TELEPHONE OPERATOR 1.
DISTINGUISHING FEATURES OF THE CLASS: The duties involve receiving and transferring telephone calls,
acting as a receptionist and occasionally performing routine clerical work. The work is performed in accordance
with a prescribed routine. Does related work as required.

KEYBOARD SPECIALIST 2.
DISTINGUISHING FEATURES OF THE CLASS: This work involves responsibility for the performance of standardized
clerical tasks and the full-time or substantial part-time operation of a computer for the entry and retrieval of information
using software to produce printed material such as letters, memoranda and forms. Specific duties vary with the needs of
the department. Procedures are usually fixed, but detailed instructions are given for new or difficult assignments. Work is
reviewed by direct observation, checking completed work, periodic or spot checks, cross-checking or other steps in the
clerical process. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a GED.

SENIOR KEYBOARD SPECIALIST 3.
DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the performance of more complex
clerical tasks and the full-time or substantial part-time operation of a computer for the entry and retrieval of information
using software to produce printed material such as letters, memoranda and forms. Specific duties vary with the needs of
the department. Procedures are generally fixed but the incumbent is given some leeway in the development of new
procedures. Detailed instructions are given for new or difficult assignments. Work is reviewed by direct observation,
checking completed work, periodic or spot checks, cross-checking or other steps in the clerical process. The
incumbent in this position is typically supervised by a manager or division director. Does related work as required.
Good knowledge of modern office terminology, procedures, equipment and business English; good knowledge of the
agency's operations, policies and procedures; ability to operate a personal computer and utilize common office software
programs including word processing, spreadsheet and databases at an acceptable rate of accuracy and speed; ability to
set up appropriate forms, charts and other tabular listings; ability to perform close, detail work involving considerable visual
effort and concentration; ability to understand and follow oral and written instructions; ability to maintain neat and legible
records; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
Open Competitive:
Possession of a high school diploma or general equivalency diploma and two (2) years of clerical experience which
shall have involved keyboarding on a personal computer.
Promotional:
Twenty-four (24) months' permanent competitive status as a Keyboard Specialist, Typist or Clerk-Typist.
SPECIAL REQUIREMENT:
Ability to type on a keyboard at the rate of 35 words per minute.

SENIOR STENOGRAPHER 4.
DISTINGUISHING FEATURES OF THE CLASS: This is moderately difficult clerical, stenographic and typing
work requiring understanding of specific law, office rules, procedures and policies. It entail the full-time or
substantial part-time taking and transcribing of dictation and operation of a typewriter. It calls for the exercise
of independent judgment in the application of prescribed procedures and methods to routine cases. Unusual
problems or situations, not previously encountered, are referred to supervisors before action is taken. For the
most part work is performed under general supervision. Supervision may be exercised over the work of one or
more clerical assistants. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school and two years of clerical experience which shall have involved taking and
transcribing dictation.

SECRETARY I 5.
DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for independently performing complex clerical
operations and administrative support tasks for a unit in a Division. Incumbents spend a substantial amount of time operating a
personal computer and the rest of the time on routine administrative tasks to ensure the efficient workflow of the office. The work
also involves responsibility for the entry and retrieval of information using software on a computer and using a computer to
produce printed material such as letters, memoranda and forms. Incumbents work under general supervision receiving detailed
instructions only where policies have not been determined. This class differs from that of Secretary II by the increased time
spent on operating software and the more limited scope of duties and decision-making responsibilities. Does related work as
required.
MINIMUM QUALIFICATIONS:
OPEN-COMPETITIVE: EITHER:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to
grant degrees with an Associate’s degree in secretarial science or a closely related field and one (1) year of clerical
experience which involved the operation of a computer for word-processing, database or spreadsheet applications; OR,
B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of experience as
defined in (a).
PROMOTIONAL:
Twelve (12) months’ permanent competitive status as a Senior Typist or Senior Keyboard Specialist.
MINIMUM QUALIFICATIONS:
Open Competitive – Either:
A. Graduation from a New York State or regionally accredited college with an Associate's degree in Accounting, Business
Administration or Business Management and one (1) year of full-time paid experience in the maintenance of financial
accounts and records; or,
B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of full -time paid
experience in the maintenance of financial accounts and records; or,
C. Any equivalent combination of education and experience as defined by the limits of A) and B).
Promotional – Twelve (12) months of permanent competitive class status as an Account Clerk or Account Clerk I in the
agency where the vacancy, or anticipated vacancy, exists.
DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for operating and/or
controlling a mainframe or network of personal computers and peripheral equipment for Albany County. The
incumbent analyzes operating instructions and carries out the proper operational procedures and requirements
necessary to process Albany County departmental needs. This position does not involve responsibilities in the
area of programming or system analysis. The work is performed under the general supervision of a
Supervising Network and Systems Technician with some latitude allowed for scheduling and performing the
work. The incumbent exercises no supervision. Does related work as required.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma and one (1) year of
experience in the operation of a personal computer, network and peripheral equipment for the preparation,
processing and dissemination of data.

