Module 13 Public Policy and Private Safety

At the end of this module, you are expected to:

1. Discuss the need for security measure and counter measures in Digital Technical Innovations
2. Identify types of vulnerabilities
3. Examine the guidelines on public policy and private safety
4. Identify the feedback involving policies on technology.
5. Discuss how different sectors can help promote and improve policy-making

The need for security measures and countermeasures:

Security measures and policies are necessary to reduce the innate vulnerability of some of these innovations,
most specially in using the internet. Individuals, groups, companies, organizations and the government need to
set security measures and countermeasures to protect vital information.

Vulnerability and information security threat

The weakness of information systems is referred to as vulnerability. This may lead to attacks, harm,
modification, disclosure interruption and interception of information.

Types of Vulnerabilities

1. Disclosure- happens when vital information is disclosed by unauthorized users


2. Destruction- when vital information, software/hardware are destroyed intentionally or for malicious
reason by unauthorized users.
3. Interruption- happens when a network cannot be accessed, that service is denied
4. Interception- happens when information that is stored or transmitted is illegally copied by
unauthorized users
5. Modification- happens when stored information is changed or modified.

Technological Innovations is one of the drivers of growth, innovations that has affected economic and social
structures of an individual, group, society, the country and the global world. This rapid growth has called for
public policies and private strategy.

Introduction to policies and strategies


Because of the change in the technological landscape, new policies and measure should be set in place
to maintain the safety and security of the people using these innovations. The following are guidelines
to help in the development and implementation of policies related to technology.

1. Integration of technology, economic and social objectives by closely looking and the development
and adoption of technology
2. Private testing, accreditation and certification of technological innovations should be monitored by
a regulatory body and done by competent and recognized centers
3. A benchmark should be set for private investments, productivity growth and net savings.
4. Cooperative efforts should be in place between the government and private sector to ensure a
positive and continuous impact on a nation’s industry and economic growth
5. Maximize the use of cryptography for individual privacy; maintain local and international global
competitiveness, enforcement of the law, world leadership and national security.
6. Extension of the protection of intellectual property rights in a local and international setting

Positive and Negative feedback

The emphasis on the increasing importance of technology created implications for policy makers for
both the public and commercial tech worlds. The dilemma is how to strategize integration of these
technological innovations and reap the benefits of technology and satisfy both users and providers of
such technology.

Below is the feedback on policies involving technology


1. Policies are Unclear
2. Information dissemination of policies is poor
3. Policies are poorly written
4. Some policies are outdated
5. Careful study of potential effects is not often done
6. Consultations with varied individuals, groups or companies are not often made

Measures to improve technological policies


1. For the academe- policy improvement should start in school . Students—specially in business schools
should be encouraged to take policy classes
2. For Companies-look into hiring applicants with experience or shows interest in policy-making.
Companies should also be involved with other companies who are interested in improving policies and
strategies in an organization.
3. For Entrepreneurs-actively look for opportunities to serve as board or technology expert.

There is really a need for policy-makers to catch-up, innovate and fast track policies making
because of the speed and agility of these technological innovations.
