3.

WELFARE AND DEVELOPMENT SECTION (WDS)

The Welfare and Development Section (WDS) is the main unit that facilitates the Person
Deprived of Liberty’s (PDL) wellbeing and enhancement in accordance with the accepted social norms
and ethical standards. WDS provide programs to address the PDL’s physical, psychological, intellectual,
vocational, and spiritual activities or interventions inside the jail facility.

In Paraňaque City Jail Female Dorm, WDS is headed by JO2 Gladys S. Dulnuan together with her
assistant JO1 Reahlyn P. Bacurin. Under their management, the following principles are observed:

a. The WDS should be in accordance with what is stipulated in the UN Standards in the treatment of
PDL, state laws and code of ethics;

b. The WDS is responsive and dynamic;

c. Treatment approach is holistic in nature;

d. Treatment should be rehabilitative, not punitive;

e. All inmates have equal opportunities to avail of the program regardless of age, race, gender, belief
etc.;

f. WDS are built on mutual trust and confidence;

g. Constructive activities are better than enforced illnesses;

h. The community is a partner in the developmental processes of PDL;

i. Human rights of PDL shall be upheld at all times;

j. WDS program is supportive to the safekeeping of PDL;

k. The inherent worth, dignity, health and safety of inmates must be respected at all times;

l. Every PDL is unique and complex being with different developmental need that require an individual
approach;

m. PDL must be treated humanely; they do not become less of a person because of the condition they
are in;

n. Every PDL has the capacity for change, growth and development;

o. The WD officer is a professional role model;

p. The WD officer is an agent of change and;

q. The security of personnel shall not be compromised.


Upon commitment, PDL will undergo the subsequent procedures to make sure that they will be
provided with programs that are suited for their individual needs.

1. PDL Assessment

The WDS interviews newly committed PDL to match her with the existing programs and services.
In cases that the PDL has special needs or certain medical conditions, the WDS will make necessary
referrals to concerned offices or partner service providers.

2. PDL Orientation

After determining the specific program, the PDL will be oriented of the rules and regulations,
processes and procedures along with the details regarding the appropriate she will be enrolled in.

3. Facilitation of the Different Development Programs

The PDL will then be guided and monitored to ensure active participation and attendance.

The Welfare and Development services and activities:

a.) Provision for basic need – subsistence such as food, clothing, hygienic supplies etc;

b.) Health services/ activities – maintenance of physical and mental wellbeing;

c.) Livelihood activities – development of work values;

d.) Education services/ activities – literacy development;

e.) Sports and recreation services/ activities – physical fitness opportunity for socialization,
enhancement of creativity and uniqueness, toning down or minimizing stress;

f.) Visitation services/ activities – promotes moral and social support to the PDL;

g.) Paralegal services/ activities – speedy disposition of cases;

h.) Religious services/ activities – uplift moral and spiritual values;

i.) Adoption of Therapeutic Community Modality Program as a model in the implementation of welfare
and development program.

Learning Insights:

The WDS has done their best to maintain and continue all the programs in adherence to the
pandemic protocols issued by jail bureau. Adopting to the new normal has become quite a challenge but
nevertheless the programs were all provided in a vigilant manner by practicing physical distancing,
wearing of face mask and face shields, regular bath and use of isolation area for PDL who are getting
sick. The programs frequented and allowed were ALS through online class, E-dalaw, E-hearings, phone
calls, Zumba, baking, and beauty parlor services among others. These were all done in a cautious
manner through the watchful eyes of the WD officers to maintain order and observance of pandemic
protocols.

3.1 Paralegal Service

The jail bureau has long been implementing paralegal support service programs under the WDS
to function alongside record offices assisting PDL in their respective cases. Paralegal officers are tasked
to coordinate with courts, public attorneys, and prosecutors to monitor the status of PDL cases.

Paraῆaque Female Dormitory (FD) paralegal service is headed by JO2 Gladys S. Dulnuan. The
paralegal unit is serving 249 PDL to date, exploring feasible solutions to address the implementation of
paralegal support services.

Learning Insights:

Many PDL almost always ask for legal consultations and updates regarding their respective cases
either to their legal counsel or paralegal officers. This gives them time to ponder and have an honest
take on the possible verdict or walkthroughs while awaiting for their next trial. In a way it also serves as
a reliever to the PDL as it gives them a meaningful conversation with someone to talk to about an aspect
of their life. Paraῆaque Female Dormitory (FD) paralegal service unit gave them that opportunity on a
per schedule basis, however due to humanitarian extent they are allowing a suited flexible time to
address this important need especially during the time of pandemic.

3.2 Food Service

The food service unit is tasked to monitor and check on the food production area, menus, food
storage and sanitation of PDL in jail. Likewise, they are responsible for the monitoring and inventory
reports from the PDL and personnel. They must adhere to the guidelines laid out in the Standards of
Food Service Management that prescribe administrative and operational standards on food services.
The Food Service Unit (FSU) upholds the transparency and good practices in the delivery of quality food
services in jail.

