CERTIFICATION

This is to certify that the items/articles stated in the PR No. 111-22 B dated
06-25-2020 was procured through shopping due to the following reasons/s:
1. That the Secretariat/XXX Office received through e-mail from XXX Office
on June 25, 2020 the Notice of meeting for the 2 nd quarter set on June 26,
2020;

2. That by reason of constraint of time and in view of the existing CoVID-19

pandemic, emergency purchase of said articles is called for in the
attached purchase request.

3. That the delay in the acquisition of said articles would have resulted in
the delay of the delivery of legal services to the public which covers the
conduct of the quarterly Joint Meeting.

4. That the canvass was made and the herein prices were the lowest in the
locality and considered reasonable.

5. That said services was made in conformity with the Rep. Act 9184
otherwise known as the Government Procurement Reform Act Sec. 52
thereof when there is an unforeseen contingency requiring immediate
purchase service in relation to and 54.2 item number (2) for ABC above
Php 50,000.00.
