This manual, of Standing Operational Procedures (SOP) are made especially for BH
Defense security personnel only. It is for official use and is classified.

Intent: The Intent of these SOPs is to establish the company policy and the
procedures for employs of BH Defense about their professional duties and
the code of conduct. These SOPs are the main Guidelines and the changes
could be done only in the situation where it is necessary. They include all
personnel of BH Defense security and service support and they make
required that all employs of the company follow them. Braking the standards
and rules which are given by these SOPs may cause disciplinary punishment
up to termination of contract. These SOPs must provide the security for BH
Defense personnel same way like the security and safety for the clients of
the company. And coming from the high sensitivity of our mission all
personnel are required to maintain high professionalism, unity and good
appearance and attitude.

1. If the president of the company is not available then the Security and
Operations Manager is in charge on ground.

2. If both of them are not available the Logistics Manager is conducting


these duties.

B. BH Defense security personnel duties and responsibilities:

1. BH Defense Security and Operations Manager (SOM) is responsible for


command and control of the security personnel of the company. About

establishing general rules of their behavior and code of conduct and


enforcing of following those rules by the personnel. About gathering of
the Intel and establishing the procedures of getting this information. He is
responsible for training and combat readiness of all elements, including
subjects such as are not only live fire training and kind of operations
conducted in the theatre of operations(convoy escort, security, PSD), but
also first aid, OPSEC and Risk Assessment, which are essential for
security personnel. He commands and coordinates different PSD/Convoy
teams and static security elements, supervises all security projects and
operations conducted by the company, including assessment, dictating
the rules and the policy for security, and establishing SOPs which will be
guidelines for all team and element leaders. He approves all shift
schedules static security plans. He is responsible for the planning and the
control of the executing of the operations. He is under direct order of the
president of the company.

2. The Team Leaders are responsible for command and control of their
teams under the supervising of Security and Operations Manager, they
assist him in enforcing all the rules, SOPs and company polices while
conducting their duties. They assist the Security and Operations Manager
in training, planning and are responsible for proper executing of the
operations according to the company policy. They are under direct order
of the President of the company (first priority) and the Security and
Operations Manager. They are responsible for moral and discipline in their
teams, combat readiness and for the control of the weapons and
equipment. They have under strict control the use and the maintenance
of the company owned vehicles and sensitive items.

3. The shift/squad leaders are responsible for submitting the orders and the
information to the shifts/squads and following those orders. They check
daily work schedules and control executing them. They are under order of
the Team/Element leaders and or Security and Operations Manager.

4. The security personnel are responsible for following their orders and
executing all the rules and company policies. They are responsible for
their weapons and equipment which have been issued them by the
company, about their cleaning and proper maintenance. They are
responsible for the security of the clients if they are employed as a PSD,
and for the protection of their guard posts if employed as a static
Security.

5. Convoy Escort element drivers beside the regular duties are responsible
for their vehicles, on time checks before and after using them, regular
maintenance and reporting the problems in time if there are any.

C. General Dress Code:

1. All personel is requred to keep acurate and profesional apearance.

2. The clothes are required to be clened and if possible ironed all the time.

3. The daily dress code is the cargo style pants and polo style Tshirt or
Shirt, and for PSD elements the flight suits with the equipment.

4. The PSD element if nesessary must follow the requirments of the


clients while acompaning them on the meetings.

5. For the feet are allowed the combat boots or hiking shoes, no multi
coloured sport shoes.

6. The local national garments are allowed to be used for disguising and
comflage while operating low profile but in proper way without anyway
insulting the local population. Doing that is required if all the equiment
and weapons are hidden the way they couldn’t be seen outside of the
vehicles.

7. The suits with the shirt and ties could be woren if escorting the
president of the company or clients to very important meetings where
the given dress code for everybody is requred.

D. Appearance

1. Haircuts must be properly groomed and maintained, professional


appearance is to be adheared at all times. No outlandish hairstyles,
which would include spyked, multicoloured hair or anything that would
attract attention to the person.

2. The beard and mustaches are allowed but must be groomed and
maintained at all times. There will be no allowable exeptions to this rule,
maintaining low profile is madatory. No facial hair that would attract
unwanted attention to the person is allowed.

