This report documents an investigation of the Former Imperial Laundry, previously located at
2165 South Elm Avenue in Fresno, California. The property on which the former laundry is
located has been redeveloped and is currently occupied by the City of Fresno PARCS
department Maxie L. Parks Community Center land (Community Center), located at 1802 East
California Avenue in Fresno, California (Site). This investigation has been performed to evaluate
groundwater, soil, and soil vapor for the presence of Volatile Organic Compounds (VOCs). The
investigation was performed consistent with the Workplan for Site Assessment, City of Fresno –
PARCS Department Property 2165 South Elm Street, Fresno, California 93706 (Krazan,
Associates, Inc. [Krazan] 2019) (Work Plan). The Site location is shown on Figure 1.

The Central Valley Regional Water Quality Control Board (CVRWQCB) issued a Request for
Investigation of Volatile Organic Compounds in Soil and Groundwater in a letter dated May 1,
2019 to the City of Fresno requesting investigation of the Site (CVRWQCB. 2019a). The request
for investigation was triggered by the presence of tetrachloroethene (PCE) detected in the
groundwater monitoring well network of the adjacent Valley Gas release site.
Krazan prepared the Work Plan dated July 23, 2019 to address the CVRWQCB’s request for an
investigation. The CVRWQCB approved the Work Plan in a letter dated September 23, 2019
(CVRWQCB. 2019b). This investigation report documents the implementation and results of the
July 2019 Work Plan.
The Site consists of the current Maxie L. Park Community Center and an adjacent park with
grass, play structures, and community gardens. The Community Center is comprised of one
large building with the interior divided into multiple sections including: a gymnasium (basketball
court); private offices; locker-rooms; storage areas; kitchen; and, classrooms.
Historical records indicate that a dry-cleaning facility formerly operated on the Site just south of
the location of the current Community Center. Based on the review of Sanborn Fire Insurance
Maps (Sanborn Maps) and Polk Guide directories of Fresno businesses and residences, a dry
cleaning facility is shown at the Site on a 1958 Sanborn Map and laundry and/or cleaning
businesses are listed in the Polk Guides between 1959 and 1965 (CVRWQCB, 2019a). The
Former Imperial Cleaners was previously located at 2165 South Elm Avenue and is a potential
source of vapor intrusion. The Former Imperial Cleaners property is now a part of the
Community Center property. Elevated concentrations of PCE have been detected in the
groundwater monitoring network associated with the adjacent gas station located at 2139 East
Elm Avenue (Valley Gas), approximately 250 feet northwest of the former dry cleaning facility
(Figures 2 and 3).

3.1 PERMIT
Prior to beginning the investigation, a monitoring well permit was applied for and issued by the
City of Fresno. The permit is included as Appendix A.
Prior to conducting the field work, the groundwater monitoring well location, soil boring
locations, and vapor monitoring probe (VMP) locations were marked with white paint, and
Underground Service Alert (USA) was notified. A subcontracted private utility locator was also
used to clear each location to avoid damaging underground utilities. In addition, all borings
were hand augered to at least five feet below ground surface (bgs) for utility clearance.
Additionally, the private utility locator scanned the area with ground penetrating radar in attempt
to find an abandoned sanitary sewer line running north and south through the Site. The utility
locator could not locate the abandoned sanitary sewer line.

