1. SCOPE

NIOEC specifications cover the general requirements of detailed engineering,


procurements, testing, inspection and construction of refinery/oil plant, distribution,
deport, pump station and pipelines. This specification covers design, fabrication,
materials for steel structural

2. REFERENCES

Throughout this Specification the following dated and undated standards/codes are
referred to these referenced documents shall, to the extent specified here form a part of
this Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date, shall
mutually be agreed upon by NIOEC and Vender / Contractor.

3. UNITS

International system of unites (SI) shall be used in accordance with NIOEC-SP-00-10,


unless otherwise specified.

4. MATEIALS

4.1 Structural Steel


Structural Steel shall conform to Section A 3.1 a AISC "Specification for the Design,
Fabrication and Erection of Structural Steel for Buildings."

Materials for:
Structural steel, structural tubing, and steel pipe shall conform to the following ASTM
Specification:
a. Structural Steel: ASTM A36
b. Structural Tubing: ASTM A501
c. Steel Pipe: ASTM A53. Type E or S. Grade B

or alternative equivalent ones.


Structural shapes may be fabricated from plates by welding flanges continuously to
web. The welding process and the size of the resulting fillets require prior written
authorization by the NIOEC Structural Engineer.

Certified mill test reports, including impact test results, shall be furnished as required,
to verify that materials meet applicable specifications.

4.2 Bolts

4.2.1 " Common (machine) bolts shall, preferably, be 20mm (3/4") in diameter and
shall conform to ASTM A307 specification or alternative equivalent upon
NIOEC approval".

4.2.2 " High strength bolts shall, preferably, be 20mm (3/4") in diameter and shall
conform to ASTM A325 specification or alternative equivalent upon NIOC
approval".

One high strength bolt assembly shall consist of one heavy semi- finished
hexagon structural bolt and one heavy semi-finished hexagon nut. Hardened
washers are not required when high strength bolts are tightened by the turn –

of – nut method. Where the surfaces of bolted parts in contact with the bolt
head or nut have a slope of more than 1:20 with respect to a plane normal to
the bolt axis, a smooth beveled washer shall be used to compensate, for the
lack of parallelism.

4.2.3 All bolts required for erection shall be included with the first shipment of
fabricated steel for each unit or structure.

4.2.4 Quantities shall include 5% extra per size and length for both common and
high strength bolt assemblies to cover requirements for fit-up and erection.

4.2.5 A complete bolt list with summary sheets shall be furnished showing quantities
required, sizes, lengths, grips and the members they connect.

4.2.6 Nuts for normal type and for high strength type shall conform to ASTM A563, or
alternative equivalent upon NIOEC approval".

4.2.7 Washers shall conform to ASTM F 436 or alternative equivalent material Upon
NIOEC approval".

4.3 Welding
Welding shall conform to AWS D-1.1-88 edition or DIN 4100 and DIN 1912
(AWS
D-1.1-88 Code for Welding in Building Construction) specifications and as
specified below.

4.3.1 Weld quality shall conform to DIN 1912. paragraph 5.2.1 Grade II (AWS
D-1.1-88).

4.3.2 The following welding processes as described in DIN 1910. Sheet 2, DIN
1912 and DIN 1913 are acceptable:
E= Arc welding – Metal-arc welding with covered electrodes only.
UP = Submerged arc welding to be used only for complete penetration
groove welds or fillet welds.

4.3.3 Butt welds which are shown on drawing to have complete penetration shall
be produced with the aid of backing material or shall have the root of the
initial layer gouged out on the back side before welding is started from that
side, and shall be so welded as to secure sound metal and complete fusion.

4.3.4 Weld lengths called for on the engineering drawings are the net effective
lengths excluding the unfused start and the end crater.

4.3.5 The Contractor shall submit its welding procedure and quality control prior
to the commencement of work to NIOEC for review and approval.
4.3.6 For welding electrodes shall be used (AWS A-5.1&A.5.70)

5. DESIGN CONDITIONS – SHOP DETAILS AND FABRICATION

5.1 Design and Erection


The Contractor shall design and also fabricate and deliver to the site all structural
steel items in accordance with design drawings and this specification. The work
shall also include the following items:

5.1.1 Engineering drawings showing the complete design.

5.1.2 Complete shop detail drawings with bills of materials.

5.1.3 Complete erection diagrams with all field welds indicated.

5.1.4 Structural steel surface cleaning and shop prime painting in accordance with
the Painting Specification, NIOEC SP-80-02, and this specification.

