could have an influence on the performance of the work in the present lot
and on their cost.
The offers of the companies will therefore be contractually deemed to take into account all the findings
made during this recognition, and explicitly or implicitly include all the ancillary and other necessary
work. Contractors are therefore deemed to be aware of all conditions that may in any way affect the
execution and deadlines, as well as the quality and prices of the works to be carried out.
These requirements apply both to the premises in which work is carried out as well as for those use for
the passage of workers, the supply of materials and the discharge of rubble.

➢ cleaning
At the end of site works, the contractor must restore the existing ones in the same state of cleanliness

to the amount of their respective contracts.
In the event of non-compliance by the contractor with the obligations arising from the cleaning
regulations, the client will executed the cleaning operations by a company of his choice, without prior
summoning, on the simple statement of non-compliance with the contractual obligations of the
Contractor and at his expense.
Building site waste will have to be managed and treated by the contractors in accordance within the
framework of the legislation in force. All the expenses and management costs of on site, upgrading and /
or disposal of construction waste are the responsibility of the contractors involved in the construction
works.
The removal and demolition work must be done with care to avoid any damages to the reserved
adjacent works. This works will implicitly include all ancillary works and necessary accessories to allow
the removal such as loosenings, disassembly of legs or other fastening accessories, cutting, chopping,
etc. The masonry works will have to be demolished by pliers that crush into small pieces or by any other
tequipment that allows to obtain the same satisfactory result.
❖ Construction noise
Each contractor must take all measures to minimize the nuisance of building site, and thus comply
with the regulations in force on this matter. In all cases, the execution of the works must guarantee
the continuity of the service of UNECA SRO / CA.

These nuisances mainly concern:
- Construction noises;
- generated dust;
- Disturbancies caused to third parties traffic around the site;
- Dirtying of public roads.
The expenses of the measures to be taken to comply with the noises from construction remain the
responsibility of each company, they are implicitly included in the contract price.
Contractors will therefore have to make every effort to ensure:
❖ Safety of people
All measures must be taken to ensure the protection and safety of people who have to circulate around
the site.
The surroundings of the building site as well as the areas used for bringing in materials and the
removal of the soil or wastes must will be kept at the end of the works in their same state at the
beginning of works. All measures must be made by the companies for this purpose.
Otherwise, all the necessary restoration works will be supported by the companies.
These fences will have to isolate the construction zones inside the enclosure as the different
phases of work are carried out.
These fences may be made at the option of the contractor either in grid or cladding, they will
have a minimum height of 2 m above the ground, and they will include the necessary doors.
Their drawings will be developed by the contractor and the Project Manager in agreement
with the Client at the beginning of works, and during construction works.
All penetrations, seal holes, trenches, scratches on surfaces, sealings,infillings, in walls, partition
walls, floors, etc., that are necessary.
These drillings, passages, sealing holes, trenches, scratches on surfaces etc., must be executed with all

the necessary precautions in order not to damage the existing works. In the general case, the sealings
will be done with cement mortar and fine sand. Wooden blocks in sealings are prohibited.
In the elements in plasterboard and those finished in plaster the sealings will be done in plaster.
❖ Scabbard
Under no circumstances will recessed sleeves be tolerated in relation to the final finish of the work. In
the case where a sound insulation is necessary between the rooms, the space between the sheath and
the pipe must be stuffed with an insulator.
❖ Fittings
The connections will always be made in a material strictly of the same type as the facing. The finish of
the fittings must be perfect, their assembly will be strictly even, no mark of recovery should be visible.
- All DTU documents, whether they are the subject of a standard or not, including the specifications
(STC) or technical clauses (TC), the rules of calculation , mementos, guides, instructions, etc., all other
documents worth DTU;
- All other documents which are made compulsory by the insurers for the decennal guarantee of works;

