1. Is there something lacking in the provisions of the 1987 Philippine Constitution to the science and

technology of the country? Explain your answer.

Yes, one of the reasons why the Philippines has decline from one of the most advanced
countries just before japan was the Science and technology side of the constitution was not prioritized
for the development of the country. The support and funding was just inadequate, the funding that
comes through the quality of education in the Philippines was subpar. In result to this, the yield rate of
students that have the intellectual capacity to propel the nation to advancements was really low.

2. Is there something lacking in the attached councils, institutes, or agencies of DOST? Explain your

answer.

The Philippine lacks the expertise to Networking and Semiconductor technologies as we depend
on other countries such as USA, Korea, China and Japan with giant tech companies such as Huawei,
Qualcom, Apple, Samsung and other manufacturers. Having our own R&D for these technologies would
make us independent of other country’s Network infrastructure as our Current networking solutions are
mediocre at best.

3. Is the role of science and technology clearly reflected in the Philippine Development Plan 2017-2020

which is anchored on the AmBisyon Natin 2040? Explain your answer.

Yes, and No, The PDP 2017-2020 shown interest and support to the role of Science and technology, the
article only present the image of what will happen in the future by setting up a plan to achieve the goals
for the country. But it did not mention how Science and Technology would affect the development of
the country for the upcoming year. What lacks is the support of the Filipino citizen as one of the factors
to help propel this growth is the acceptance and support of the Filipino people. Most want the change
but are not ready to accept the changes needed.

4. Is having an Order of the National Scientist inspirational or not? Explain your answer.

Yes, It is a step towards improving the capabilities of Filipinos in the fields of science and
technology, It encourages Growth as it could and will unlock the potential of the Filipino people to
advance in the fields of Science and technology. One of the succession of Japan towards Technological
Advancements is focusing and promoting Science and Technology to aspiring inventors and leaders for
their future. By having the Order of National Scientists It would inspire and activate the desire for
technoadvancements from our country itself.