5.1.5 Except for contact surfaces, inaccessible after shop assembly shall be clean
and painted prier to assembly if require by design document.

5.1.6 All common and high strength bolts.

5.1.7 Stair treads and metal grating with banding and fasteners.

5.1.8 All shims, grout plates, slide plates, anchor bolts, and other steel items
embedded in concrete.

5.1.9 Field assembly and erection in accordance with the Structural Steel Erection
Specification, NIOEC SP-20-02.

5.1.10 Welding electrodes for field welding.

5.2 Fabrication
The Fabrication shall conform to the following shop detailing and fabricating
design requirements unless shown otherwise on the design drawings.

5.2.1 Ample clearance shall be provided for erection.

5.2.2 Double angle members shall have fillers spaced not more than 600 mm on
centers.

5.2.3 Gusset plates shall be 8 mm thick minimum.

5.2.4 Columns shall have full bearing at splices and at end plates.

5.2.5 All sharp corners and burrs shall be removed before shop painting.

5.2.6 Floor plates shall be furnished where indicated by shaded areas on the design
drawings.

5.2.7 Floor plate shall be skid resistant raised pattern plate, 6 mm thick measured
across the solid plate excluding then height of the raised pattern.

5.2.8 Drain holes 15 mm diameter shall be provided for each two square meters of
area, with a minimum of one hole per panel.

5.2.9 Permanent floor plates shall be secured in place by intermittent welding of


plate to support beams. Continuous plates shall be plug welded to
intermediate support beams.

5.2.10 Openings dimensioned on the design drawings shall be provided by the


fabricator. undimensioned openings shall cut in field

5.2.11 Serrated grating shall be furnished of the types and sizes shown and for the
platform areas indicated on the design drawings.

5.2.12 Banding bars shall be of the same thickness as the bearing bars to which
they are welded. The following locations shall be trim banded, except (f)
which shall be load carrying banded.
a. Open ends of grating at head of ladder approach to platform.
b. Open ends of grating at head of staircase where nosing is not supplied.
c. All openings in grating.
d. All hinged sections.
e. Grating panels with four cross bars or less.
f. All cutouts having unsupported bearing bars.

5.2.13 Grating shall be removable unless otherwise specified on the drawings. Grating
fasteners shall be four bent-clip type anchors per paned. The anchors may not
require any holes or studs in the grating or supporting steel panel.

5.2.14 Stair treads shall be of serrated grating with standard nosing unless otherwise
specified on the drawings. The cross-section of bearing bars shall be 30 x 3 mm
and they shall be spaced 30 mm center to center.

5.3 Connections
All connections that are not detailed or otherwise noted on the design drawings
shall be shop welded and field bolted according to AISC Framed Beam
Connections. Tables I and III. The least number of field bolts for depth of
member shall be used as shown in Table I. The smallest shop weld for the
required number of field bolts shall be used, shown as" Weld A" in Table III.

Note: AISC and AWS weld symbols show the leg dimension of a fillet weld while DIN
symbols show the throat dimension of a fillet weld, thus the AISC fillet weld
dimension must be multiplied by 0.707 to obtain the corresponding number for DIN
fillet weld symbol.

5.3.1 Bolts for field connections shall be common bolts, unless high strength bolts are
noted on the design drawings.

5.3.2 Field welding and bolting shall be kept to a minimum.

5.3.3 All erection clips with bolt holes for fit-up of welded connections shall be
furnished and installed.

5.4 Trusses of 25 m or greater span shall be cambered for the dead load deflection.

6. PAINTING AND GALVANIZING

- Surface cleaning and shop prime painting shall be done in accordance with the
Painting Specification NIOEC-SP-80-02 except as specified below.

- Contact surfaces of all parts assembled with high strength bolts, including surfaces
adjacent to washers, when assembled, shall be free of all paint, oil, dirt, loose scale,
burrs, pits and other defects that would prevent solid seating of the parts or that would
interfere with the development of friction between the parts.

- Paint shall be omitted from surfaces of all steel members in contact with concrete
fireproofing.

- Hot-dip galvanizing, if contact surfaces are scored by wire brushing or blasting after
galvanizing and prior to assembly.