Paraῆaque FD Food Service Unit (FSU) is headed by JO1 Marvin G. Reyes. The meal allotment for
food is P70.00 per PDL per day. Despite the budget, food quality and nutrition is not compromised
thanks to the effort and skills provided by the unit. FSU uses jail aides as augmentation force for the
successful management of the food programs in jail. Jail aides receives a fair compensation in return for
their services provided for keeping a smooth standard operating procedures in handling, processing and
distribution of foods to PDL that involves the maintaining of quality of foods as well.

Learning insights:

The FSU has kept the food preparation area orderly, clean and sanitary. There is a systematic,
timely and organized flow of operation from preparation, distribution, cleaning and returning of food
utensils and food containers. They have maintained the proportionate amount of food distributed to
each PDL to ensure that everyone has something to eat and no untoward incident will happen with
regards to food. Jail aides also uses hairnet, apron along with a face mask and a face shield to adhere to
food safety and pandemic protocols issued by the jail bureau. The FSU regularly conducts health check
and were even among the first to take the swab test for Covid-19 as a precautionary measure. The food
preparation area was also well lighted and well ventilated with the use of industrial fan and several
exhaust fans to help dissipate the heat, smoke and odor from cooking the food.

3.3 Health Service

The health service unit concentrates on its health programs to ensure the wellness and
wellbeing of the persons deprived of liberty (PDL). Health Service Unit (HSU) ensures the quality,
coordination and accessibility of basic healthcare services and health practices in jail. HSU is also in
charge of maintaining and monitoring the health care system and health records of both the PDL and
personnel. The health program outlines the services and interventions offered to guarantee wellness of
both the PDL and personnel. They also check the authenticity and veracity of the medical certificate of
PDL upon commitment by thorough investigation and physical examination of the PDL’s health condition
to detect any sign of injuries, illness or mental problems. HSU also spearheaded any drug related test
conducted amongst the PDL and personnel to maintain the jail as drug free facility. They are also
responsible for any dental and dermatological services for the prevention and spread of infection in jail.
Furthermore, HSU is at the forefront in the battle against Covid-19, making sure that all pandemic
protocols are strictly followed. Likewise, they are responsible in the management, distribution and
inventory of medicines and health paraphernalia.

Paraῆaque FD is headed by JINSP Arnela D. Tolledo together with JO1 Desiree G. Banggawan and
JO1 Jerickster S. Naniong.

Learning Insight:

Health perhaps became the most important area in our life in this year and may be beyond. As
health covers many aspects in our life, maintaining a sound health is the top priority during this time of
pandemic. Measures to ensure this is also reflected on how we manage it for ourselves and in serving
the PDL as well as other personnel. Paraῆaque FD Health Service Unit together with WDS make sure that
all protocols are met. It gave us the opportunity to see the importance on how to manage jail specifically
in terms of isolating sick PDL, the use of safety gears like face masks and face shield, the proper hygiene
and self-check, the tracing and preventing further spread of any possible communicable diseases inside
the jail, and the careful assessment of everybody’s health conditions. This may not be realized as
imperative without the Covid-19 pandemic.

4. INTELLIGENCE SERVICE

Security in jails has increasingly becoming more complex as threats of violence with the
problems of corruption and drugs has continued to exist in jails. It is imperative to secure the processes
and flows of intelligence information in the day to day operation of the jail facility, ensuring that the
information is acted upon for the welfare of the PDL, visitors, and more importantly the staff/s charged
with the responsibility of maintaining their safety.
The function of intelligence unit in a prison facility is crucial in order to prevent incidents that
may jeopardize the operation of the facility. It functions primarily as information center that is critical in
decision making and planning. The intelligence service ensures the facility is protected against the
proliferation of contrabands and identify the sources of such.

The following are various possible sources of information valuable to intelligence service, these
are the three categories:

1. PDL and their activities

In order to gather reliable information from the PDL, it is important that the jail personnel
actively engage and maintain a professional relationship with the PDL, the following are the key areas
where to gather information in PDL’s activities:

a. Direct observation of the activities of the PDL;

b. PDL that serves as informant;

c. Information gathered from PDL’s interview;

d. PDL meetings, grievances, and conflicts;

e. PDL gangs and affiliations and PDL assaults.

2. Staff and outsiders

a. Intel Staff;

b. Visitors;

c. Providers of the facility;

d. Volunteers and security staff.

3. Documents and contrabands

a. Court documents;

b. Incident/Spot reports;

c. Disciplinary reports;

d. Shift briefing;

e. PDL searchers;

f. Illegal contrabands and weapon seized.


Paraῆaque FD also has 8 installed CCTV cameras which is just enough to cover the entire facility.
The monitoring of the CCTV cameras is directly observed by the desk officer during his/her duty.

Learning Insight:

Intelligence has proven many times it’s role in keeping the jail safe from any untoward incident
by being proactive and ready at all times. In the times of pandemic, it is also proven to be useful in
coordination with the Health Service Unit. Especially in identifying the PDL who are hiding their sickness
and concealing their symptoms of disease which is important in the prevention and control of disease in
jail. Disease is now among the top priorities to be watched over not just contrabands and possible
unlawful acts. Contact tracing is also used to stop the spread of infection by investigating the scope and
range of infection among the PDL or even BJMP personnel. Anyone identified to have any possible
symptoms are immediately brought to the isolation area for further assessment and quarantine
procedures.
