Sub: “Construction of Two-Lane with hard shoulders of Merangong Tamlu Mon road Wakching
Portion   on EPC basis from existing Km 59.0 to Km 73+640 [Design Km. 59+000 to Km. 73+450]
(Design Length – 13.450 Km) in the state of Nagaland under SARDP-NE Phase A on EPC Mode–
approval of alignment reg.
 
            NHIDCL has appointed Alliance Engineers & Consultants to carry out Consultancy Services
for preparation of Project Report for Construction of Two-Lane with hard shoulders of MERANGKONG
- MON ROAD WAKCHING TOWN PORTION   on EPC basis from existing Km 59+000 to Km 73+640
[Design Km. 59+000 to Km. 72+450] (Design Length – 13.450 Km) in the state of Nagaland under
SARDP-NE Phase A on EPC Mode.

The DPR of the project road was initially prepared by RITES Ltd. In the initial proposal the Wakching
town was bypassed by proposing realignment from KM 59+000 to KM 63+950. However, due to
various representations from local and Govt. bodies, it was decided to keep the alignment of the
project road along the existing road alignment. As such the work for the preparation of the DPR for
the new proposal has been awarded to Alliance Engineers and Consultants.

Merangkong – Tamlu – Mon road was awarded in FY 2017-18 in 4 Pkg in which Pkg III and Pkg IV were
bypassing Wakching town clearly.

A meeting was held at NHIDCL HQ dated 26.11.2018 wherein Director(T) directed to delete the road
which has issue of Wakching town from both awarded packages i.e. Pkg III and Pkg IV and told that
survey of alignment of existing 15 km i.e. passing through the Wakching Town be carried out and
GM(P) to get the same approved from State Govt.

Thus GM(P) vide letter no. NHIDCL/BO-MKG/M-T-M/PKG-IV/2019-20//18 dated 12.09.2019 stated


that M/s Alliance Engineers have submitted DPR of the said road to BO office vide letter dated
09.09.2019 (copy enclosed). Branch office scrutinized the DPR and forwarded the same to HQ,
NHIDCL.

2.         The Supplementary Agreement for the above work was signed between NHIDCL and M/s
Alliance Engineers on 03rd June, 2019. The time period for completion of the project is 02
months from signing of agreement.

3.         Project Road starts last chainage i.e. Km 59.00 of Pkg 3 of Merangkong Tamlu Mon road and
ends in starting point of starting chainage i.e. Km 59.000 of Pkg IV of Merangkong Tamlu Mon road.
The Project Road passes through steep terrain. The main objective of the project is to provide good
road connectivity by adopting double lane specification in the district.

         4.         Salient features of the above mentioned project is as under:-

11.       It is also submitted that the appointed date of Pkg 3 and Pkg 4 is yet to be given though the
damage compensation has been paid to the DC. In this regard, a DO letter has also been sent to CS,
Nagaland to expedite the compensation.

12.       This required re-alignment is required as the locals had opposed the earlier re-alignment
which comes under Pkg 4. ED(P) has already been requested to forward the proposal of descoping so
that same can be approved by the Competent Authority.

13.       As Wakching realignment will be a new work, hence no fund is earmarked for the same and
we have to request the Ministry for the requisite fund along with the approval of the project as it is
strategically important work.

14.       In view of above, we may call M/s Alliance Engineers and Consultant to give the
presentation for alignment approval at NHIDCL, HQ so that GM(P) may start the process of
preconstruction. We may also inform ED(P) to be presented in the presentation. A suitable date and
time may be given for the presentation.

            PUC is a letter from Commissioner and Secretary to the Govt  of Nagaland wherein it
is stated to review the decision on reducing the scope of work on the 3 Km stretch of town
portion of Wakching Town in the interest of work.
 
2.         Vide ref (i), It is stated that a meeting was held at DC, Mon conference hall on
11.11.2019 regarding the construction of 2 lane with hard shoulder of Merangkong Tamlu Mon
road from Km 59.000 to Km 73.640 ( Design  Km 59.000 to Km 72.450). The minutes of meeting
vide letter no. Nil dated 14.11.2019 from DC, Mon has been forwarded wherein it is stated
that Wakching Area public represented by 9 village council chairmen, Student Union and NGOs
voiced their displeasure and anguish about the latest development and they unanimously
rejected the decision taken by the NHIDCL to strengthen 3 km stretch and develop the
remaining 10 km stretch to 2 lane.
The member also stated that when the Wakching Town public have readily agreed for the 2
lane, NHIDCL should not worry about the people who will be affected by the 2 lane road
construction. There is sufficient land for their settlement in different locations.
 
3.         It is stated that While pleading for taking up 2-Laning for whole Stretch of the work,
people are assuring support in ensuring required RoW to facilitate construction.   Hence,
Commissioner and Secretary to the Govt of Nagaland stated to review the decision on reducing
the scope of work on the 3 Km stretch of Wakching town portion in the interest of public.
 