One groundwater monitoring well (IL-MW-1) was drilled, installed, and developed at the Site
from February 18 through 21, 2020. The location of the well was placed at the location
proposed in the Work Plan. The groundwater well location is shown on Figures 2 and 3.
Monitoring well IL-MW-1 was installed outside the approximate footprint of the former dry
cleaner and at an estimated downgradient location from the former dry cleaner. Groundwater
within the vicinity of the Site has varied historically from approximately 90 feet bgs to
approximately 100 feet bgs, based on water levels collected at the adjacent Valley Gas facility.
Based on the Work Plan, the monitoring well was screened from 85 feet bgs to 120 feet bgs.
Subsequent to hand auger clearance of the upper 5 feet of the borehole, the boring was
advanced using a Geoprobe rig, and continuously cored from 10 to 40 feet bgs. Select soil
samples were retained from this interval. The borehole was then over-drilled to 120 feet bgs
using a CME-55 truck-mounted drill rig utilizing 8-inch diameter hollow stem augers, operated
by Geo-Ex Subsurface Exploration (Geo-Ex).
The groundwater monitoring well was constructed utilizing 2-inch diameter Schedule 40
polyvinyl chloride (PVC) well casing and screen. The screened interval consisted of 35 feet of
0.010-inch-diameter slotted screen emplaced from 85 to 120 feet bgs. A 6-inch long threaded
cap was attached to the bottom of the well screen and placed at a depth of approximately 121
feet bgs. A sand pack consisting of rounded, washed, bagged #2/12 Monterey sand was placed
into the annular space to a depth of approximately 4 feet above the screened interval. A 3-foot
thick seal, consisting of hydrated bentonite pellets was placed above the filter pack. The
remaining annular space of the well was filled with a 6-sack sand cement slurry by use of tremie
pipe. A flush-mounted, traffic-rated well vault was installed to provide access to the well head.
The well vault was set at existing Site grade.
The installed on-Site well and monitoring wells associated with the adjacent Valley Gas Release
Site wells were surveyed by Morrow Surveying on February 24, 2020. Valley Gas wells MW-7
and MW-8 were not surveyed due to inaccessibility during surveying. Access was not granted to
MW-7 due to its location on private property, and a car was parked on MW-8. Well construction
details and surveyed coordinates are presented in Table 1. Valley Gas wells were surveyed as
well as the new Imperial Laundry well for consistency to measure groundwater flow direction
and gradient.
All soil cuttings and purged groundwater produced during the drilling, installation, development,
and sampling of the groundwater monitoring well were placed in labeled 55-gallon drums and
staged on Site for analytical testing and future disposal.
The IL-MW-1 soil and groundwater samples were submitted to APPL Labs of Clovis, California
for analysis of total petroleum hydrocarbon (TPH) diesel and motor oil by United States
Environmental Protection Agency (USEPA) Method 8015B and TPH as gasoline and VOCs by
USEPA Method 8260B.

Six soil borings were drilled at the Site on February 19, 2020. The locations of the soil borings
were drilled in the locations proposed in the Work Plan. These locations were chosen relative to
the approximate location of the former dry cleaner and along the approximate location of an
abandoned sanitary sewer line. The soil boring locations are shown on Figures 4 and 5. Boring
IL-MW-1 was performed outside the approximate footprint of the former dry cleaner. Borings
SB-1 and SB-2 were performed inside the approximate footprint of the former dry cleaner.
Borings SB-3, SB-4, and SB-5 were drilled along the approximate location of an abandoned
sanitary sewer line.
Soil boring IL-MW-1 was hand augered to a depth of approximately 5 feet bgs to clear any
underground utilities. The borehole was then advanced to a depth of 40 feet bgs using a direct-
push, track-mounted Geoprobe 7822DT operated by Geo-Ex. The boring was further advanced
using a CME-55 truck-mounted drill rig utilizing 8-inch diameter hollow stem augers operated by
Geo-Ex. This boring was drilled to a depth of approximately 120 feet bgs for the purposes of
installing a monitoring well. Soil borings SB-1 through SB-5 were hand augered to a depth of
approximately 3.5 to 5 feet bgs due to refusal of cemented soils. These borings were further
advanced with a direct-push, track-mounted Geoprobe 7822DT operated by Geo-Ex. Soil
borings SB-1 and SB-2 were advanced to 40 feet bgs. Soil borings SB-3, SB-4, and SB-5 were
advanced to a depth of 10 feet bgs pursuant to the Work Plan. Boring logs and well
construction details are included as Appendix C.
The soil boring locations were surveyed by Morrow Surveying on February 24, 2020. Soil boring
survey coordinates are presented in Table 2.
Soil samples were collected in 5-foot intervals from a depth of 5 feet bgs to a depth of 40 feet
bgs at locations IL-MW-1, SB-1, and SB-2. Soil samples were collected at depths of 5 and 10
feet bgs in soil borings SB-3 through SB-5. Samples were collected in 1.25-inch OD acrylic
sampling tube. The 5-foot samples were collected, capped, and stored until the entire boring
was completed. Upon completion of the boring, samples were split open and photo ionization
detector (PID) readings of the soil were recorded. The soils were also logged in accordance
with the Unified Soil Classification System (USCS) and recorded by a Kleinfelder staff engineer.
Based on the PID readings, two samples were retained from each soil boring and submitted for
laboratory analytical testing.
All soil cuttings produced during the drilling and sampling of the soil borings were placed in
labeled 55-gallon drums and staged on Site for analytical testing and future disposal. Soil
borings SB-1 through SB-5 were backfilled with a neat cement grout via tremie pipe to the
ground surface in accordance with City of Fresno.
The soil samples were submitted to APPL Labs of Clovis, California for analysis of total
petroleum hydrocarbon (TPH) diesel and motor oil by USEPA Method 8015B, TPH gasoline by
USEPA Method 8260B Modified, and VOCs by USEPA Method 8260B.