3. Caps or boony hats are alowable for use as a protection device from the
sun, multi coloured head covers that stand out will not be authorised to
wear.

4. Jewelry such as wedding rings, watches, crosses etc. are allowed,


nothing else should be worn.

E. Professional conduct;

1. A professional attitude will always be mandatory towards clients, fellow


team members and any other personnel.

2. Team members must always address the client as SIR or MAM or with
their proper title or rank if known.

3. All team members must show the same respect and politeness to their
colleagues and counterparts and to the local population.

4. Use of foul language such as swearing and a disrespectful tone while


talking to the clients, military personnel, government officials, with other
employs or to the local population will not be tolerated. This also includes
improper body language.

5. There will be a zero tolerance for being disrespectful to ones religion or


creed, color and beliefs.

6. The team members must always be ready to help and never show
arrogance to anybody around.

F. Weapons policy;

BH Defense security personnel will be issued fully automatik weapons and


pistols. The permit to carry and to use these weapons will be given by the

company management only and aproved by local authorities and Ministry of


Interior with the appropriate weapons card. Any and all eqipment, including
weapons and ammunition, issued to the security personnel, is the property of
BH Defense and will be returned upon going on R&R or leaving the company.
No private weapons will be carried or used on missions.

1. Rules for carieng weapons:

a. Issued pistol will always be carried in apropriate holster, the weapon


must be secured in the holster and the holster has to be atached to
the body or personal equipment.

b. Issued rifle will be always carried with appropriate sling and secured
to the body or to the personal equipment.

c. It is strictly forbiden to leave the weapon unattended. If the person is


not carieing the weapon at the moment than it must be locked in
secured location or have a guard watching it.

d. The ammunition will be caried in magazines with appropriate pouches


on the tactical wests and rigs.

e. By any short range mission a full basic load of ammo will be carried
by each team member which is ten 30 round magazines for PSD.

f. On the long range missions the amount of ammo will be decided by


the convoy leader.

g. While conducting static guard duty full basic load ammo will be carried
by each guard which is three 30 round magazines.

h. The weapon wil be only locked and loaded on team leaders order or
according the actual weapons status.

2. Weapons maintenance and cleaning:

a. Any and all weapons and equipment issued by BH Defense will be


appropriately maintained to company specifications and weapons
manuals.

b. Any new security personnel will be required to attend a weapons


class.

c. Any and all weapons issued to the security personnel must be field
stripped and cleaned at least once a week and after every use.

3. Negligent discharge:

a. Proper weapon safety will be maintained at all times. Weapons status


for the BH Defense security personnel must be set according the
SOPs and the THREATCON.

b. Proper muzzle discipline will be adhered to at all times, this means


keeping the muzzle of the weapon always in safe direction while not
engaging a threat.

c. While in the process of clearing your weapon, the muzzle will always
be pointed in safe direction and you will make sure that the chamber is
empty.

d. Failure to follow proper weapons safety will be punished with deduction


in up to 15% and or termination of contract depending on the severity
of the incident

G. Rules for wearing Individual Protective Equipment IPE

1. Definition
A. IPE. Individual Protective Equipment

I. Body armor with 2 cevlar plates – front and rear.

II. Kevlar helmet.

B. Weapons Status:

- GREEN no magazine attached, chamber is empty, weapon on safe;


- AMBER magazine attached chamber is empty, weapon on safe;
- RED magazine attached, round chambered, weapon on safe;

Note: weapon will be put off safe right before the engagement of the
threat

C. THREATCON – threat condition / FPCON – Force protection condition;

a. Alfa –no IPE required, weapon on green;


b. Bravo – IPE must be close to hand, weapon on green;
c. Charley – IPE is required while moving outside of protected
compound, weapon on Green;
d. Delta – IPE is required, weapon on amber;

Note: While moving outside of protected areas (IZ, VBC or US military


FOBs) IPE is required and weapon red.

