1.0 INTRODUCTION

The new Abeokuta Dual Carriageway has been in use for over four decades, it was
constructed between 1975 and 1979. It runs through Ile – Zik (Ch. 0 + 000km to the border of
Lagos – Ogun State at Illo Awela Ch.16 + 500km). The Carriageway spans about 16.5km in
length, it is a segment under Federal road maintenance agency FERMA Lagos II West, in
Lagos State.

The population explosion and overflow of traffic from Lagos to Ogun State being the road
that links Nigeria through Ogun State to other West African Neighboring countries coupled
with numerous residential and industrial estates springing up around the area has put a great
strain on the carriageway. This has resulted in various degrees of dilapidation on the existing
pavement with level of deterioration ranging from including alligator cracks, corrugation,
rutting, fatigue distress, longitudinal cracking, striping of wearing course, stripping of
shoulders, numerous potholes, edge failures, poor drainage among others.

In order to eliminate the aforementioned defects, a rehabilitation of the carriageway is


required to be carried out in order to restore the existing infrastructure to a better condition.
This will go a long way in eliminating traffic congestion which often hinders free movement
of persons, goods and services thereby eliminating loss of man hours.

1.1 Scope of work


The maintenance work is to be carried on the Iyana-Ipaja Bridge which spans a total distance
of 400meters (CH. 0 + 000 – CH. 0 + 400). The task to be carried out under this section shall
include;

i. General Site clearance

ii. Scarification of failed sections of the carriageway

iii. Provision, regulation and compaction of stone base

iv. Provision, Spraying of Bituminous tack coat and tar boiler

v. Provision of 40mm Modified Asphaltic concrete Wearing course on carriageway

vi. Desilting of blocked culverts and other drainage facilities.

vii. Provision of lined drains, of box culvert.

2.0 CONSTRUCTION ORGANIZATION AND JOB DESCRIPTION

Project Manager:
 Overall project policy and monitoring relations with consultant and clients team.
 Conducting daily / weekly meetings with all staff / subcontractors to point out the
difficulties in work activities, requirement of resources, order/ direct material and
equipment at site with maximum efficiency, find solutions and taking immediate actions.
 Review correspondence for proper action
 Financial follow up and control the cost of project duration execution, follow up monthly
payment certificates, variation orders in co-ordination with Q.S/Planner
 He will be directing the Senior Project Engineer, Architectural engineer, Planning
Engineer, Quality Control engineer, Quantity Surveyor and the Safety Officer.

Senior Project Engineer

 Overall area activities directing, monitoring and controlling the productivity of all staff.
 He will determine possible critical areas and activities have to be improved for the
successful completion of project in time
 Find solutions and taking immediate action required to push the work in proper
coordination with project manager
 He will be assisted by the site engineer, foreman, safety officer and services/finishing
works engineers
 He will be directing the Subcontractors, Site Engineer, General foreman and Land
Surveyor and reporting to the Project Manager..

Civil Engineer
 Work under the directives of the Project Engineer and will be responsible to carry out the
works as site directly, and to arrange laborers, materials, equipment, machine etc.
 To supervise the work of subcontractors and arrange their responsibility.
 To report for any material or other requirements well in time and report to the Project
Engineer in case of expected shortage.
 To supervise the foremen and advise him to carry out the work according to drawings and
specification.

Safety Officer/Quality Control Engineer

 Establish and follow up safety procedures all in accordance with the safety manual
prepared by him. He will be reporting to Project Manager, and will be coordinating with
the Senior Project Engineer to ensure safety control at site.
 Review preparation of all submittals of subcontractors, supplier’s materials, samples to
provide continuous flow of procurements as per the requirement of Project program.
 Supervise Quality control procedures and will follow up all types of submittals such as
Subcontractors, suppliers shop drawings, materials, etc.

3.0 PROPOSED REHABILITATION WORKS

3.1 Road Construction Procedure


The execution procedures for the road rehabilitation works are detailed below,

1. Setting out

The right of way (R.O.W) shall be surveyed and set out before any site clearance is cleared
out. Embankment shall be constructed to the level, heights, widths and slopes shown on the
drawing.