To evaluate impacts to shallow soil gas, six VMPs (VMP-1 through VMP-6) were installed and
sampled. VMPs were installed on February 19, 2020. VMPs were sampled on February 24 and
25, 2020. VMP samples were analyzed for VOCs by USEPA Method TO-15 and for helium (leak
check) using the Modified ASTM D-1946 method.
Nine VMP samples were collected at six total locations at the Site on February 24 and 25, 2020.
The locations were chosen based on the proposed locations in the Work Plan. Locations VMP-
1, VMP-2, VMP-5, and VMP-6 were outside of the approximate footprint of the former dry
cleaner. Locations VMP-3 and VMP-4 are inside of the approximate footprint of the former dry
cleaner. VMP locations are shown in Figures 6 through 9.
Sample depth rationale for the VMP samples are stated below. Due to the encountered hardpan
layer from approximately four to 12 feet, depths of the vapor monitoring points were modified
from the proposed depths in the Work Plan.
• Dual completion sample points were installed at VMP-1, VMP-2, VMP-4, and VMP-6 at
depths above 5 feet bgs (shallow) and at approximately 15 feet bgs (deep). The shallow
sample was placed above 5 feet bgs in these locations due to cemented soils,
“hardpan,” from a depth of approximately 5 to 10 feet bgs. The deep soil vapor probes
were installed at approximately 15 feet bgs or refusal. VMP-4 was moved from the
proposed location in the Work Plan, slightly to the east, to align with the impacts to soil
observed in SB-2.
• Sample points below 5 feet bgs were not installed at VMP-3 and VMP-5 due to low PID
readings from nearby soil borings.
The VMP soil borings were installed using a Geoprobe 7822DT, operated by Geo-Ex.
Stainless steel mesh screens measuring ½” OD x ½” long were installed at shallow depths
ranging from approximately 3.25 to 4.75 feet bgs at each of the six VMP locations and deep
depths ranging from approximately 14.5 to 15.5 feet bgs at locations VMP-1, VMP-2, VMP-4,
and VMP-6. The screens were compression fit to nylaflow tubing (¼” O.D. x 0.17” ID), extending
above the ground surface. The above ground tubing was coiled up and the hole was completed
in a 6” diameter hole filled with sand from 0 to 6 inches bgs. A new compression plastic valve
and hose barb assembly was fitted to each VMP to facilitate later sampling. The VMP
construction details are presented on the boring logs provided in Appendix C. The VMPs were
left in place for future sample.
The VMP locations were surveyed by Morrow Surveying on February 24, 2020. Survey
coordinates and elevations are presented in Table 2.
Soil vapor samples were collected from the VMPs pursuant to the Advisory – Active Soil Gas
Investigations (California Environmental Protection Agency [Cal/EPA] et al, 2015), a minimum of
48-hours after installation. Sampling was performed by Confluence Environmental on February
24 and 25, 2020. All VMP locations were purged prior to sampling from approximately 8
minutes to 18 minutes depending on the VMP construction details. at a flow rate of
approximately 150 to 200 milliliters per minute (mL/min). Once purged, a one-liter Summa
canister was connected to a flow regulator in order to collect the vapor samples. A shut-in test
was performed to detect any leaks in the sampling set-up and was performed for approximately
one minute. Additionally, a helium shroud was placed over the entire sampling set up and a
helium monitor was continuously run during the sampling process to detect any additional leaks.
Sample times consisted of approximately 5 minutes to collect the vapor samples. The samples
were collected at a rate of 200 mL/min, which reduced the Summa canister pressures from
approximately -27.5 to -30 millimeters of mercury (mmHg) down to -4.9 to -6 mmHg. Soil Vapor
field data sheets are included as Appendix D.
The VMP samples was submitted to Eurofins Air Toxics of Folsom, California for analysis of
VOCs by USEPA Method TO-15.