It is prescrieb that the interventions of the Contractor on the building site will take place at different
periods according to the general planning of the progress of works and that he will not be able to argue

for this fact to ask for additions. The Contractor must make any observations or reservations in good
time so that the Client and the Project Manager make the necessary arrangements.
The attention of the Contractor is therefore drawn to the fact that the execution of the works must be
carry out in close coordination with the holder of the civil engineering lot. The electrical contractor
must fournish the successful bidder with the civil engineering package, all the necessary information for
realization of the works required of them.
He will verify on the plans and on the site that his installations do not disturb the winner of the
engineering package and tht he is not disturbed by him. If his installations are placed in the same place
as the winner of civil engineering lot . he must arrange with the latter to execute the common works.
In case of conflict, the Client and the Project Manager will decide without appeal.
Security
Special attention will be paid to safety. The Contractor must take all necessary measures during the
works to avoid accidents by vertu of his activity, whatever its origin.
On the other hand, the material put in place must have all the necessary protections to ensure the
safety of the users, earthing of the metallic frames.
For the electrical equipment, all the necessary safety devices will be provided so that no intervention
should be carry out on a live part under electric current.
❖ Accessibility of equipment
No control or adjustment device shall be found in a private room or inaccessible to the staff. In
particular counting devices must be mounted in such a way that they can easily be read by the control
personnel.
The Contractor must check on site and plans that the maintenance operations of equipment and
behavior equipment can be easily carried out and safely on staff or operator, all in accordance with
safety regulations.
He must provide all the necessary accessories (ladders, handrails, handling equipment, etc.) or specify in
his proposal those that must be provided by the civil engineering lot.

At the beginning of the construction, the Contractor will appoint a person in charge of the quality and in

The internal control to which the Company is subjected must be carried out at several levels:
- at the level of supplies, regardless of their degree of finishes, the Contractor will ensure that the
products ordered and delivered comply with the standards and any additional specifications of the
contract.
- At the storage level, the Contractor will ensure that those supplies that are sensitive to attack by
atmospheric agents or mechanical deformations are convenienly protected.
- At the level of the tests, the Contractor will carry out the verifications or tests imposed by the DTU, the
professional rules, or any other test requested by the project manager.
In the event that the Contractor wishes to make reservations on certain provisions, omissions of the
Architect in the bill of quantities and estimates (BQE), or certain materials provided in the tender
documents, he must put them in writing at the same time that he submits his offer. No reservations can
be accepted during execution of works.
Under no circumstances may the contractor avail himself of the lack of information concerning the
constraints encountered during the work or omission in his study. The visit of the premises for a better
appreciation is necessary, even obligatory before the delivery of the offers.
Options
Subject to having responded to the basic solution and subsequent options imposed on this document,
all alternative solutions, and as an option only, will be examined provided they meet the basic
specifications of the STC and that they are technically equivalent.
In addition, the options presented must include all the financial implications that they could bring on the
services of the civil engineering lot.

Technical submission folder
In addition to the documents requested in the general documents, the contractor must supply with
a complete technical folder, including the following parts:
• A complete planning schedule of the works
• A detailed technical descriptive and explanatory note of his installations;
• Original and recent catalogs of manufactured equipment, including the brand, the types of
technical characteristics and equipment offered in French or in English.
NB: The Contractor must provide, wirhin the shortess time, all the information or details of complementary
calculation on the request of theproject manager after the date of submission of offers.
Requirements and documents to be provided by the contractor of the present lots after approval of the
contract:

❖ Samples
The contractor is required to provide, within the time requested in his contract, the samples of
equipment, materials, materials that will be requested by the Project Manager. They will be stored in a
special room designated by the Project Manager. No order of equipment can be made by the contractor,
without signed approval by the client and the Project Manager.
❖ Model elements

