EXECUTIVE SUMMARY
(Request for Approval of Work Suspension Order - W.S.O. No. 01)
Relative to this, the Project Engineer in its report dated March 21, 2017, detailed that
the affected stakeholders did not allow the entry of the contractor to work in their
respective area. He added that these stakeholders even refuse to sign the Permit to
Enter issued to them in relation to the Project.
The Project Engineer also recommended for the suspension of works pending the
resolution of the RROW problem at the project site.

9. Remarks:
9.1. The procuring entity shall have the authority to suspend the work
wholly or partly by written order for such period as may be deemed
necessary, there exist right-of-way problems which prohibit the contractor
from performing work in accordance with the approved construction
schedule. The contractor shall immediately comply with such order to
suspend the work wholly or partly.
9.2. The contractor or its duly authorized representative shall have the
right to suspend work operation on any or all projects/activities along the
critical path of activities after fifteen (15) calendar days from date of
receipt of written notice from the contractor to the district
engineer/regional director/consultant or equivalent official, as the case
may be, due to the following:

Based on the approved PERT/CPM Network Diagram, the items of Work within the
Critical Path that are affected by the suspension of works are; Item 102(2) –
Surplus Common Excavation; Item 103(3) – Foundation Fill; Item 104(1)a
- Embankment from Roadway Excavation (Common Soil); Item 404(1)a –
Reinforcing Steel Grade 40, Item 405(1)a2 – Structural Concrete Class A;
Item 506(1) – Stone Masonry.
