1.0 INTRODUCTION AND DEFINITIONS

1.1 Introduction
This specification covers the minimum technical requirements for primer, tape
and associated products to be used as a corrosion resistant coating on buried
pipelines in Libya.
1.2 Definitions
“Operator” - shall mean Repsol Oil Operations (ROO).

“Inspector” - shall mean any person, company or body appointed by the


Operator to exercise the functions entrusted to him under
the Purchase Agreement and notified by the Operator to
the Vendor.

“Vendor” - shall mean a supplier or manufacturer of


equipment/materials subject to this specification.

“Contractor” - shall mean a company awarded a construction contract by


ROO. Such contract may include the purchase of
equipment/materials required to complete their contract.

3.0 LOCATION AND CLIMATE

- maximum ambient temperature - 122°F (50°C)


- minimum ambient temperature - 32°F (0°C)
- maximum relative humidity - generally less than 30%
- maximum basic wind speed for
design purposes - 90 mph

The materials will be installed along pipelines commencing in an area approximately 490
miles (780km) south of Tripoli, and they will be subject to a hostile desert environment.
The materials shall be entirely suitable for storage and application in this environment.

4.0 SCOPE OF SUPPLY

Supply shall include:

(i) Primer whose function shall be to enhance the bonding of the primary tape to the
surface of the pipe.

(ii) Primary tape which shall be the principal barrier between the metal surface of the
pipe and its buried environment.

(iii) Outer wrap whose function shall be to provide mechanical protection to the
primary tape.

(iv) Patch/repair and joint wrap tape whose function shall be to patch and repair
coating in the field and protect small areas.

(v) Rock shield to protect the coating where installation is in rocky areas.

(vi) Instructional literature whereby the Operator and the Contractor shall be fully and
clearly guided as to how best to apply the products listed above.

5.0 APPLICATION AND GENERAL REQUIREMENTS

5.1 The primer, the primary tape and the outer wrap shall all be entirely suitable for
application by over-the-ditch line-travelling machine and shall form a
homogenous system.

5.2 The patch/repair and joint wrap tape shall be entirely suitable for hand
application.

5.3 The products should be standard articles as regularly supplied by the Vendor and
should have a satisfactory record of use on similar pipeline systems.

5.4 Dimensions and all properties of the products shall conform to the Vendor’s
recommendations for this service and this shall be confirmed in writing by the
Contractor to the Operator.

5.5 The products shall have, as a minimum, the physical properties specified in
Section 6.0 of this specification.

5.6 Every lot of products supplied under this specification shall have been inspected
and tested in accordance with Section 7.0 of this specification.

5.7 The products shall be such that if store, handled and installed in the Libyan firld in
full conformity with the Vendor’s instructions, the installed system shall have
properties not inferior to those listed in section 6.0 of this specification.

5.8 The tape material shall be free of any visible defects such as pinholes, bubbles,
cracks and inclusions.

6.0 COATING MATERIAL PROPERTIES

6.1 Primer
The primer shall consist of completely soluble butyl rubber elastomers, blended
with polymeric resin and stress corrosion inhibitors and shall provide excellent
adhesion, cathodic disbonding and shear resistance.

For safety and storage purposes, primer shall not contain any toxic or polluting
materials.

The primer shall be rubber and synthetic resin based with a maximum 20% total
solids, and shall be of thin syrup nature to ease the specified method of
application with flash point not lower than +10°F (-12°C). The properties of the
primer shall be such as to render it entirely suitable for application by line-
travelling machine and to enhance the adhesion of the inner wrap to new pipe
which shall be assumed to have received no surface preparation since leaving the
pipe mill other than wire brushing by a line travelling machine.

6.2 Inner Wrap


(i) Nature
The inner wrap shall comprise a polyethylene backing with a butyl
rubber-base adhesive or better.

The backing shall contain approximately 96% polyethylene. The


remainder shall contain only stabilisers, anti-oxidation agents and
colourants. There shall be no calcium carbnate in either the backing or
the adhesive. Laminated products are not acceptable.

(ii) Minimum Physical Properties
The following values are minimum acceptable values for all inner wrap
supplied.

(iii) Other Properties


Before the Operator enters into a purchase agreement for the subject
materials, he will require that minimum values for the four properties
listed below to be specified in the agreement. With his bid the Vendor
shall propose minimum values for those properties to be incorporated in
the agreement. It will then be required that all material delivered to the
Operator under the agreement meet these minimum values or else it shall
be replaced at no cost to the Operator with material that does.

Test temperature shall be in the range 70°F to 77°F (21°C to 25°C).

The “Peel-Strength-to-itself” test shall reproduce the situation at tape


overlap.

6.3 Outer Wrap
(i) Nature
The outer wrap shall be designed to provide mechanical protection to the
inner wrap against damage during backfilling and subsequently. It shall
comprise a plyethylene backing with a butyl rubber-based adhesive or
better.

The backing shall contain approximately 96% polyethylene. The


remainder shall contain only stabilisers, anti-oxidation agents and
colourants. There shall be no calcium carbnate in it. Laminated products
are not acceptable.

(ii) Minimum Physical Properties


The following values are minimum acceptable values for all inner wrap
supplied. All measured by ASTM D -1000.

(iii) Other Properties


Before the Operator enters into a purchase agreement for the subject
materials, he will require that a minimum value for the outer wrap peel
strength, from the inner wrap, be specified in the agreement. It will then
be required that all material delivered to the Operator under the
agreement meet this specified minimum value or else it shall be replaced
at no cost to the Operator with material that does.

Peel-Strength Outer Wrap from the Inner Wrap ASTM D-1000

Test temperature shall be in the range 70°F to 77°F (21°C to 25°C).


(iv) Colour
The colour of the primary tape shall be black and the colour of the outer
wrap shall be white.

6.4 Patch/Repair and Joint Wrap Tape


This material shall be designed for patching and repairing coating in the field and
for dealing with small unprotected areas. It shall be similar in nature to the inner
wrap but with a much thicker (0.040” minimum) adhesive layer.

7.0 INSPECTION AND TESTING

7.1 The products shall be subject to inspection by the Inspector and/or Contractor
during manufacture and on completion.

7.2 The Vendor shall provide access and all reasonable facilites needed by the
Inspector and/or Contractor during working hours to inspect, examine and witness
or carry out tests of materials and workmanship on the Vendor’s premises and
check the progress of manufacture.

7.3 Acceptance of work test does not constitute a waiver of requirements to meet site
operating conditions nor does inspection relieve the Vendor of his responsibility
in any way.

7.4 The Inspector and/or Contractor reserves the right to witness all tests.

7.5 Appropriate certification shall be furnished.

7.6 In the event that any batch of coating material fails under test, or does not comply
with the requirements of this specification, in respect of workmanship or material,
it shall be rejected and shall be replaced at no cost to the Operator with material
that meets the specification.