BH Defense is coordinating with the multinational coalition operations center to


get the actual THREATCONs in different areas of operations and give proper
updates to the security personnel;

2. Company issued IPE:

a. BH Defense security personnel, the company HQ and technical


and admin personnel will get issued individual body armor and
Kevlar helmet (if necessary). The Body armor must always have
two protective plates front and rear and is strictly forbidden to
take them out to make the body armor lighter. When necessary,
according the THREATCON, the given personnel will be required to
carry the Kevlar helmets.

b. All issued IPE is BH Defense property and will remain so. It will
be returned to company upon going on R&R or leaving the
company.

3. The rules for wearing IPE:

a. All BH Defense personnel is required to wear at least body armor


with two protective plates while moving outside the protected areas.

b. All BH Defense personnel is required to wear at least body armor


with two protective plates when THREATCON is raised to Charley or
Delta.

c. All BH Defense personnel is required to wear at least body armor


with two protective plates when there is any kind of attack at the
compound or their current location.

d. All BH Defense personnel is required to wear at least body armor


with two protective plates when they are ordered from their team
leaders or supervisors.

e. All BH Defense personnel is required to have their IPE close at hand


when they have left their compound but are still in protected area.

H. Drug and alcohol policies

1. Drug use:

The use of narcotics of any kind, whether it be distributing, selling or


personal use will not be tolerated and immediate termination of contract will
take place.
a. BH Defense has the right to do random drug testing of all
personnel at any time.

b. Refusal of any drug testing will cause immediate termination of


contract.

2. Use of Alcohol:

a. General use of alcohol by BH Defense personnel is restricted.

b. BH Defense security personnel must understand that they are in a


combat zone 24/7 and can be called to duty at any time.

c. BH Defense personnel are allowed to drink alcohol only on special


occasions when they are not on duty, do not have any kind of duty
next 8 hours and they are allowed to do that by the president of the
company or his executive officer, in their compound only or on the
locations where it is allowed.

d. The PSD team members are only allowed to consume alcohol upon
authorization by the president of the company or his executive
officer.

e. Violation of the above stated rules and regulations will be


dealt with immediately. Disciplinary actions can include up
to the following punishments:
I. Verbal warning;
II. One time reduction in pay up to 15%;
III. Termination of contract;

Note: Repeating offenders contract will be immediately canceled

I. The conflict of interests;

1. Team members must be always polite and show professional attitude to


the persons they are dealing with and shouldn’t object and discuss the
details of the mission.

2. BH Defense personnel should not take part in any kind of political or


financial agreements which will oppose the company interests.
The restrictions are as follows:

a. Political involvement in government affairs.

b. Taking part or any kind of involvement in local election process.

c. Taking part or any kind of involvement in political demonstrations,


pro or anti governmental movements.

d. Private use of any kind of information observed while duties.

e. Restricted is any kind of actions, business against the company


interests.

f. For BH Defense personnel it is against company policy while


working for BH Defense to take any other employment, no matter
what employment opportunity arises or is offered. This includes full
time or part time employment with any other company which is
partnered with or in no contract status to BH Defense. Such action
can be performed only if assigned by BH Defense management.

g. For BH Defense personnel it is restricted to speak in the name of


the Company or to try to influence the company decisions in any
way by lobbying on his own behalf, including any and all family
interests while doing business with the negotiating company.

h. It is against BH Defense policy to accept any form of gratuity and


or gift of any kind by a client or potential client. All gifts received
must be returned with the letter stating that such actions are not
allowed by the company policy.

i. It is against BH Defense policy that any employee of the Company


is prohibited in spending any social time with the clients unless
otherwise authorized by management.

j. Personal relationships of BH Defense employees with any of the


clients should not cause conflicts of interests or have any influence
on the company business.

k. While working for BH Defense all employees will not pursue any
other personnel business opportunities.

l. Company personnel are restricted to having any involvement of any


kind with outside businesses for personal financial gain, which are
against by the company policy or local and multinational coalition
rules and laws.

m. BH Defense will not be involved in any illegal activities or


business, which includes dealing with illegal weapons, ammo and
explosives.

n. All personnel are required to use their chain of command if there


are any questions or doubts, to make them clear;

J. BH Defense property and equipment;

1. Any equipment, weapons, ammunition and accessories issued by BH


Defense is the property of the company and must be handled as such.

2. The exploitation and the maintenance of all issued equipment must be


maintained according the standing rules and manuals.

