STANDSTILL OF OPERATIONS IN THE


MOVEMENT AREA PROCEDURE (PPOAM)
CRITERIA FOR APPLICATION AND CANCELLATION
Phase I: When RVR is less than 800m, warning on operations.
Phase II: When RVR is less than 550m, restrictions on operations, landings
are not allowed. (PPOAM 550)
Phase III: When RVR is less than 400m, standstill of operations.
Phase IV: When RVR is equal to or more than 400m, resumption of restricted
operations, landings are not allowed.
Phase V: When RVR is equal to or more than 550m with strong improvement
tendency, cancellation of standstill procedure of operation in the
movement area. (PPOAM)
UNCERTAINTY REGARDING THE POSITION ON THE MANEUVERING AREA
When in doubt about the position of the ACFT with regard to the maneuvering area:
- if pilot recognized that the ACFT is not on the RWY, immediately shall stop the
ACFT and report this event to ATC (including the last known position).
- if pilot recognized that the ACFT is on a RWY, immediately shall notify ATC
(including the last known position), evacuate the RWY, as soon as possible,
if a proper nearby TWY can be located, unless ATC indicates otherwise; and
then shall stop the ACFT.
FAILURE OF AN ACFT
Notify the situation to ATC and await the arrival of assistance. In case that
the ACFT is on a RWY, if possible and unless ATC indicates otherwise,
pilot shall evacuate the RWY.

LOSS OF VISUAL CONTACT BETWEEN TRAFFICS


In case of lost of visual contact with another ACFT or a vehicle with which
separation is maintained, ATC shall be informed immediately and the
ACFT shall stop.
COMMUNICATIONS FAILURE
Arriving ACFT: if the ACFT has just landed, it shall maintain position when
leaving the RWY and wait for the arrival of an assistance vehicle.

Departing ACFT: ACFT shall continue by the assigned route and stop at the
limit of the ATC clearance, taking extreme caution, where it shall maintain
position and wait for the arrival of an assistance vehicle.

If the ACFT has a taxiing ATC clearance already, it shall continue by the
assigned route to the limit of such authorization, taking extreme caution,
where it shall maintain position and wait for the arrival of an assistance vehicle.

OPERATIONS OF ACFT WITH CODE LETTER D


ACFT are allowed to operate provided they have received previous
authorization from the APT.

Restrictions:
- As there is a distance of less than 15'/4.5m between the outer wheel of the main
landing gear and the edge of the TWY, movement of ACFT with code letter D
should be performed with an "oversteer" maneuver when turning into
the intersection of TWY A with the RWY.
- CEOPS will require the pilot to use minimum power to perform the exit turn
out of the parking position.

DE-ICING
The supplier handling agent will request authorization from operations.
Parking position 4 is allocated for carrying out ACFT de-icing operations. The
maximum wingspan ACFT that may use parking position 4 for de-icing is a ATR-42.

In the event that the PPOAM applies and it is necessary to speed up the
de-icing maneuver, authorization for the use parking position 2 will be given
as an exception for carrying out the de-icing.
The maximum wingspan ACFT that may use the parking position 2 for
de-icing is a CRJ-900.