For certain manufactured or prefabricated structures whose number of elements of the same type is
sufficient to justify it, the Project Manager shall be entitled to ask the contractor to set up an element
on the site for the purpose of "Model". This model will be used to finalize the work in question, and the
contractor must make all the modifications deemed useful by the Project Manager. In the case of major
modifications, the model must be redone by the contractor and replaced by an appropriate model.
During the period between completion of the work and reception, the operation of the
facilities as a whole will be under the full responsibility of the Contractor. Outside the operating
periods of the installations for the needs of the building site, a two (02) week operating period
will be allowed for the adjustments and tests. During this period prior to receipt, the Contractor
will be responsible for all labor costs related to his installations and works. The risks related to
the commissioning before the reception of the installation will be covered by insurance
subscribed by the installer or his representative.
- Series of guide plans for installations with the electrical characteristics of the
equipment used;
- A complete set of all the general funtionning plans in soft and paper;
- The test results handbook of the installation according to the defined program.
Reception
- The nomenclature of the installed equipment with the technical notices, this, for all the
equipment, and for each material a list of the essential spare parts with references of the
manufacturer.
- All the plans as built indicating the real state of the installation, considering the
modifications and addition which would have been decided during execution, with the mention:
"certified true plans" signed by the project manager and possibly the certifiying engineering
consultant (CEC).
The Contractor will also be asked for a digital file on USB media of the same documents.

Period of guarantee
The client reserves the right to proceed during the warranty period to any new series of
tests that he deems appropriate after notifying the Contractor. If one of these series of tests is
not satisfactory, the reception could be postponed until the guaranteed results are obtained.
The Contractor will remain responsible for the installations and works until the
expiry of the warranty period. This responsibility will result in the replacement or replacement
of all elements with defects in construction or poor workmanship, assembly or abnormal wear
and tear. The acceptance by the Project Manager of the project presented, as well as all
calculations, graphics, does not diminish the responsibility of the Contractor.
The expression "DESCRIPTIVE AND QUANTITATIVE ESTIMATE" implies the unrestricted application of
the STC without the need to refer to it, and its application can not be dissociated from the plans folder
and documents referred to in the contract documents.
The specifications of the Estimate could specify or complete the prescriptions of these documents, it
being understood that these are minimum prescriptions below which no derogation will be permitted,
unless explicitly stipulated with reference of the text to which it is exempted.
The technical specifications and the estimate of the ELECTRICITY LOT with the location of the
prescriptions give a description as complete as possible of the works to be carried out, in order to allow
the Contractor to interpret the plans, to specify the nature of the materials to be used and to determine
the particularities of manufacture and implementation.
These requirements can not claim a complete and perfect description of works and it should be
emphasized that this description of work is not limiting in caracter.
The Contractor shall perform without exception or reservations, all the work of his profession, and
therefore understood in his contract, not only the work and supplies described in these documents, but
even better that would have escaped the details of the description and which are indispensable for the
complete completion of the works of his lot, in accordance with the plans submitted and the rules of the
art.
Likewise, the works stipulated in the written and costed documents of his contract that are not included
in the plans are due by the Contractor and included in the prices with all their constraints. Consequently,
the Contractor will never be able to argue that errors or omissions in the plans and the Quantitative and

Quantitative estimate can dispense him from performing all the work incumbent on his lot, or are the
subject of a request.
V. SCOPE OF WORK
5.1 Overview
5.1.1 Services
The works included, installation and complete commissioning of the following equipment and
accessories:
• Temporary site installations and their removal.
• All the supports necessary for the electrical installation.
• A customer transformer, aerial type 160KVA and LV counting cell (ENEO).
• Two gensets of unit power 150KVA continuous.
• Cabinets and electrical boxes and their plans.
• The power supply of the control room, the fuel storage tanks room, and the zone of
implantation of the gensets from the electrical cabinet, lights and sockets.
• The main electrical distribution to the "old building" and the "new building".
• Fuel supply lines to gensets.
• All sleeves, manholes, cable trays, cable pathways for high and low voltage.
• The installations of specific earthing to the Control room and the tanks room.
• Equipotential bonding and earth interconnections.
• Devices for : fire detection, fire extinguishing and safety signaling.
• All labeling for identification, for equipment and materials.
• Lightning rod
The contractor must respect, for his installations, the current UNECA rules, procedures and
specifications in force.
The quality of the works, of materials and their implementation, must in all aspects respond to the
French standards and regulations, except special regulations in force in Cameroon, and without the
following list being limiting :
- Unified Technical Documents applicable to electrical works (D.T.U.): prepared by the
Coordination Group of Technical Text and published by the Building Science and Technology
Center (C.S.T.B) in the F01 series.
- The French class C standards, in particular:
o Standard NF S 61-940 relating to electrical safety installations;
o NFC 15-100 standard and its additives: low voltage installation;
o NFC 14-100 standard and its additives: first-class service installation;
o NFC Standard 12-100 and its addenda: official texts on the protection of workers;
- Standards NFC 15-300, 17-100, UTE NFC 32-310.