Analytical results for groundwater, soil, and soil vapor samples are discussed in the subsections
below. Soil and soil vapor results were compared to Department of Toxic Substance Control
(DTSC) Screening Levels (DTSC-SLs) (DTSC, 2019). If there was no DTSC SL for that analyte,
it was then compared to USEPA Screening Levels (USEPA RSLs) (USEPA, 2019).
Groundwater results were compared to California Health & Safety Code §116365 Maximum
Contaminant Levels (MCLs). If there was not a California MCL for that analyte, it was then
compared to San Francisco Board Regional Water Quality Control Board (SFBRWQCB)
Environmental Screening Levels (ESLs) (SFBRWQCB, 2019).
Groundwater elevations are presented in Table 2 and shown on Figure 10. Groundwater flow
direction is generally to the north/northeast. The groundwater flow direction appears consistent
with historical flow directions for the adjacent Valley Gas facility.
The groundwater analytical laboratory results from 1L-MW-1 are summarized in Table 3.
Historic and current groundwater data at and around the Site are presented in Figures 2 and 3.
Gasoline was reported at a concentration of 29,000 micrograms per liter (µg/L), which is above
the SFBRWQCB screening level of 760 micrograms per liter (µg/L) for gasoline. However, the
laboratory technician noted that chromatogram of this sample was mainly a dominant peak,
which is not indicative of petroleum hydrocarbons.
Benzene was detected at a concentration on 62 µg/L, which is above the MCL of 1.0 µg/L for
benzene. Methyl tertiary butyl ether (MTBE) was detected at a concentration of 37,000 µg/L,
which is above the MCL of 13 µg/L for MTBE. Xylenes was detected at a concentration of 300
µg/L, which is above the SFBRWQCB ESL of 20 µg/L for xylenes.
The analytical laboratory results for the soil samples are summarized in Tables 4 and 5. Table 4
includes the analytical results for TPH and Table 5 includes the analytical results for VOCs. Soil
sample results are also presented on Figures 4 and 5. Figure 4 presents TPH analytical results
and Figure 5 presents VOC analytical results.
Gasoline was detected in SB-2-25 and SB-2-30 at concentrations of 6,900,000 µg/kg and
2,800,000 µg/kg, respectively. These detections exceed the USEPA RSLs of 520,000 µg/kg and
82,000 for µg/kg for either aliphatic or aromatic fractions of gasoline. However, the laboratory
technician noted that chromatogram of this sample was mainly a dominant peak, which is not
indicative of petroleum hydrocarbons.
Diesel was detected in SB-2-25 and SB-2-30 at concentrations of 2,600,000 µg/kg and 280,000
µg/kg, respectively. These detections exceed the USEPA RSLs of 96,000 µg/kg and 97,000
µg/kg for either aliphatic or aromatic fractions of diesel. However, the laboratory technician
noted that the chromatogram of these samples were mainly lower boiling hydrocarbons.
Ethyl benzene was detected in SB-2-25 and SB-2-30 at concentrations of 43 µg/kg and 81
µg/kg, respectively. These detections do not exceed the USEPA RSL of 5,800 µg/kg for ethyl
benzene.
N-propylbenzene was detected in SB-2-25 and SB-2-30 at concentrations of 13,000 µg/kg and
1,800 µg/kg, respectively. These detections do not exceed the USEPA RSL of 3,800,000 µg/kg
for N-propylbenzene.
Toluene was detected in SB-2-30 at an estimated concentration of 1.2 J µg/kg, which does not
exceed the DTSC-SL of 1,100,000 µg/kg for toluene.
Xylenes were detected in SB-2-25 and SB-2-30 at concentrations of 3,400 µg/kg and 600 µg/kg,
respectively. These detections do not exceed the USEPA RSL of 580,000 µg/kg for xylenes.
The analytical laboratory results for the soil vapor samples are summarized in Table 6. VMP
results are presented on Figures 6 through 9. Results for shallow soil samples (5 feet or less)
are presented on Figures 6 and 7. Results for the deep soil samples (approximately 15 feet bgs)
are presented on Figures 8 and 9.
Ethyl benzene was detected in VMP-6-15’ at a concentration of 280 µg/m3, which exceeds the
USEPA RSL of 22 µg/m3.
Hexane was detected in VMP-2-14’8” at a concentration of 5.4 µg/m3, which exceeds the
USEPA RSL of 0.033 µg/m3.
Carbon disulfide was detected in VMP-6-15’ at a concentration of 26 µg/m3, which exceeds the
USEPA RSL of 22 µg/m3 for carbon disulfide.
Hexane, cyclohexane, and toluene were detected in at least one other VMP sample below their
respective DTSC-SL or USEPA RSL. Heptane was detected in one sample VMP below its
USEPA RSL. Ethanol and 4-ethyltoluene were detected in two VMP samples each, but neither
has been assigned a DTSC-SL or USEPA RSL.
Used disposable personal protective equipment (PPE) and other disposable equipment was
placed into plastic trash bags and disposed of in a municipal refuse dumpster for ultimate
disposal at a municipal landfill. Investigation derived waste (IDW) including soil cuttings, purge
water, and decontamination water has been profiled, placed in sealed, labeled 55-gallon drums,
and will be disposed of as non-hazardous waste at Instrat, Inc.

