It has been a pleasure to support you in your efforts to repair the eouniry’s judicial system through new judges and the Fist Step Act, Because of your efforts, more Americans have had their freedoms restored, found new faith in the American criminal justice system, and will go on to have fully productive civilian lives. 11s in tat spirit that 1 eall your attention tothe application of one of my constituents, Mr John ‘Thomas Shipley, that is before the Office ofthe Pardon Attomey atthe Department of Justi (case file number: P289187). His case may be of sufficient merit for your attention. ‘Mr. Shipley has a history inthe United States Army as a helicopter pilot and received the "National Defense Service Medal, Army Service Ribbon, and Army Aviator Badge. He was honorably discharged due toa spinal cord injury. Upon his recovery, Mr. Shipley spent an additional 14 years as a Special Agent in the Federal Bureau of Investigation. During his time in the FBI, Mr. Shipley served as a personal bodyguard to Attomey General Janet Reno and to FBI Director Louis Freh, He served on the FBI’s Special Weapons and Tacties (SWATT) team, was an FBI sniper, and was a member of the Special Operations Group, investigating Mexican drug cartels and aresting fugitives. ‘Mr. Shipley first met with my staff on January 30, 2020. Aer careful review ofhis circumstances and consultation with my former colleagues in the House of Representatives and other professionals, Mr. Shipley's incarceration appears tobe the result of prosecutorial retribution, judicial overreseh, and politcal targeting as follows: ‘+ Asan FBI agent in FI Paso, Texas, in 2003, Mr. Shipley discovered he had arrested a woman he believed tobe innocent, The judge in the cae quickly asked Mr. Shipley to sign an affidavit in favor of he prosecution. Mr. Shipley explained that he could not sign an affidavit because he believed her fo be innocent. He did not go through the proper chain of command, so this ation was a surprise to the prosecutor in the case. The accused woman filed suit and was awarded $27.5 million’ Tae woman offered Mt 264 Shipley some of her settlement, which he declined, The prosecutor accused Mr. Shipley of bribery but failed to find evidence. The prosecutor then accused him of perjury yet failed to find evidence once again, ‘Mr. Shipley had been a firearm collector and trader for many years. In 2009, he sold a firearm from his collection to a local deputy sheriff, Armando Rodriguez. Subsequently, the Bureau of Alcohol, Tobacco, Firearms, and Explosives found that gun in Mexico. Mr Shipley's supervisor ai the FBI summoned him to his office, asked for his firearm and badge, and issued a search warrant for his home to check his firearms. The ATF detained his personal firearms except for ten FBI-issued weapons. Afterwards, he returned 10 work. Mr. Shipley was later ried for gun trafficking and lost is eae to the same prosecutor deserted abave.