• NFC 12-200 and NFC 12-201: official texts on fire and panic protection.
- Legislative texts:
o Decree in force in Cameroon concerning the protection of workers in establishments that use
electrical currents; including all orders and circulars.
o Order in force in Cameroon on the technical and safety rules applicable to the storage and use of
petroleum products.
- Professional rules UTE.
- Regulation respecting fire safety in establishments open to the public
- Special regulations of ENEO-Cameroon technical services.
In the event that the Project Manager deems it necessary, before giving a visa, to make modifications to
the submitted proposals, the Contractor must provide him without delay with new proposals. The
acceptance of the proposals by the Project Manager will not reduce the responsibilities of the
Contractor with respect to the proper performance of his works.

5.4 Technical specifications
5.4.1 160KVA aerial transformer and LV counting cell
This service is entrusted by the contracting authority to the public electricity supplier (ENEO-
CAMEROUN). It is her after indicated the main caracteristics of the technical proposal of the public
distributor of electrical energy are given below. However, this proposal will be updated on the basis of
the topographic plan of the site and the projected site plan of the futur installations, for a precise
evaluation of the line lengths of the electrical connections (length and section of the cables).
o Quantity: 01
o Transformer type: oil-insulated, naturally-cooled, full-fill type. Compliance with Standards NF C 52.100
and 52.113.

o dielectric tests:
ENEO-Cameroon imposes precise conditions to undertake the works and which are the following ones:
1) at the administrative level: the works will only be undertaken after updating the ENEO estimate
and finalizing the order procedures.
✓ after prior approval by the competent services (council, ...) of the implementation and
delimitation of open spaces (roads, accesses, ...
✓ after submitting the civil engineering drawings of the site (site plan) and the LV counting room
before the date of delivery of the handing over of the setting outs;

✓ after leveling of the land site at their final shoreline: for the underground works (high ducts) in
the site's right-of-way, the ENEO estimate does not provide for any significant compaction of the
crossings, or any input or implementation of place of laterite or other coating materials: these
services are left to the responsibility of the customer, and therefore the clent of the civil
engineering works.
ENEO-Cameroon is planning three (03) months for the realization of his services. At the end of the
installation and connection work of the transformer substation, the client will settle the subscription
and powering costs of the transformer substation.
Recall of the characteristics of the subscriber circuit breaker, for the dimensioning of cables and
protections downstream of the LV counting cell. 3P compact circuit breaker (TNC neutral system):
5.4.2 Gensets
Two (02) gensets will be installed on RC pedestals (reinforced concrete) according to the plans of the TD
(Tender Document)
The gensets will be coupled together with the decoupling control module. The configuration will be 1 + 1
without redundancy.

Emergency power (emergency): 165 kVA / 132 Kw
- in rescue,
- as well as in production.