GENERAL STATEMENT OF DUTIES: Performs routine building cleaning work; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is routine and repetitive manual work calling for the
efficient and economical performance of building cleaning and occasional minor maintenance tasks. Cleaning
tasks are performed according to a well-established procedure, and maintenance tasks are performed under
direct supervision or according to specific instructions. Supervision is received from a custodian or other
superior. Supervision over the work of others is not a responsibility of employees in this class.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Working knowledge of building cleaning practices,
supplies and equipment; ability to follow simple oral and written instructions; willingness to perform routine
cleaning and other manual tasks; ability to get along well with others; thoroughness; dependability; good
physical condition.

GROUNDSMEN 13.
DISTINGUISHING FEATURES OF THE CLASS: Performs routine manual work in grounds maintenance
activities. This is routine manual work requiring some knowledge of grounds maintenance activities.
Assignments are outlined in detail and work is inspected frequently. Work that is performed in an institutional
setting may include supervision of residents. Does related work as required.
EXAMPLES OF WORK:
Mows, rakes and cuts grass;
Keeps grounds free of litter, removes trash;
Plants and cares for trees, shrubs and plants;
Removes snow and ice from walks, pathways and steps;
May perform minor maintenance tasks;
May perform routine manual work within a facility/building when not working on the grounds;
Using abrasive grinders removes lines and stripping from parking lots and crosswalks;
When required will apply, paint lines, stripping and pavement markers on parking lots and crosswalks.

MOTOR VEHICLE OPERATOR 14.
DISTINGUISHING FEATURES OF THE CLASS: The worker is responsible for the care, safe and economical
operation of a light motor vehicle such as a station wagon, pick-up or panel truck. Although the primary
function of the position is for transporting materials and supplies among various locations workers are required
to perform a variety of routine manual tasks. The work is performed under general supervision in accordance
with established policies and procedures. Does related work as required.
MINIMUM QUALIFICATIONS:
One year of experience in the operation of a light motor vehicle such as pick-up or panel truck, or automobile.
SPECIAL REQUIREMENT:
Eligibility for and possession of an appropriate driver’s license issued by the New York State Department of
Motor Vehicles.

HEAD GROUNDSPERSON 15.
DISTINGUISHING FEATURES OF THE CLASS: The incumbent in this position supervises the keeping of
grounds clean, groomed, and in safe condition. The incumbent in this class has responsibility for making
certain the grounds-keeping tasks are performed in accordance with established policies and procedures. It is
the responsibility of the incumbent to make certain work is performed properly. Work is performed under the
general supervision of the Superintendent of Buildings and Grounds. Does related work as required.
MINIMUM QUALIFICATIONS:
Two years of experience in grounds-keeping or maintenance work.

MAIL AND SUPPLY CLERK (SD) 16.
DISTINGUISHING FEATURES OF THE CLASS: Performs various clerical and manual activities in the receipt, inventory,
storage, and distribution of any goods, materials, equipment, furniture, office supplies, etc. Mail and Supply Clerk
performs routine clerical and manual activities in the processing and delivery of incoming and outgoing written
communications and packages consisting of intra and extra material and in the receipt, storage and distribution of office
supplies, equipment, furniture, forms, various publications and related material. Does related work as required.
MINIMUM QUALIFICATIONS:
High School or possession of a high school equivalency diploma.