4.         In regards to above, it is stated that a meeting was conducted at NHIDCL HQ for the
approval of alignment of Wakching portion under the chairmanship of Director (T). The
Consultant stated that the existing alignment is passing through the centre of the town
Wakching which is a densely populated area. The Consultant pointed out that wherein it was
directed that the existing road in the Wakching town portion for a length of around 3 Km
stretch which is the town portion of Wakching. This Stretch is thickly populated and the
possibility of acquiring structure will not be an easy task as people in this area does not have
the option of shifting back due to hilly terrain.
 
Accordingly it was directed that existing road in the wakching town portion for the length of
around 3 Km be developed within the available ROW. The balance 10 Km road will be
developed as 2 Lane with Hard shoulder on the existing alignment with the Limitation in

5.         It is stated that the available ROW in town portion was considered to keep damage
compensation estimate at the Minimum. Now Commissioner  & Secretary, Government of
Nagaland has requested to consider the demand of public for construction of 2 Lane with Hard
Shoulder in the township area also.
 
6.         As stated above, the consultant is preparing the damage compensation estimate for
the alignment as approved by NHIDCL for the alignment as approved by NHIDCL. Thus a mail
was sent to the Consultant M/s Alliance Engineers and Consultant on 16.12.2019 wherein it
was asked to forward the chainage – wise TCS of the Wakching re-alignment portion of 13.450
Km.
 
7.         The Consultant had forwarded the Chainage wise TCS details of 13.450 Km.
 
 
8.         It can be seen from the details of TCS (copy enclosed) that in all the chainages, the
width of carriageway is taken as 10 m and 2 laning of road is provided at every chainage of
13.450 Km including Wakching town portion. Hence the town portion of 3 Km is also being 2
Laned and not Strengthened as per letter of DC dated 05.12.2019.
 
 
9.         In view of above, a DO letter may be sent to Commissioner & Secretary to the Govt. of
Nagaland informing him about the 2 Laning of road of  Wakching realignment for full length of
13.450 Km, which is also inclusive of town portion. Draft DO letter is placed for kind perusal
and approval.

approval of alignment of Wakching portion under the chairmanship of Director (T). The
Consultant stated that the existing alignment is passing through the centre of the town
Wakching which is a densely populated area. The Consultant pointed out that wherein it was
directed that the existing road in the Wakching town portion for a length of around 3 Km
stretch which is the town portion of Wakching. This Stretch is thickly populated and the
possibility of acquiring structure will not be an easy task as people in this area does not have
the option of shifting back due to hilly terrain.
 
Accordingly it was directed that existing road in the wakching town portion for the length of
around 3 Km be developed within the available ROW. The balance 10 Km road will be
developed as 2 Lane with Hard shoulder on the existing alignment with the Limitation in
Geometry as mentioned by the Consultant M/s Alliance Engineers and Consultant.
 
5.         It is stated that the available ROW in town portion was considered to keep damage
compensation estimate at the Minimum. Now Commissioner  & Secretary, Government of
Nagaland has requested to consider the demand of public for construction of 2 Lane with Hard
Shoulder in the township area also.
 
6.         As stated above, the consultant is preparing the damage compensation estimate for
the alignment as approved by NHIDCL for the alignment as approved by NHIDCL. Thus a mail
was sent to the Consultant M/s Alliance Engineers and Consultant on 16.12.2019 wherein it
was asked to forward the chainage – wise TCS of the Wakching re-alignment portion of 13.450
Km.
 
7.         The Consultant had forwarded the Chainage wise TCS details of 13.450 Km.
 
 
8.         It can be seen from the details of TCS (copy enclosed ) that in all the chainages, the
width of carriageway is taken as 10 m and 2 laning of road is provided at every chainage of
13.450 Km including Wakching town portion. Hence the town portion of 3 Km is also being 2
Laned and not Strengthened as per letter of DC dated 05.12.2019.
 
 
9.         In view of above, a DO letter may be sent to Commissioner & Secretary to the Govt. of

therewith an estimate of Rs. 9.16 Crore for maintenance of MTM road Wakching Town portion
entrusted to NHIDCL.

2.       Background: The DPR of the project road was initially prepared by RITES Ltd. In the
initial proposal the Wakching town was bypassed by proposing realignment from KM 59+000
to KM 63+950. However, due to various representations from local and Govt. bodies, it was
decided to keep the alignment of the project road along the existing road alignment. As
such the work for the preparation of the DPR for the new proposal has been awarded to
Alliance Engineers and Consultants. Thus, a meeting was conducted at NHIDCL HQ in which
approval of alignment of Wakching portion was done under the chairmanship of Director
(T). Further, the Consultant was asked to prepare LAP and utility estimate for the subject
road.

3.       GM (P) vide letter no NHIDCL/BO-MKG/MISC/2019-20/151 dated 22.1.2020 


has stated that the repair and maintenance work of Merangong Tamlu Mon road Wakching
Portion   on EPC basis from existing Km 59.0 to Km 73+640 [Design Km. 59+000 to Km.
73+450] (Design Length – 13.450 Km) in the state of Nagaland under SARDP-NE Phase A on
EPC Mode is forwarded as such the condition of road is not motorable.