It involves implementing a "backup network with increased availability": in other words, there is no
load shedding of certain usage loads when switching from the normal source (public network) to the
replacement source (gensets): the loads are not separated into "critical loads" and "non-critical loads".
Main Power (PRP): The engine can provide basical power for an unlimited time and 100% of rated
power for a certain period of time. This duration, as well as the base power, is not the same for all
manufacturers. A typical example would be the main power available continuously under variable load
for an unlimited number of hours per year, an overload of 10% one hour every 12 hours. The average
load must be 70%.
ESP: Maximum power, Stand-by power available, for variable load relief use for up to 500 hours per year
at 70% load on average. No overload allowed in this service.
The configuration will be 1 + 1 without redundancy: the sources are 1 transformer and 1 + 1 generator.
- Automatic switchover on mains loss: use of the two (02) generators in emergency of the public
network with control of the normal / emergency inverter (classic automatic mode); The emergency use
of the public network can be carried out with the two generators (central). When the control unit
receives the start command, the available generators start successively one after the other, synchronize
with each other and then feed the load. The active and reactive powers are balanced between the
different generating sets, proportionally to their power.
- Fugitive coupling to the local network: when returning from the public network, the two (02)
generators synchronize with the latter to carry out a charge transfer from the group to the public
network. This avoids a cut-off time on the network return.
- Operation in parallel with the public network: if it happens that the load of the site approaches or
tends to exceed the capacity of the normal network, the two generators come in reinforcement by
successive start-ups one after the other and disassemble successively when the load goes below the
capacity of the public network.
Each generator has its own power and control cabinet including a motorized circuit breaker and a PLC. A
connection between the PLCs is necessary for a central station operation.
Integrated remote management option (for remote control and remote signaling): RS 232 / RS 485
interface with Modbus RTU protocol support, analog modem communication support, GSM, ISDN; USB
port available for software update.
A system which, locally and remotely, makes it possible to control the state of the generating sets, and
to be immediately warned in the case of alarms.

5.4.4 Aeration connections of gensets
Silencer and exhaust system
- One (01) discharge silencer will be supplied as a spare part for installation with each generator.
The exhaust muffler and exhaust system are designed to reduce engine noise and direct the
exhaust to a safe exit.
- The backpressure limit permitted by the engine manufacturer shall not be exceeded in order not
to have a serious adverse effect on the output, longevity and fuel consumption of the unit. To
limit the back pressure, the exhaust piping should be as short and straight as possible, any bend
should have a radius of curvature of 1.5 to 2 times the inside diameter of the pipe.

• The circuits will be protected by SCHNEIDER circuit-breakers or equivalent, the characteristics of which will be
dimensioned according to the nominal currents of the circuits they protect, of the thermal, magnetic and / or

• A copper earthing main bar will be provided and sized to which all exposed conductive parts and cable shielding

➢ The local Order
Main earthing lines, interconnections and electrical earthing connections are covered by this section.
Divisional branches that terminate at the connection points of the service weights refer to installations
in the secondary and terminal circuits. All protective conductors must conform with the requirements of
NFC 15-1 00.
- This earth network will consist of a bar copper cable of at least 50mm2 section. The
connections from the earthing to main protective conductors will be of the same nature as the
conductors constituting of the earthing and the same section.
- At the extremity of the conductors of the earth, there will be provided a cutoff bar to the right
of the LVSB in an accessible place to measure the corresponding earthing.
- The equipotential bonding of the metallic masses in the storage tanks, control rooms and gensets
will be made by a green-yellow cable of minimum section 35mm².
One of the steels of the foundation reinforcement or the reinforced concrete floor is projected by about
0.30m vertically above the floor, close to the door of the room. Next to this steel, a copper conductor
with a minimum cross-section of 50mm² connected by an indémontable connector, emerges by 0.5 m
above the level of the floor.
All the metallic rolls of the concrete constituting the upper slabs, floors and walls must be electrically
connected to each other.
The lightning rod is intended for the realization of a system of protection of buildings against direct
lightning and conducting electrical charges into the earth.