BUILDING MAINTENANCE MAN 17.
GENERAL STATEMENT OF DUTIES: Performs a variety of semi-skilled building repair and maintenance
tasks; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is semi-skilled work involving responsibility for
independently performing a variety of mechanical and other building maintenance tasks or for serving as a
helper to a journeyman tradesman. In either case, although a working knowledge of one or more trades is
necessary, a maintenance man does not utilize the more skilled journeyman techniques for any considerable
portion of his time. In addition, the work may involve the part-time operation of a truck, automobile or other
automotive equipment. General instructions are received and work is performed under immediate or general
supervision, depending upon the nature of the task.
SPECIAL REQUIREMENT:
Possession of a valid New York State Driver’s License.

HEAD CUSTODIAN (SD) 18.
GENERAL STATEMENT OF DUTIES: Has responsible charge of the custodial and maintenance work of
school facilities and equipment; does related work as required.
Makes regular inspections of buildings and grounds to maintain proper cleaning and maintenance
procedures and makes recommendations for improvements or new equipment;
Schedules and assigns cleaning and maintenance work of Custodians;
Inspects and otherwise exercises control over maintenance work performed by outside contractors;
Checks to insure that buildings are heated, cleaned, locked and unlocked and in readiness for all activities;
Keeps records and makes reports of supplies used and activities carried on;
Assists with cleaning and maintenance activities when necessary;
Reports any acts of vandalism or breakage to proper authorities.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Thorough knowledge of building and cleaning
practices, supplies, and equipment; good knowledge of the operation and maintenance of a low pressure
heating plant; working knowledge of the tools, terminology and practices of one or more skilled trades; ability to
follow moderately difficult oral or written directions; ability to plan and supervise the work of others;
thoroughness; resourcefulness; dependability; good judgment; good physical condition.
Open Competitive:
Three (3) years of experience in building cleaning and maintenance work or three (3) years of experience in
any of the standard mechanical or construction trades.

MAINTENANCE MECHANIC (HVAC) 19.
DISTINGUISHING FEATURES OF THE CLASS: Incumbent performs maintenance, calibration and repair of
heating, ventilating and air conditioning systems in public owned facilities within the county. These are
technical duties involving the rebuilding, repair, maintenance and calibration of heat, ventilating and air-
condition systems, compressors, heat pumps, fans, pneumatic and electronic controls. An incumbent assists
other maintenance staff, as necessary. The work is performed under the general supervision of a higher level
maintenance supervisor or administrator. Does related work as required.
A) Two (2) years of mechanical experience in heating, ventilating and air conditioning work; OR
B) Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in
refrigeration mechanics.

AUTOMOTIVE MECHANIC I 21.
DISTINGUISHING FEATURES OF THE CLASS: Employee in this class performs skilled work involving the
responsibility for the complete overhaul and repair of a variety of automotive equipment and related type of
machinery, particularly industrial vehicles. Incumbent duties involve same work as Automotive Mechanic II
except for the most complex equipment. General instructions are received regarding tasks to be performed,
but considerable leeway is permitted in planning the details of each assignment. Does related work as
required.
MINIMUM QUALIFICATIONS:
One (1) year of experience as a skilled automotive repairman.
NOTE: Must obtain a New York State Motor Vehicle Inspection License for heavy duty trucks within six (6)
months of appointment if the position is in the Albany County Department of Public Works.

Possession of a valid New York State Driver’s License.

BUS DRIVER (SD) 22.
DISTINGUISHING FEATURES OF THE CLASS: This is manual work of average difficulty requiring skill in the
operation of a large automotive vehicle. The operator is responsible for the safety and conduct of the children
who are passengers. The work is performed under general supervision with considerable leeway allowed the
operator in carrying out the details of the work. Does related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of driving safety practices and traffic
laws and regulations; ability to operate a bus under all driving and road conditions; ability to make minor
repairs to the vehicle; ability to understand and follow simple oral and written directions; ability to get along well
with children and command their respect; mechanical aptitude; mental alertness; dependability; good physical
condition.
MINIMUM QUALIFICATIONS: Candidates must be at least 21 years of age and possess a valid Class B
license with P endorsement, issued by the New York State Department of Motor Vehicles, at the time of
appointment. Effective October 1, 2005, school bus drivers as defined by Section 142 of the NYS Vehicle and
Traffic Law must possess an S endorsement on their vehicle license.
