Wingle #5767, was contacted by Tlinois State Police Master Sergeant ‘Matt Davis regarding a crash thet oceurred near the City Nights nightclub, 1100 S. 8 Street, East St. Louis, TL. “MSgt Davis informed me the Bast St. Lovis Police Department Wee requesting assistance from the Ilino's State Police Traffic Crash Reconstruction ‘Unit, Tresponded to the scene and arrived at approximately 8:15am. Narrative: Upon my arrival, the weather was clear and the pavement was dry. recording to the website worw.weather mnderground.com, the weather conditions in serosa, TL were approximately partly cloudy dB degrees, and no precipitation for the day. Twas 01d The first erash possibly involved Unit 2, 2 there "9009 Ford 150 and a pedestrian Anthony Rice (MIB; 5/16/86). Rice was Pitjoved to be killed as a result ofthis crash, Stal the second crash involved Unit 1 voipas Chevrolet Camaro and Unit 2 the white "2009 Ford F-150. I war axed to investigate the crash between the Tord #130 and the Chevrolet Camaro, CST A a nwestigated the crash involving the pedesii28 PHYSICAL EVIDENCE: The 1100 block of South 8! is a two lano roadway with one Jane for northbound and one lane for outsbound traffic. The lanes are divided bY & faintly painted double yellow line. ‘At the scene T found gouge marks and tre marks in the southbound Jane of South Bes Street indicating the area of impact benvech the Ford F-150 and the Chevrolet Camaro. The Chevrolet Camaro was resting in the southbound lane of South 8 Street facing Towrard the southwest. The Ford F-150 was facing toward the southeast, resting in the grassy arca to the west of fg Street with its rear-end backed into a tree line 1 discovered tire marks in the grass o the east of the area of impact on South 8" Street. ‘These tire marks indicate the Ford F-150 was traveling northbound on South 8 Street nd bogan to make a U-turn pri to being ‘struck by the Chevrolet Camaro. VEHICLES JNVOLED: Unit j,ared 1988 Chovrolet Camaro, had heavy front end damage. Unit 2, 2 2009 quad-cab Ford F-150 bad damage to the driver’s side, There were several crane of red paint transfer in the area of damaBe, ‘The front driver's side wheel was damaged and had red paint transfer to the tim. Rice On October 14, 2009, Tinois State Police Special Agent Brian Clay #4597 interviewed Sauvey Rive, According to Special Agent Clay's interview summary, Aubrey Rice said te had been at City Nights prior to this incident, Aubrey Rice said prior to the crash the white Ford F-150 was chasing another vehicle, possibly a black Monte Carlo. Aubrey vnid the driver of the other vehicle was making doughnuts in the street and the truck auld not catch up to him. Aubrey Rice said the truck then started chasing Anthony Rice, the pedestrign, Aubrey Rice sad the trock then ran over Anthony Rice and stated Chasing the other vehicle again. Aubrey Rice said he got into the Chevrolet Camaro. ‘Aubrey Rice said he saw the truck driving at full speed. Aubrey Rice said as he was pulling out the white ruck was coming towards him, Aubrey Rice said he was tying to gett his brother Anthony Rice who had previously been run over by the white ruck: ‘Kabrey Rice said he realized that his vehicle and the white truck were going to collide ‘Aubrey Rice said the vehicles erashed on the street and that the two vehicles collided head-on. Aubrey Rice said he did not remember enything after the accident. Rice was transported by Medstar Ambulance to Kenneth Hall hospital for non-life threatening injuries. Driver Unit #2: _Reginald O. Allen (M/W; 09/09/1982) On October 6, 2009, Bast St. Louis Police Detective Marion Riddle #219 interviewed Reginald Allen, Allen said on the night of the incident he was working as the door guy at City Nights in Bast St. Louis. Allen said there was an incident in front of City Nights jnvolving several individuals. Allen said the Camaro was driving in circles and spinning ground. Allen said the Camaro drove in front of him while be was in his white truck. ‘Allen said he backed up and the Camaro started chasing him, Allen stated that he went to tum back around, the Camato T-Boned him. Allen said he went to a hospital in St. Louis after the crash, INVESTIGATION: While at the scene, I took photographs of the unmarked crash scone, I then completed a ficld diagram depicting the scene. Trooper Moore and Tused a total station instrument fo record measurements of the scene. The photographs will remain in the NJjnois State Police District 11 Crash Reconstruction file.