• Site shallow lithology is generally underline by Silty Sands, Silts, and Clays. An
approximate eight-foot-thick variable hard pan layer exists across the Site from generally
from four feet bgs to 12 feet bgs.
• The highest impacts to soil and soil vapor appear to be below the hard pan layer.
• The analytical results from soil, soil vapor, and groundwater samples indicate the Site is
impacted with petroleum hydrocarbons and low concentrations of chlorinated solvents.
• In general, the highest impacts to soil and vapor samples appear to be at the east side
of the former footprint of the drycleaner, at a location that would have been the rear of
the former building. Additionally, although some samples in this area are below
laboratory reporting limits, those samples exhibit elevated detection limits.
• Deep soils and groundwater may be impacted directly under the Community Center
building. These deeper impacts may be impacting indoor air quality within the
Community Center building.
• Compounds of potential concern (COPCs) were detected in groundwater, soil, and soil
vapor above their respective DTSL-SLs, USEPA RSLs, and/or SFBRWQCB ESLs.
• Based on the findings, a specific source for chlorinated solvents near the Former
Imperial Laundry has not been identified. Impacts identified from the former dry cleaner
may be from historic Stoddard Solvent use.

Based on the results of the investigation the following recommendations are proposed as the
next steps:
• Collect groundwater samples from IL-MW-1 and the Valley Gas facility monitoring well
network and analyze for an expanded list of VOCs.
A meeting between the City of Fresno, RWQCB, and Consultant should occur to discuss a long-
term strategy and future action for the Site.

concerns, or to eliminate the possibility of other environmental problems. Within current
technology, no level of assessment can show conclusively that a property or its structures are
completely free of hazardous substances. Therefore, Kleinfelder cannot offer a certification that
the property is free of environmental liability. Kleinfelder will assume no responsibility or liability
whatsoever for any claim, loss of property value, damage, or injury which results from pre-
existing hazardous materials being encountered or present on the project site, or from the
discovery of such hazardous materials.
Kleinfelder offers various levels of investigative and engineering services to suit the varying
needs of different clients. It should be recognized that definition and evaluation of geologic and
environmental conditions are a difficult and inexact science. Judgments leading to conclusions
and recommendations are generally made with incomplete knowledge of the subsurface
conditions present due to the limitations of data from field studies. Although risk can never be
eliminated, more-detailed and extensive studies yield more information, which may help
understand and manage the level of risk. Since detailed study and analysis involves greater
expense, our clients participate in determining levels of service that provide adequate
information for their purposes at acceptable levels of risk. More extensive studies, including
subsurface studies or field tests, should be performed to reduce uncertainties. Acceptance of