- Metallized zinc or aluminum applied in accordance with AWS C2.2:


"Recommended Practice for Metallizing with aluminum and zinc for Protection of
Iron and Steel".
Except that subsequent sealing treatments, described in Section IV therein, shall not
be used.

7. PIECE-MARKING

7.1 The Piece mark for structures


The piece mark for structures shall consist of four parts:
Part 1. Structure tag number containing the plant unit number and the sequential
number
of the structure within the unit.
Part 2. Fabricator's shop detail sheet number.

Part 3. Piece designation by letter (S) indicating B for beams, C for columns, G
for Girders, BR for brace, PL for plate, etc. plus a sequential number
assigned by the shop detailer.
Part 4. Framing level number assigned by the shop detailer (for multi-level
structures only).

The above example indicates the second beam detailed on fabricator's shop
drawing 14, located on the fifth framing level in the third structure in Unit 21.
The entire piece mark must be shown on all structural steel delivered to the jobsite.
The shop erection drawing need show only parts 2 and 3, the shop detail drawing
need show only parts 3 and 4.

7.2 The Piece Mark for Pipe


The piece mark for pipe supports shall consist of three parts:
Part 1. Pipe support tag number containing the plant unit number and the sequential
number of the pipe support within the unit.
Part 2. and 3. Shall be the same as for structures.

The above example indicates in the second beam detailed on fabricator's shop
drawing 14, located in the fourth pipe support in Unit 27.
The entire piece mark must be shown on all pipe supports delivered to the jobsite.
The shop erection drawing need only show parts 2 and 3, the shop detail drawing
need only show part 3.

7.3 Shipping Piece


- Each shipping piece shall be indelibly marked to resist adverse weathering
conditions. The location of the mark shall be on the left hand end of the piece, as
detailed. On the erection diagram the mark shall be in the corresponding "in
place" position.

7.4 Piece marked of Galvanized members


- Galvanized members shall be piece-marked using either one of the following
methods:

- Metal tags stamped with the mark number and seal welded to the member.

- Mark numbers steel stenciled on the member after galvanizing.

- Mark numbers shall be at least 16.0mm high and shall be stamped or stenciled deep
enough so that they will be legible after galvanizing.

8. APPROVAL OF DRAWINGS

The Contractor shall submit transparencies of shop drawings, bills of material, including
field bolt lists, and erection diagrams for approval before starting fabrication.

- Only checked drawings will be accepted for approval.

- Approval of shop drawings by the Employer shall be interpreted as approval of general


methods and arrangements only, and shall not constitute verification of dimensions or
quantities.

- The Contractor shall be responsible for the accuracy of fabrication and erection fit-up.

8.1 Shop Drawings


Shop drawings shall be transmitted to the jobsite as follows:

8.1.1 One transparency of erection drawings, including field bolt lists, transmitted by
NIOEC Structural Engineer as soon as they have been authorized for fabrication
and after each subsequent revision.

8.1.2 One set of transparencies of shop detail drawings, including bills of material,
transmitted by NIOEC Structural Engineer, as soon as they have received
authorization.

8.1.3 One complete set of prints of applicable NIOEC authorized erection and shop
detail drawings, including field bolt list and master shipping list, transmitted by
the fabricator in a waterproof package, with each shipment of steel.

9. SUBSTITUTION AND BACKCHARGES

- Proposals, in writing, for substitution of steel members in place of those specified, may
be submitted for consideration only in the event specified members are not available.
No substitutions of member sizes or changes in details or dimensions shall be
permitted without the written approval of the Employer.

- The Employer reserves the right to reject any unsatisfactory materials and misfit
members, as a result of errors in shop detailing or fabrication, or to make corrections
on the job accordingly. The cost of all such corrections shall be borne by the
Contractor.

10. CALCULATION OF WEIGHTS

The words "ordered overall length" in AISC Code of Standard Practice, Section 2(b)
1, shall be interpreted as the actual cut length of the piece to be incorporated into the
Work.

11. INSPECTION

The Employer reserves the right of inspection for its representative during fabrication.

12. SHIPPING

- The shipping schedule will be provided by the Contractor.

- The sizes of fabricated pieces shall be as shall be as large as practical considering


clearances and capacities of railroad cars between port of destination and jobsite.

- Cars and/or trucks shall be loaded and cribbed so they can be readily unloaded. The
steel shall be protected from damage caused by shifting of steel during transit.

- Small pieces shall be bundled with steel bands to prevent damage during shipment
and to facilitate unloading.
