Scouting for restoration of five freedoms for Animals: Smt. Sukanya Berwal, conducting her research
in Gujarat, on Effectiveness of Natural Environment and Animal Welfare Awareness Programme for
Secondary School Students of std. IX, being volunteer of Wildlife Crime Control Bureau with the
Honorary Animal Welfare Officer, behind Commissioner of Education, Scouts & Guides for Animals
& Birds with United Nation affiliated OIPA: Indian People for Animals, convinced me, performing
her fundamental duties as a part of Community Policing, as:

1. Animals five freedoms, recognised all around Universe, even court of law also endorsed.
2. GOVGJ/E/2019/02489 was lodged, because as per section 2(1) of the Gujarat Police Act,
1951: Cattle defined, including elephants, camels, horses, asses, mules sheep, goats and
swine, whereas Elephant is a scheduled 1, protected wild animals, under the Wildlife
Protection Act, 1972, besides its decorated as National Heritage animal.
3. Section 33 of Chapter IV: Power to make rules for regulation of traffic and for preservation
of order in public place, etc but movement of Elephants in captivity, never regulated, even
banned Iron ankush applied to handle, whereas Elephant power is more strong then horse
power but to control horse power, there is mechanism, why not for Elephant power?
Section 33(f), regulating the leading, driving, conducting or conveying of any elephant or
wild or dangerous animal through or in any street.
4. Destruction of stray dogs, defined under section 44: The Commissioner and the District
Superintendent in areas under their respective charges, may from time to time, by public
notice, proclaim that any stray dogs found, during such period as may be specified in the
said notice, wandering in the streets or in any public place may be destroyed, and any dog
so found within such period may be destroyed accordingly.
5. Destruction of suffering or unfit animals, also clarified under section 45 of said Act.
6. Police officer may take charge of stray cattle, as per section 89.
7. Power to establish cattle-pounds and appoint pound-keepers, as per section 90.
8. No suitable vehicle to carry animals, in humane way, instead as goods

Hence, Elephant has been omitted from the definition of Cattle in Punjab, 2 legislations in Haryana
but Cattle Trespass Act, Forest Act, Delhi Police Act along with Bombay Police Act & Gujarat Police
Act, needs amendment at once, keeping in view observations of Smt. Sukanya Berwal.

Subject: FIR against Anwar Ahmed Ali a resident of Juhapura area of Ahmedabad, operator of
Great Golden Circus, submitting false, fabricated & defamatory allegation, to counter to my
complaints, No. 11208051201148 dated 15-6-2020.

Reference:
1. Petitions under ID No. 246 of 2020 with Transport Department of Gujarat.
2. NC 15 / 2019 with A - Division Police Station, Rajkot: Misleading facts before court.
Kindly refer to my continues complaints against Great Golden Circus, including
GOVGJ/E/2020/04603 & GOVGJ/E/2020/12898, for the violation of various sections of the law
established read with false, fabricated & defamatory allegations before the Rajkot Police in
Gujarat, FIR No. 11208051201148 dated 15-6-2020 with B- Division Police Station, Rajkot City,
which has been lodged against me as co-accused, under sections IPC 342, 384, 506(2), 170, 114 as
alleged offense committed on 13-6-2020 at Rajkot in Gujarat.
It is humbly submitted that:
1. I had been retired as Commissioner, Bharat Scouts & Guides, Haryana & presently
doing work for animals & birds, restoring their five freedoms, to perform fundamental
duties as defined under article 51 A (g) of Indian Constitution as Community Policing,
behind Master Trainer awardee of AWBI, had been volunteer of Wildlife Crime Control
Bureau, whereas I am also a Member, IUCN Commission on Education &
Communication with the representing UN affiliated International Organisation for
Animal Protection.
2. Anwar Ahmed Ali, operate Great Golden Circus with unregistered imported feather
chopped birds, dogs, horses etc, compelled them to perform for personal gain & profit.
All registered performing animals with AWBI were died due to abuse except 2 female
Elephants, regularly I have lodged complaints, even with Gujarat Police Complaint
Authority, bearing No. SPCA/205/2020.
3. Anwar Ahmed Ali, second Branch Great Bharat Circus was booked by the Maharashtra
Police for animal abuse, PETA India submitted their report & AWBI deputed its
representative to inspect, then he lodged FIR No. 0257 dated 2-12-2019 with Police
Station Kamothe, Navi Mumbai for the violation of IPC 188 with the sections 11, 22 &
26 of the Prevention of Cruelty to Animals Act, 1960, whereas I have also lodged
complaint with various Authorities.
4. AWBI asked many times to Rajkot Administration to Inspect & report about Great
Golden Circus operated by Anwar Ahmed Ali.
5. On 13-6-2020, Truck No. GJ37 T 9758, was caught by Police – Forest Department
without legal permission to transport, as per reply of ID No. 246 of 2020.
Hence, Anwar Ahmed Ali may kindly be booked for different sections of IPC read with PCA
Act, 1960 & WP Act, 1972, including 120-B, 219, 420 IPC, confiscating both Elephants with
Truck No. GJ37 T 9758, cancelling their ownership, besides scientific investigations as lie
detector, brain mapping, Narco with Polygraph.

Subject: FIR against owners of Truck, Great Golden Circus & Radha Krishana Temple.
Greetings,
Cancellation of private ownership of two elephants as Great Golden Circus operator intimated
the Forest officials that due to COVID-19, they have closed down circus, keeping all materials in
go down, further they intimated that they are not able to care of these female two elephants,
hence they are mutually decided to shift for treatment, care & shelter at Radha Krishana
Temple Trust at Jamnagar, whereas Radha Krishana Temple Trust is not a approved or
recognized rescue centre under section 38-H of the Wildlife Protection Act, 1972.
It would be pertinent to mention here that both female elephants caught by Rajkot Police with a
goods transport vehicle in loading condition No. GJ37 T 9758, while shifting Ahmadabad to
Jamnagar, whereas said vehicle also not fit to transport elephants, violating section 3, 11 & 38 of
the Prevention of Cruelty to Animals Act, 1960 read with Central Motor Vehicle Act & State
Transport Rules, besides Wildlife Protection Act, 1972 as Radha Krishana Temple Trust not
approved by Central Zoo Authority of India. Project Elephants instruction dated 8-1-2008 also
needs attention for strict compliance.
Scouts & Guides for Animals & Birds along with OIPA: Indian People for Animals comes
forward to lodge FIR against the truck operator along with Radha Krishana Temple Trust &
Great Golden Circus.

perform, let me guide them to be honest towards duties.
30/11/2020 I have inspected all relevant records of State Transport Department of Gujarat,
obtained under RTI that goods transport vehicle was not allow to carry Elephants, bearing No.
GJ 37 T 9758, hence FIR against all concerned be lodged at once, dropping counter FIR with B-
Division Police Station, Rajkot with apology.