3. All BH Defense issued equipment will be properly secured to prevent


theft and or possible loss.

4. All issued equipment can be used for business purposes only.

5. All issued equipment must be accounted for, every week under the
supervision of the team leader, supervisor or management.

6. It is unlawful to improperly use, sell or trade any equipment belonging


to BH Defense and will be punishable by termination of contract with the
company.

K. Combat readiness (training level)

1. All BH Defense security personnel must continually train to improve


their, skill level and combat readiness according to their duties and
assigned tasks.

2. All BH Defense security personnel must take part in any preplanned


training exercises and classes under the guidance of their leaders and
Security and Operations Manager.

3. All BH Defense security personnel must improve their physical fitness


which is essential to conduct their daily duties as a PSD or static security
element.

L. Sexual harassment:

1. Policy of BH Defense is to create a professional environment for all


company employees male and female where will be zero tolerance to
sexual harassment.

2. All BH Defense employees are required to follow these rules. Violation of


the above stated will be dealt with immediate termination of contract.

M. E-mail/Internet Procedures;

1. All company owned computers, E-mail accounts, web pages and voice
mail systems are for official use only.

2. MWR system is provided by the company for personal use. Any kind of
web pages of sexual or any other content which could be in any way
insulting other employees, male or female is restricted.

3. All messages by the electronic mail systems or information in company


owned computers and any company information downloaded to private
computers is the property of BH Defense.

4. BH Defense is allowed to revue any information on company computers


whether be E-mail, downloads or correspondence via the company
computers and accounts.

5. If company suspects any illegal activities being performed using


employees personal computers and or E-mail accounts, BH Defense has
the right to investigate suspected illegal activity. The employees under
investigation must submit all needed passwords on their computers and
or E-mail accounts and assist in any way during the investigation. Such
actions will be taken if suspected person is violating international or local
laws, multinational coalition rules or company policies or is conducting
industrial espionage

N. Classified information;

1. The BH Defense personnel is required that all confidential or classified


information that they come in contact with, while in performance of their
duties, will not be discussed and or written about.

2. Classified information is as follows: company SOPs, incoming Intel,


training schedules and materials, information about the clients and the

partners the company works with, company operation’s plans and


schedules, multinational coalition operation’s plans and schedules.

3. The employees must always be aware of their surroundings, where and


with whom they are talking about their duties and business. It is strictly
forbidden to talk about classified information on open channels or in
public areas.

4. Family members of the employees are not allowed to discuss in public or


publish any information related to the duties and business of their family
members which are employed by BH Defense.

5. Publishing any company related classified information will only be granted


after getting permission from the BH Defense management.

O. Operational Security (OPSEC);

To maintain high level of security and safety for BH Defense personnel the
following OPSEC policy have been established:

1. Any information containning intel, routs, times, mission planning elements


and e.t.c. will be clasified as confidential//official use only.

2. Clasified information is the property of BH Defense and can be used only


by company personnel for official business.

3. The classified information cannot be discussed or brought out of the


company, without the need and official permit by the company
management.

4. Any and all classified documents must be concealed at all times or carried
with a special folder and will be secured by BH Defense security personnel
5. Any and all classified documents which are not in use must be secured in
the safe location.

6. Any and all classified information which is out of date must be destroyed in
a secured manner, deleted, shredded or burned.

7. The following OPSEC procedures must be adhered to while using the radio
or cell phone.

8. Any radio and cell phone communications used by the BH Defense


personnel are considered to be non secured line. Conversations which
contain information about missions, movements, times, planning,
evacuation routs, security, or any kind of counter actions related to
ongoing events are strictly prohibited. Coded signals or words can be used
for any conversations of exchanging the classified data.

9. It is strictly forbidden to talk about any BH Defense operations and


missions to family and friends.

10. Any and all printout materials, maps, overlays and photos, used for mission
analyzes and planning, is considered as classified information.

11. Any and all information stored in the TOC computers while analyzing and
planning the missions, will be considered as classified.

12. All classified information must be stored on the secured hard drive which
must be locked in the safe while not in use. While working with this
information the computer must be disconnected from internet or local
connections.

13. The Security and Operations Manager is responsible for storing classified
information or destroying it if no longer in use.

