Title

Building Up Sanitized and Potable Water System in Barangay Poblacion, Trento, Agusan del
Sur
Background
Trento, officially the Municipality of Trento, (Cebuano: Lungsod sa Trento; Tagalog:
Bayan ng Trento), is a 1st class municipality in the province of Agusan del Sur, Philippines.
According to the 2015 census, it has a population of 51,565 people. Trento was formerly a
barrio of Bunawan called Bahayan (referring to a lead sinker at the base of a fishing net). On
June 15, 1968, it became a separate municipality through Republic Act No. 5283. The town’s
name was derived from the Council of Trent. In other part of this town, Barangay Poblacion
was one of the barangay of Trento. Poblacion is a barangay in the Municipaliy of Trento, in
province of Agusan del Sur. Its population as determined by the 2015 census was 18,139.
This represented 35.18% of the population of Trento. A Barangay of Trento that being
mentioned was one of the place where watering system and supplies are being limited and it
is the biggest problem that being marked. Though there are some water supply that people
can obtain in their everyday needs but this is not enough for them to take since the water is
not safe to drink, and they do not know where that water came. Moreover, the lives of people
living in that particular area was really dependent in water since there are a lot of
entrepreneur, also, since businesses is never been unassociated with water. To assist this
issue, building up sanitized and potable water system is the solution.

Objective
In general, the project is aimed at reducing the poverty threshold of the barangay from
80% to 65%. Specifically, it will provide the 18,139 individuals in 13,889 households in the
barangay an access to clean and safe drinking water. It will also promote good health and
cause the eradication of water-borne diseases. Also, good quality of water that will provide
the people’s livelihood a non-limited source of water; and will reduce the time allotted by
family members in fetching water, thus savings in time would provide for the
accomplishment of other lucrative activities.

Significance
The beneficiaries of the project are the whole residence of Barangay Poblacion. With
proper management, it will give them abundant supply of safe drinking sanitized water which
will also prevent them from being afflicted by diseases caused by contaminated water and
limited in water. The easy access to sanitized and potable water supply will also result to save
the time in fetching water or even drinking water, also, it will help entrepreneur on their
businesses, therefore, it would give time to residents to accomplish other watering tasks.

Description
The project primarily intends to decrease the poverty water incidence in the barangay,
in line with the thrust of the National Government which is directed towards poverty
reduction. It will provide 13,889 HHs in the barangay an access to clean and safe drinking
water. It also seeks to eliminate the incidence of water-borne diseases and the limited water
source. Limited water source, can affect the lives and businesses that been accommodated of
some entrepreneurs and other business person, and to all person living in Poblacion. As it can
make the people difficult way to attain non-stop source of water.

Easy access in sanitized and safe drinking water will also result to savings in time of
family members which will pave way for the accomplishment of other profitable
undertakings. Although 90.5% percent of the households have water connections provided by
the barangay, it failed to provide them with sufficient supply of clean water. As such, there is
a necessity to tap the appropriate water source in the barangay through the SALINTUBIG
program of the DILG. The project will augment LGU’s undertaking in improving the water
system of the barangay through its Economic Development Fund.

Barangay Poblacion has also spent part of its development fund for the said water
system, accomplishing the construction of the existing water tank that has a capacity of 21.6
cu. m and laying of the existing pipelines of the barangay water system.
Person’s Involved

Local Government units (LGU)- Officially local government in the Philippines,


often called local government units or LGUs, are divided into three levels
– provinces and independent cities; component cities and municipalities; and barangays. In
one area, above provinces and independent cities, is an autonomous region, the Autonomous
Region of Muslim Mindanao. Below barangays in some cities and municipalities
are sitios and puroks. All of these, with the exception of sitios and puroks, elect their
own executives and legislatures. Sitios and puroks are often led by elected barangay
councilors.

Department of Works and Highways (DPWH)-  is the executive department of


the Philippine government solely vested with the Mandate to “be the State's engineering and
construction arm” and, as such, it is “tasked to carry out the policy” of the State to “maintain
an engineering and construction arm and continuously develop its technology, for the
purposes of ensuring the safety of all infrastructure facilities and securing for all public works
and highways the highest efficiency and the most appropriate quality in construction” and
shall be responsible for “(t)he planning, design, construction and maintenance of
infrastructure facilities, especially national highways, flood control and water resources
development systems, and other public works in accordance with national development
objectives,” provided that, the exercise of which “shall be decentralized to the fullest extent
feasible.”

Department of the Interior and Local Government (DILG)- is the executive


department of the Philippine government responsible for promoting peace and order, ensuring
public safety and strengthening local government capability aimed towards the effective
delivery of basic services to the citizenry

Barangay Chairman- the one who has the right and responsibility to give his
constituent a better source of structure especially watering system in order to have a good
relationship and state of living in a particular place.

Mayor of the Municipality- to give an extra support to his community since this is
his obligation to manage the community he is serving.

Time Frame

This project will start on 15th of August 2019 and will end on 28th of April 2020 or 8
months and 13 days of working.

Monitoring

The Municipal Water and Sanitation Council shall be the over-all in-charged in
ensuring the sound implementation of the Project. The Municipal Water and Sanitation Team
shall function as the Project Management Unit. They shall oversee the project in its
construction phase and shall be directly accountable in the imposition of proper on-and-post
project management scheme, internal monitoring and evaluation procedures.

Science and Technology Applications


Tanks

Water systems have many storage tank choices depending on volume needed, site
access, visual impacts, system pressure, and so forth. Storage tanks are shown in figures 30
through 34. Water tanks may provide storage for treated water, chlorine contact time, and/or
water pressure for the distribution system.

Pipes

Pipes used in water systems must be approved for potable water use. Distribution
system pipes are typically buried below the frostline to keep them from freezing and to
protect them from vandalism (figure 39). Valve boxes provide access to distribution system
valves.

NSF International (NSF), American National Standards Institute (ANSI), American


Society for Testing and Materials (ASTM), and Underwriters Laboratories (UL) test and
approve pipe for potable water applications. Polyvinyl chloride, polyethylene, or ductile iron
pipe are commonly used in distribution systems.
Valves

Valves are used throughout the distribution system. Valves are used to isolate
equipment, buildings, and other areas of the water system for repair as well as to control the
direction and rate of flow. They are used to drain the system for seasonal shutdown. There
may be many types of valves in a water system (figure 41). Check valves are used to control
the direction of waterflow. Gate valves and ball valves stop waterflow. Include the valve
types in the operation and maintenance manual.

Hydrants

Hose bibs, sample taps, faucets, and fire plugs are all hydrants. Note their locations on
the site plan. Equip threaded hose bibs with vacuum breakers to prevent potential cross-
contamination (figure 43). Use freeze proof hydrants on systems used during the winter.
Water Pressure Regulator

A water pressure regulator is a plumbing valve that reduces the water pressure coming


from the main water line into the house. This valve brings down the pressure to a safe level
before the water reaches any plumbing fixtures inside the home.

PVC Pipes

PVC pipe which is made from polymerized vinyl chloride, a synthetic resin, which


when plasticized or softened with other chemicals has some rubber-like properties. Derived
from acetylene and anhydrous hydrochloric acid.