2. Earthworks, Scarification and Pulverization of existing asphalt

Site clearing generally consists of the cutting and/or taking down, removal and disposal of
everything above ground level, including objects overhanging the area to be cleared such as
tree branches, except such trees, vegetation, structures or parts of structures and other things
which are designated in the contract to remain or be removed by others to which the engineer
directed to be left undisturbed. Excavate existing damaged pavement material including
subgrade, base course, binding course and wearing course to formation level using excavator
and grader and cart away to approved disposal area.

3. Construction of underground drainage utilities:

This work shall include the supply and installation of subsoil drains constructed in accordance
with the contract specification at the locations and in accordance with the lines, levels and
grades as shown on the drawings and or as directed by the Engineer. Box culverts and line
drains shall be constructed before the commencement of the construction of the sub base.

i. Spreading, levelling and compaction sub base
The sub base layer made of crushed rock shall be placed over a well compacted subgrade and
shall be compacted to a thickness of about 200mm.

ii. Spreading, levelling and compaction of dense bituminous macadam:


Dense bituminous macadam bituminous road base mix consisting of graded aggregates,
bitumen and filler. It is used in main pavement course. The materials including any added
filler, shall be weighed or measured into a mechanical mixer and thoroughly mixed in such a
manner that all particulars of the aggregate are completely and uniformly coated mixer and
thoroughly mixed in such a manner that all particulars of the aggregate are completely and
uniformly coated. The dense bituminous macadam shall be laid by paver and compacted to a
thickness of 200mm.

iii. Tack Coat Application:


i) After the surface is properly prepared, approved bituminous emulsion tack coat shall be
applied at a rate of 1-1.1 liters/meter square with standard temperature
ii) The surface shall be properly cured.

iv. Wearing Course:


i) The hot asphalt mix shall be spread over the cured surface of tack coat by asphalt paver to
the required profile and thickness (40mm).
ii) The mix shall be compacted as soon as possible after spreading the material and it shall be
properly compacted with roller to achieve the required compaction with a standard
temperature.
Rolling shall start from the sides and proceed toward the center. Each trip of the roller shall
overlap the previous trip by at least 30 cm.
Roller wheels shall be kept moistened. The roller shall be capable of reversing without
backlash and shall be free from worn parts. Heavy roller shall be used to complete all rolling
including elimination of waves caused by the lighter rollers. Compaction shall be carried out
in accordance with relevant standard.
iii) Traffic shall not be allowed on this layer until it is properly cooled, a minimum period of
12 hours shall be considered after the completion of the rolling.

5) Inspection and Testing:


The Laboratory investigation is comprised of performing some tests on subgrade soil
samples that are taken from the road’s sites and the quarries materials. The testing

procedures will be followed are in general conformance with those recommended in BS
1377 and ASTM. The laboratory tests will be performed included the following: -

Primary tests for subgrade soils and aggregates such as Atterberg Limits, grainsize analysis,
specific gravity and water absorption.

Strength tests for soils and aggregates including compaction tests, soaked CBR test and
abrasion test. For aggregates shape and texture flakiness and elongation tests will performed.
For bitumen, penetration, ductility, viscosity, specific gravity, etc. will be carried out.

4.0 SAFETY PLAN

Prime importance shall be given to safety of personnel and the public. It shall be ensured
that the personnel involved are conversant with the Company’s Safety regulations and there
shall be confirmation of the maintenance status of all machineries. Further to above, the
following key points shall be considered important.

a. Safety induction and regular training will be provided to machine operators and assistants.

b. Mechanical check and services shall be carried out on all equipment to maintain good
optimum working condition.

c. Construction vehicles/equipment shall have reverse alarm.

d. Road safety signs/diversion signs shall be installed where applicable for safe movement of
construction vehicles/equipment and public vehicles.

e. Only trained personnel shall be allowed to operate machineries and equipment.

f. All major equipment shall be tested and certified prior to mobilization to site.

g. Services and utility company shall be engaged at preliminary stages of the project to help
in identifying underground services route. Where possible, such services shall be
relocated and shall be vividly marked and tagged where not to prevent damages to
services, machine and life.

h. When road closure is required, transport authority and public shall be informed ahead.
Training on usage of fire extinguishers and emergency action procedure shall be
provided to workers.

i. Site security shall be available to prevent intrusion by unauthorized members of the public.
