Mandate
"The Department of Public Works and Highways (DPWH) is one of the three departments of the
government undertaking major infrastructure projects. The DPWH is mandated to undertake (a)
the planning of infrastructure, such as roads and bridges, flood control, water resources projects
and other public works, and (b) the design, construction, and maintenance of national roads and
bridges, and major flood control systems."
Mission
"To provide and manage quality infrastructure facilities and services responsive to the needs of
the Filipino people in the pursuit of national development objectives."

Department of Health
Mandate
"The Department of Health (DOH) holds the over-all technical authority on health as it is a
national health policy-maker and regulatory institution. Basically, the DOH has three major roles
in the health sector: (1) leadership in health; (2) enabler and capacity builder; and (3)
administrator of specific services. Its mandate is to develop national plans, technical standards,
and guidelines on health. Aside from being the regulator of all health services and products, the
DOH is the provider of special tertiary health care services and technical assistance to health
providers and stakeholders."

Department of Transportation
Mandate
"It is mandated to promulgate and implement rules and regulations that will govern the
promotion, organization, registration (accreditation), regulation, supervision and development of
transportation cooperatives, subject to the approval of the Department of Transportation and
Communications."
Mission
"To facilitate the transformation of Transport Cooperatives to become highly competitive
transport and business operations through genuine operation."
Vision
"In 2040, the Office of Transportation Cooperatives shall be a dynamic and responsive
government agency providing guidance and sound management, for transport cooperatives to
experience increased and sustainable income and social benefits, through the effective and
efficient provision of integrated public transport service systems."
Objectives
"To drive progress toward key outcomes for the American people. Strategic objectives define
the outcome or management impact the agency is trying to achieve, and also include the agency's
role. Each strategic objective is tracked through a suite of performance goals, indicators and

Department of Agriculture
Mandate
"The Department of Agriculture is a government agency responsible for the promotion of
agricultural development by providing framework, public investments, and support services
needed for domestic and export-oriented business enterprises.
In the fulfillment of this mandate, it shall be the primary concern of the Department to improve
farm income and generate work opportunities for farmers, fishermen and other rural workers. It
shall encourage people’s participation in agricultural development through sectoral
representation in agricultural policy-making bodies so that the policies, plans and programs of
the Department are formulated and executed to satisfy their needs. It shall also use a bottom-up
self-reliant farm system approach that will emphasize social justice, equity, productivity and
sustainability in the use of agricultural resources."

Objectives
"The main objective of Department of agriculture is to give pace to the growth rate of
agriculture development and crop production and productivity which will strengthen the
economic status of the farmers and uplift their life-style. In addition to this, the objective
of the department is to implement suitable scheme for removal of regional disparity and
employment generation."
Department of Social Welfare and Development
Mandate
"The Department of Social Welfare and Development (DSWD) is the primary government
agency mandated to develop, implement, and coordinate social protection and poverty-reduction
solutions for and with the poor, vulnerable, and disadvantaged."
Mission
"To provide social protection and promote the rights and welfare of the poor, vulnerable and the
disadvantaged individual, family and community to contribute to poverty alleviation and
empowerment through SWP policies, programs, projects and services implemented with or
through LGUs, NGOs, POs, other GOs and other members of civil society."
Vision
"A society where the poor, vulnerable and disadvantaged families and communities are
empowered for an improved quality of life."
Objectives
To provide the implementors of the Department with a common framework of
understanding on the rehabilitation, recovery, and healing concepts and its indicators in
residential as well as community based settings.
To provide a conceptual framrwork on rehabilitation.
To define and identify the different indicators of rehabilitation for children,youth,women,
older persons and persons with disabilities.
To enrich the program and service implementation reports of the Department for more
comprehensive understanding and use for program and policy enrichment and
development.
