be responsible for ensure that all construction activities shall be performed in


conformity with environmental protection standards with the best safety and quality as
required by the Contractual Document and specifications.
Management of construction of works including: mobilization of equipment,
materials, manpower; control, instruct, supervise engineers, management of quality,
HSSE and project schedule.

2. Construction Manager

Construction Manager will report directly to Site Manager, his responsibilities


include organize, supervise and control Construction Team and all aspect of
construction works to ensure the works to be performed in safety, quality and timely
manner.

3. QA/QC Manager

QA/QC Manager will report directly to Site Manager. His responsibilities include
organize, supervise and control QA/QC Team and all aspect of construction’s quality.

4. HSSE Manager

HSSE Manager will report directly to Site Manager. His responsibilities include
organize, supervise and control HSSE Team and all aspect of HSSE during performing
construction works. HSSE Manager and his staffs shall coordinate with Construction
Team to ensure that all Subcontractor’s activities are complied with Contractor’s HSSE
regulations.

 Make sure there is space and firmed pathway for trailer delivery. The trailer and
listed in the equipment register).
 WEC will use 8 trailers going to near the Site after register by WEC. Make sure

 Using mobile crane to lifting as: Tower section, Tower head section, Jib, Slewing
platform…all load bearing equipment.
 They are unloaded by crane of worker manually up to the material properties.
The average load of trucks carried materials is about 30 ton. Therefore, the
temporary road in the job site must be prepared properly for crane and trucks
working.
 Before unloading materials out of trucks, it is required to take pictures of real
materials status to job site.
 When after unloading 4 trailers. We continue delivery 4 trailer remain.
c) Material Arrangement
To avoid materials being moved so much on jobsite that might cause unexpected
damages of paint, shapes, when materials delved to jobsite, they must have unloaded
and arranged closed to the designed erection point. Up to the materials shall be stacked
in locations according to the building/areas, should be near to the lifting position
adjacent to the area to be erected. This is to facilitate the sorting and delivery during the
erection.

3. Survey of Location and Alignment

To provide reference as to the start, survey team will conduct the survey and making
the points. Each point will be marked by driving a stake with a coloured flag on top in
order to distinguish them easily

F. RISK ASSEESMENT (FOR METHOD STATEMENT)


1. Method ensures safety.

Ensure that all construction activities conform to safety regulations, legislation,


contract provisions, code as well as the stringent requirements of the main contractor,
client and legal regulations of Vietnam.
Carry out a risk assessment, safety meetings, group meetings to ensure that all the
heavy lifting of the project (over 20 tons) is done in accordance with safety procedures
and methods of construction.
Organization of the mass toolbox meeting weekly to remind all employees to work
safely. Integrating the activities of construction parts: announced plans construction,
project progress, happens at 7:00 am every Monday morning.
Monitoring, identify risks and induction for construction team working safely, report
to the Project management when necessary.
Report HSE Weekly, Monthly (Project HSE Statistic) to the project management,
the main contractor and client.
Investigate and report all incidents and accidents related to the project. Analyze the
causes of accidents and propose solutions to prevent. Reporting to the project
management, main contractor, client and relevant agencies as required.
Carry out weekly site safety inspection and weekly safety meetings with: Clients,
main contractor, the supervision to improve HSE.
Induction for all personnel clearly grasps the work, the work plan of the project.

2. Method ensures health & environment.

In performing the Services, subject to all environmental protection laws, regulations


and directives of the country in which it is performing the Services and to all
environmental policies and guidelines established.

Control of the project HSE to achieve the objective:


 No lost time injury
 No environmental pollution
 No property damaged
PPE must be worn at all-time i.e. safety boots, helmet, protective plus gloves as
required
Supervise and instruct doing housekeeping, ensure the working areas are clean, neat
and tidy
Provide first aid training for all employees.
All workers shall report to work fit for duty and not under the influence of alcohol or
any illegal drug, which might affect job performance.
Any employee who is using a legal drug that might affect job performance shall
notify team leader who will inform the Supervisor on site
Alcohol and Controlled Substances. Al personnel shall not consume, store, dispense
or otherwise make available intoxicating liquors or controlled substances to anyone in
the area of operations or on facilities operated in performing the Services, all personnel
are subject to all policies and guidelines established, including, but not limited to, the
Substance Abuse Policy and Procedure for Substance Testing.
Behaviour. All personnel shall not cause a breach of peace or public disturbance or
otherwise act in a manner detrimental to the best interests of Operations.
Medical Care and Evacuation. Contractor shall bear all costs and expenses of and
shall be primarily responsible for providing and arranging for, all medical care and
medical evacuation of personnel. If personnel become incapacitated through injury or
illness while at site, if personnel become incapacitated through injury or illness while at
well site, will make reasonable efforts to provide emergency medical care to, and to
arrange for transport of, CONTRACTOR’s personnel to other appropriate location, to
the extent that such medical.

3. Method ensures fire prevention and protection.

Fire prevention and protection should be provided (Mobile gas detector, fire
extinguisher…)
Provide firefighting training for all employees.
Many jobs will involve flammable or combustible materials or tools and equipment,
which require careful handling for fire prevention. There are safe procedures and
practice for every job, materials and piece of equipment, and each employee working
with these will receive appropriate instruction and training.
All workers are responsible for learning and following safe practice and for
reporting unsafe practices to their supervisors. Careless disregard for the roles of fire
safety and prevention jeopardizes everyone’s safety and is grounds for disciplinary
action.
Portable fire extinguishing equipment, appropriate to the job and materials at hand,
will be provided and clearly visible. The number and type of equipment will be in
accordance with local and industry standards. Access to this equipment must be clear at
all times.
Smoking is permitted only in designated areas. This greatest care should be taken at
all times with smoking materials and all combustibles.
Fire hazardous areas requiring to be defined as hot work permit area are designated
by the HSE&S Manager after consulting the OWNER responsible personnel, and the
work is carried out in accordance with the hot work permit procedure.
All inflammable materials and debris near and/or under any hot work, such as
welding, gas cutting, etc., shall be removed or covered with non-combustible materials.
Fire extinguishers shall be supplied near and/or under the hot work locations.
An experienced person shall be assigned responsibility for the hot work and his/her
name shall be displayed in a prominent location at the workplace. The person
responsible shall always inspect and validate the workplace and conditions. Such
inspection includes checks on whether there are any fire hazards during the work and