14. Any and all information that must be disclosed will be handled by the
company president only.

15. In case of a security breach of company classified information a report


must be submitted immediately to company management

P. The rules for use of force, rules of engagement;

Complete BH Defense personnel who are authorized to carry the weapons, has to
read and aknowledge the rules for use of force and the rules of engagement to
avoid any complications while conducting their duties. Use of forse is defined as
a respond to an atack using phisical harm which is nessesary to cover and safely
evacuate client or to safeguard and defend yourself, team members and other

persons from the threat which we reasonably beleive will cause death or serious
bodily harm.

Used force can be lethal or non lethal.

Deadly force is that force which a person uses which would create a substential
risk of causing death or seriouse bodyly harm to the threat. It will only be used by
necessity, when we are facing the direct and immediate lethal threat or serious
injuries to the client or the fellow team members. Here can be used the issued
firearm with the aimed shot into the threat.

Note: The level of force will always be the minimum which will guarantee
to neutralize the attacker or the threat.

Nonlethal force is defined as use of force using physical strength, martial arts or
any other self defense techniques which are not lethal. Here can be used pepper
sprays, stun guns, batons and any other nonlethal weapons.

Note: we might not have time to make the warning shot, as a PSD team
members, our main mission is to safeguard the client’s life.

BH Defense security personnel are authorized to possess their issued firearms


with appropriate weapons card and issued MNF-I badge, and to use them if they
face direct and immediate threat to the person under their protection, or
themselves and their fellow team members.

The Rules for the Use of Force are set by the MNF-I HQ according to the
international lows and are defined in the document below issued by the US Central
Command and the Multinational Coalition Headquarters.

Rules for the Use of Force by Contracted Security in Iraq

Nothing in these rules limits your inherent right to take action necessary
to defend yourself!

1. Contractors: Are noncombatants, you may not engage in offensive


operations with Coalition Forces. You always retain your ability to exercise
self-defense against hostile acts or demonstrated hostile intent.

2. Contracted Security Forces: Cooperate with Coalition and Iraqi


Police/Security Forces and comply with theatre force protection policies. Do
not avoid or run from Coalition or Iraqi Police/Security Force checkpoints. If
authorized to carry the weapons do not aim them at Coalition or Iraqi
Police/Security Forces.

3. Use of deadly Force: Deadly force is that force which one reasonably
believes will cause death or serious bodily harm. You may use Necessary
Force, up to and including deadly force, against persons in following
circumstances:

a. In self-defense;

b. In defense of facilities and persons as specified in your


contract;

c. To prevent life threatening offense against civilians;

d. In defense of Coalition owned property as specified in your


contract;

4. Graduated Force: You will use a reasonable amount of force necessary.


The following are some techniques you can use, if their use will
unnecessarily endanger you or others:

a. Shout: Verbal warnings to HALT in native language.


(AWGAF TE-RA ARMEE=Stop or I will shoot)
(ERMY SE-LA-HACK=Drop your weapon)

b. Show: Demonstrate your weapon and intent to use it.

c. Shoot: To remove threat only when necessary.

5. If you must fire your weapon:

a. Fire only aimed shots.

b. Fire with due regards to the innocent bystanders.

c. Immediately report the incident and request assistance.

6. Civilians: Treat civilians with dignity and respect.

a. Make every effort to avoid civilian casualties.

b. You may stop, detain, search and disarm civilian persons, if


required for your safety or if specified in your contract.

c. Civilians will be treated humanely.

d. Detained civilians will be turned over to Iraqi Police/Security or


Coalition Forces as soon as possible.

7. Weapons possession and use: Possession and use of weapons must be


authorized by USSENTCOM and Iraqi MOI and must be specified in your
contract.

a. You must carry proof of weapons authorization.

b. You will maintain a current weapons training record.

c. You may possess and use only those weapons and ammunition
for which you are qualified and approved.

d. You may not join Coalition Forces combat operations.

e. You must follow Coalition weapons condition rules for loading


and clearing.

NOTE: I understand the RUF, the difference between the RUF and the
Rules of Engagement (ROE), and the Law of Armed Conflict (LOAC), and
that the use of a firearm creates a potential for criminal and civil liability
under US/Host-nation laws.
