1.0 INTRODUCTION

2.0 Project Description


Mozambique LNG is a two-train, nominal 6.44 MTPA per train, LNG facility using APCI liquefaction
technology. Hydrocarbon condensate separated from the feed is processed and exported
separately.

The facility will be constructed at a remote coastal location in the Cabo Delgado province of
Mozambique.

The feed stream is fed to the LNG plant which comprises gas / liquid separation, gas treatment
(removal of acid gas, dehydration and mercury), heavy component (C5+) removal followed by gas
liquefaction, storage and export. Condensate stabilization and export facilities are also included.

Phase 1a of the project consists of the first two (2) LNG trains and relevant utilities.

AGGREKO MOCAMBIQUE LIMITADA have been requested to provide Site Temporary Electrical
Power Generation, under Contract No. 1319527 terms.

3.0 Document Purpose


This document describes the steps involved in laying Earth cable and driving the Earthing rods to
the ground for making and earthing mat

This method statement is a working document, and therefore may be amended as work proceeds
or on the request of CONTRACTOR.

All personnel involved with the work associated with this WMS will be required to read this & all
other related applicable WMS, to ensure they fully understand the work scope and their roles and
responsibilities.

5.0 RESOURCES

The following resources will be utilized by the AGGREKO / HUGHS Team in undertaking the work
covered by this method statement.

6.0 Personnel

This work is led by the Operation Supervisor and is based around 1 Operator and a 4-men team of
labour. OS & L must always be trained in every step of this work instruction and comply with PPE
and JHEA requirements.

8.0 SAFETY
 All personnel involved shall have the correct PPE for the task at hand. Supervision shall
ensure adequate PPE is available and monitor compliance in the field;

 Personnel shall always comply with Site PPE requirements, including as a minimum the
use of hardhat, safety boots, safety glasses, hi-visibility long sleeve clothing and safety
gloves (refer to glove matrix in JHEA template);
 GRIPS will help team understand their roles and what is planned. Ensure a clear pathway
for all vehicles for all offloading. Make sure you are clear with your instructions;
 A first response capability shall be maintained for first aid, basic firefighting and spill
response;
 Housekeeping standards shall always be maintained, and compliance monitored by
supervision;
 Personnel shall be made aware of designated muster points and Site emergency contacts,
and always VHF radio contact must be available from the work front to the Project control
room;
 SIMOPS planning, communication, barricading and signage shall be employed to ensure
only authorized personnel are present in the intended work area;
 Supervision and HSE personnel to ensure JHEAs are completed and capture all relevant
hazards and controls for the task, and that this is adequately communicated in the
language of all workers involved;
 At all times the AGGREKO/HUGHS Team shall comply with CONTRACTOR HSE
requirements, or as directed by CONTRACTOR or COMPANY personnel;
 No work shall be conducted by personnel unless they have provided a valid fitness for work
medical certificate and completed a CONTRACTOR Project Induction.

9.0 ENVIRONMENTAL

At AGGREKO/HUGHS, respect for the environment where we work is important. This means
protecting the environment by preventing or minimizing pollution, continually improving our
operations and processes and being a good neighbor to the communities where we operate.

transportation of equipment and movement of people.

 AGGREKO/HUGHS shall ensure adequate spill response is available on the work front as
per requirements the CONTRACTOR Emergency Response and Spill Prevention,
Countermeasures and Control Plans;
 Safety Data Sheets (SDSs) shall be provided to workers and CONTRACTOR Medical
Clinic for all hazardous chemicals used onsite;
 Investigate all environmental incidents and apply relevant learnings;
 Share knowledge through open communications on environmental improvements and
promote a learning culture;
 Deliver efficient business solutions that meet the needs of our customers.

THE SUCCESS OF THIS POLICY REQUIRES THE FULL INVOLVEMENT AND COMMITMENT
OF EVERYONE WORKING ON BEHALF OF AGGREKO.

The Group Head of HSE has responsibility for ensuring that the business maintains a
comprehensive management system that is routinely audited and provides assurance to the
Executive Committee and the Board. Our Health and Safety performance is reviewed regularly by
the AGGREKO Executive Committee and the Board.

10.0 MAIN STEPS

11.0 Planning

Review all the drawings and BOM associated with the Earth Mat Installation
Obtain tool reference points and on Datum Point from CCS JV
Obtain a signed Excavation Permit from CCS JV

12.0 Marking and Trenching

Using a fish line and line powder, mark on the site the location of the earth rod and the earth grid
as per the approved drawings for construction

Dig trench for laying the ground grid (bare cu earth cable), the width should be 0.5m wide and the
depth should be as per the design Drawing.

Trenching will be done by mechanical means (TLB)

Inspect the depth of the trench using a tape measure if the desired depth is reached.

Hold on for Inspection & issue Notice of Inspection (NOI) to CCSJV

13.0 Earth Rod Installation

 After excavation are done to depth of 0.50m, then we will install the 3m earth rods. The
earth rods will be driven in sections of 1.5m at a time, with a coupler to join the other 1.5m
for total of 3m as per drawing.
 The means of driving each 1.5m section earth rods will be by a mechanical impact tool.
 The earth rods will be spaced and installed according to the approved drawings for
construction.

14.0 Cable Laying/Earth Mat Construction

 The Earth Mat will be constructed in situ & will consist of bare copper cables & the earth
rods detailed in section 5.3.

 The cable drums will be mounted on a cable jacks, to roll out the cable.

 The continuous cable will be installed around the full earth mat perimeter & the intermittent
cables will also be placed as per drawing approved for construction

 At this point, inspections and earth resistance testing of each rod will be carried out before
connecting the rods to the grid. The tests will be witnessed by CCSJV & the test results will
be recorded in the construction drawings.

 All connections will be completed using bolted cable clamps. Connections within inspection
box will be completed using cable clamps.

 Tails will be left from the earth inspection pit coiled up ready to connect to the generators.
These tails will have lugs crimped on the ends ready for connection by others.

 Wherever clamps are installed to connect earth cable to earth cable and to earth rod, it
shall be ensured that they are in proper contact with each other

 All earthing connections will be made after cleaning the surface thoroughly and tightness
checks for each connection shall be performed manually with Torque wrench. Torque will
be in line with manufactures recommendations.

 Continuity of earth mat circuit will be checked for every link in the network according to
approved drawings for construction.

 The earth inspection box will be installed, after backfilling and compaction is completed.
This houses the cable riser from the earth mat to the inspection box for testing as per
approved drawings for construction.
 After completion of installation & backfill, the final earth resistance tests will be carried out
at each inspection point & at each equipment tie in point. The final test results will be
recorded on the construction drawings & all testing will be witnessed by CCSJV.

15.0 Backfilling and Compacting

 Use the excavated soil to backfill the trench, ensure that any hard objects / rocks are
removed before backfilling.

 After backfilling the excavated area, tighten the soil by compacting it.

 All fill areas should be compacted in 300mm layers and the trench will be watered and then
compacted, another layer of 300mm of excavated soil will be put into the trench watered
and compacted.

• Ensure trained first personnel are always present at the work front (First Aid, Spill
Response,
basic Firefighting).
• Enough fire extinguishers (and correct type).
• Spill kits on standby.
• Spill trays for situations where leaks or spills may occur.
• VHF Project radio at the work front and always charged.
• General – Channel 1.
• Emergency – Channel 2.
• Security – Channel 3.
• Ensure safe access routes to the work front for emergency vehicles.
• Clearly communicate alarm sounds and appropriate response to all personnel (and
visitors).
• Identify and clearly sign Muster Points (and keep free of obstructions).