4.          The recommendation of ED (P), RO Kohima was taken telephonically by DGM(T).


Also ED(P) has further recommended that the bid should be invited on Item-Rate basis with
a DLP of one year.

5.       The estimate was examined and following observations have been made:
 
i. The estimate is for maintenance of MTM road Wakching Town portion. It is also stated
that the preparation of LAP and Utility shifting estimate is under process.
Accordingly, the estimate has been recommended to be executed on item rate
contract.
ii. No agency charge has been incorporated in the estimate. As per ministry’s circular
dated 04.07.2016, the agency charge for item rate contract is 9 %. Accordingly, the
abstract of estimate needs to be amended.
iii.It is also to mention that no DLP of the road has been proposed GM (P). However,
since the DPR is under process and the same road will be awarded by next year, and
by the time contractor mobilized to his full potential, it would have been almost
1.5 years. Accordingly, we may keep  construction period as 1 year and DLP of 6
months.
iv. In the estimate prepared by the GM (P), 12 % GST has been incorporated. However,
Nagaland SOR already has VAT component of 6 % in the respective items,
accordingly, the abstract needs to be modified. Further, the payments would be
made to the contractor on prorate basis including the 6 % GST component.
v. It is imperative to mention that additional items like Labour cess, supervision
charge and Quality control has been incorporated in the estimate and the same may
be disallowed.

 
6.       Further, it is stated that estimate received by GM(P) has been modified and the
rates of Drain and WBM has been taken as Mechanical mean rates instead of manual mean.
Also the Earthen shoulder of 2 m (1 m on each side) has been taken. Further, the cost of
Hume pipe culvert has been taken from earlier estimates as 2.0 lakhs per culvert.

7.       It is proposed that the ED (P), RO Kohima may invite the tender from RO at short
notice of 15 days.
 
(ii)     GM (P) will be advised to execute the majority of work before the onset of monsoon,
so that the road is in maintained in traffic worthy condition. Further the work should be
executed on intend basis as per the site requirement.
 
8.       Further, it is stated that a letter has been received vide letter no. NHIDCL/BO-MKG/
MISC/2019-20/143 dated 15.01.2020  wherein GM(P) has forwarded a maintenance proposal
of Changtongya Longleng road. The estimate has been calculated for estimated cost at 2.5
Lakhs/Km which is as per the circular no. NHIDCL/GM (HR)/DoP for Maintenance of NH/
NHIDCL/378 dated 30.11.2017. Thus, the cost of estimate is Rs. 73.82 Lakhs for the road of
33.428 Km length. The bids of the road has already been received on 27.01.2020 and the
work will be awarded by first week of March.
 
9.       In light of the above, approval of the competent authority is solicited for the
following:
(i)      Sanctioning of estimate amounting to Rs. 7,96,18,150/- (including 9 % agency
charge) and releasing Rs 6,80,60,677/- excluding agency charge for the invitation of
Tender and  Directing  ED (P) to invite the tender with Construction period of 1 year and
DLP of 6 months.
(ii)     In principle approval for estimate of Rs. 73.82 Lakhs for the road of 33.428 Km
length of Changtongya Longleng road with a construction period of 6 months and DLP of 6
months.
 
10.     Consequent to the approval by Competent authority, the same will be
communicated to ED (P), RO-Kohima & GM (P), BO Mokokchung.

As regards para 8, it is stated that bid for the civil work of Changtongya Longleng
road has been received on 27.01.2020. and the work will likely to be awarded by
March 2020, however,  the declaration of the appointed date will depend upon
the handing over of land. Hence, we may sanction the estimate of routine
maintenance based on 2.5 Lakhs/ Km of CL road and advice the GM to invite the
tender and award the work to keep the road in traffic worthy condition, however
after declaration of appointed date, same may be discontinued.

2. The two roads are not NHs, therefore we may not be able to take up the M&R
works from the funds allotted by the Ministry, which are meant for NHs. These
being SHs, the repair and maintenance is the responsibility of the State Govt. We
are basically going to carry out the development of these roads, and on
completion of DLP of the EPC contractors, handover the roads back to the state.
Till such time EPC contractors are appointed and Appointed date declared, the
State Govt has to maintain these roads too, as done earlier for similar other
roads.

attached. This being NH, Dir(T) may give the "in principle" approval of the
estimate of Rs 73.82 Lakhs, in consultation with Dir(A&F) for repairs of this road.
 
3. ED(P) and GM(P) in the sanction letter, shall be asked to ensure that the road
is taken over from PWD and that there no work sanctioned/ongoing by PWD,
before award of work. Bids may be invited by GM(P) on short notice to ensure
the work is completed before onset of Monsoon. 
 
4. Road MTM is not an NH and as ascertained from the Ministry, M&R works on
this road cannot be sanctioned from the funds allotted by the Ministry.
