1. Truth about Philhealth

There is an allegation of massive corruption in the state insurer (PhilHealth). PhilHealth President
and Chief Executive Ricardo Morales bared that about PHP 10.2 billion from Philhealth’s budget was
potentially lost to fraudulent transactions and schemes in 2019. He also added that the loss could go as
high as PHP 18 billion by next year if not addressed.

Senate opened its investigation into allegations of massive corruption in the state insurer. President
Anti-Corruption Commission Commissioner Greco Belgica refused to elaborate the results of their
investigation but pointed out that its findings involved issues in the state insurer’s information
technolody (IT) system and legal services.

Alejandro Cabading alleged that Morales approved the purchases of the ICT equipment and
software, which were not yet cleared by the Department of Information of Communications Technology,
and were the same devices purchased by Philhealth in 2018 and 2019.

The Philhealth is still under investigation, it is not yet proven that the people behind the Philhealth
are guilty of committing corruption. A strong evidence must provide.

2. Budget Process

The annual budget of Barangay Botbotones is P2,000,000.25. The Barangay Chairman, Barangay
Council and the Barangay Treasurer are responsible in budget planning. The budget was based on the
previous budget of the Barangay. Then, they will submit it to the budget officer (Municipality of Santa
Ignacia) for the review. After finalizing the budget, they will submit it to the COA. The COA, engineering
department and etc. should have a copy.

 The revenue generated by the Barangay are from the Poultry and small business.
 The barangay chairman and treasurer are responsible of the financial reports that will submit to
the Municipality of Santa Ignacia.