In masonry gutters
The fully masonry gutters are to be made by the holder of the civil engineering package in accordance
with the plans indicated in the corresponding lot. Protective slabs will cover them.
The paths of the "weak currents" cables will be distinct from those of the "strong currents", and spaced
at least 20 cm according to EN 50174-2.
The cables will be laid either in sheets or in clovers, depending on the case, exclusively on Cablofil cable
trays without cover in the gutters:
-The cable trays will be connected to the ground network every 15 to 20m (from the French UTE C15-
900 practical guide).
-All cable trays will have a capacity to increase the amount of cables by at least 25%. These cable trays
will be of the Cablofil type, they will have a wings height of at least 50 mm and will be cold galvanized.
-Strong electricity: on one of the two side faces of the gutter and on cable trays.
-Control electricity / safety circuits: on the other side of the gutter or underneath and on cable trays.
The cable paths of the safety circuits will in all cases be distinct from those of the normal circuits.
-The spacings between fixings should be such that the rigidity, with the maximum weight that can be put
in place in the long term, is never questioned: it is recommended fixing spacings of 2m per console.
-Wall penetration: where cable trays pass through concrete floors or masonry walls, a mild steel cover
plate with a depth equal to the thickness of the floor or wall, plus a projection of 50 mm below and 50
mm above the floor (or both sides of the wall), will be supplied and installed by the Contractor to
protect the cables on the paths / loops. The remaining space between the cables and the metal
enclosure will be lined with one hour fire resistant material by the Contractor to provide a fire barrier.
The remainder of the hole through the floor (or wall) will be filled with concrete and approved by the
Contractor of the civil engineering lot.
-Under recessed sleeves for recessed luminaires: Recessed conduits of lighting circuits & outlets will be
passed through ICTL. This mode of cable routing mainly concerns sockets and switches placed on
concrete and masonry. The recommended sections are:
-The minimum section of the protective conductor shall be of equal section to that of the active
conductors, for any active conductor less than 35 mm2. Beyond this value, this section should not be
less than half the section of active drivers.
-The secondary distribution conductors will be of the multipole cable type U 1000 R2V, or type unipolar
conductors rigid or flexible HO7-VU, or HO7VK.
-The cables will run on the cable trays, the unipolar conductors under ICT or IRO conduits having a
mechanical protection along the way.

Terminal Circuits
The terminal circuits are those that directly power the devices of use (luminaries, power outlets) from
the table Lighting & Sockets.
The terminal circuits will originate from the downstream terminals of the electrical panel, and the
downstream limit will be located at the last connected point.
-Outlets will typically be positioned 300 mm above finished ground and switches will be positioned 1200
mm above finished ground.
The electrical power cables for the terminal circuits are as follows:
Illumination: The cables will be 3x1.5 mm2, arranged on cable trays or in a recessed sheath. The power
supply will be taken downstream of the protection of the lighting zone and upstream of the terminals of
the outlets or the control unit. Wiring luminaires in halogen free cable type H07ZZ - F 3 x 1.5 mm² or
U1000 R2V 3G1.5;

The company of this lot will be responsible for the supply and installation of lighting fixtures chosen by
the Project Manager. The luminaires will be of the specified type and model. They will be supplied
complete, including lamps, fluorescent lamps with choke ignition.
The luminaires will be installed either recessed or wall-mounted, depending on the type chosen by the
Project Manager:
Electical outlets: The cables will be in 3 x 2, 5 mm2 halogen free cable type H07ZZ - F, arranged on cable
trays, under recessed sleeves or under trunking. It includes the supply and implementation of a recessed
power outlet, connected bypass on a terminal circuit. All outlets will be screw-fastened:
➢ The outlets will be powered from circuits protected by 30 mA differential circuit breakers.
Bypass boxes: The junction boxes will be flush-mounted or visible, adapted to the number of ducts, size
130x130. The branch boxes required for the installations will be installed on the flanges of the cable
trays with proper labeling.
Switches: The small equipment concerning the switches, will be type recessed, waterproof, series
Neptune LEGRAND or equivalent quality. These devices control the individual lighting of the premises.

Configuration "ambience protection":
-Rule APSAD R7: Manual releases must not be connected to a line with automatic fire detectors (rule
R7).
If the system is activated by an automatic sensor or a manual release, the alarm and fire detection
system emits an evacuation signal.
The activation of any alarm point triggers on the fire alarm panel an audible signal and a visual signal to
identify the trigger and the zone concerned.
Faults that could compromise the proper functioning of the installation, such as power supply failures,
detector addresses, or other, must be detectable and reported at the table level.
Automatic detectors will be of the addressable type. They will be installed according to plans of the
consultation file.
The outlets and entrances to the Local Control Room and Local Storage Tanks are the manual call points
and will be equipped with manual addressable triggers. They will be semi-recessed and fixed at 1.40 m
from the ground.
The audible alarm devices will be used to warn workers and users to evacuate the establishment. In
accordance with standard NF S 32-001, all sound diffusers emit a specific signal 2 alternating tones of
sound level 70dB in the general zones.
