Achievement :
Project completion period was 210 days, but prolonged for another 96 days on the delays
attributable to the Clients. Damages were claimed to the tune of 1.5 million JD from the Client
department exclusively with the self’s initiation and Company had benefited by clients
acceptance to pay Damages by 375,000 JD, which was more than what was earned as profit in the
execution of the work by the Company.

2004 - 2006

1. Project Manager – Amman International Airport – Jordan.


Ooms Avenhorn Holding bv, Netherlands

Project -In - Charge for the work of Rehabilitation of Southern Runway at Queen Alia
International Airport, Amman, Jordan, costing 7,220,000 JD. Responsibilities includes Laisening
with the Client department - Civil Aviation Authority - and the Consultant, Supervision, Quality
control and Assurance, Planning and monitoring of project works, administration of Contracts of
sub-contractors and finalization of project accounts. This work comprising of removal and
replacement of about 200 slabs of Rigid pavement and execution of 3 layers of Flexible
Pavement Overlay using Polymer Modified Bitumen (235,000 Sqm). Work was successfully
completed to the much satisfaction of the Clients.

Achievement :

2.Senior Pavement Engineer – Sylhet International Airport, Bangladesh (April –June 2005)

The work of “Development of Osmani International Airport, Sylhet for operation of wide body
Aircraft” comprises of strengthening of existing Runway with Flexible layers and extension of
Runway for the operation of wide bodied Aircrafts. This position of Senior Pavement Engineer is
for periodical visits to site and responsible for the study of the existing pavement and approval of
the design of strengthening layers for the existing portion of Runway, and study of soil structure,
check and approve the pavement design of the extended portion and guiding the Junior staff. First
visit comprises of 2 months of feasibility study in India and site study at Bangladesh.

2001-2004

• Scope of this assignment included Identification of area of influence, traffic surveys,
traffic forecast, reconnaissance surveys, demand-supply gap, engineering survey,
social environmental impact assessment, traffic management, operation and
maintenance, cost estimate, toll determination, strategy for commercial
implementation, economical viability, financial viability, risk analysis, structuring the
project and preparation of bidding documents. Gujarat State Road Development
Corporation Ltd. being the executing agency.

Consultancy Services for Road Projects on BOT basis with Private Sector Participation for
Hoshangabad - Harda - Khandwa Road Project (Length 190km) of Madhya Pradesh Rajya Sethu
Nirman Nigam Limited (MPRSNNL)

• Scope of this assignment includes studies to suggest input for making the projects
viable to the maximum extent possible for private sector project, evaluate the social
rehabilitation costs and suggest detailed rehabilitation and relocation plan as per the
needs of the project, study the environmental impact of the project and suggest
measures within the purview of law, suggest the toll structure and bid criteria for the
project as per the DPR's available with the Nigam for making it viable under Private
Sector participation and suggest such modification in the DPR's as necessary, prepare
pre qualification documents, NIT and Tender Documents and assist the Corporation in
evaluation of the same for selection of pre qualified and final private developers and
arrange to get the project appraised from financial institutions/ Banks and also arrange
sanction of term loan for the project.

From June 1991 - 2000

4. Independent Techno – Legal, Arbitration & Project Management Consultant:

a. As Techno-Legal and Arbitration Consultant, acted as Council in the Arbitration matters for
more than 25 cases, claims ranging up to Rs.3,00,00,000/- in various departments and in private
and it was an achievement that no case was lost, and there was definite award of desired and
satisfactory amounts to the Clients.

b. As Project Management Consultant, the routine tasks were Construction supervision and
Resource Mobilization plans, Monitoring of daily work/project activities, developing program
schedule for execution, Feasibility and Construction surveys, for the works such as runways,
aprons, taxi- tracks & terminal buildings, ancillary facilities etc. Quality control in respect of
Airports, Bridges, Pavements, Roads and all other types of jobs in other construction fields is a
continued activity. In addition, extended Techno-Legal Consultancy services to various
contractors working in Government, Public and Private sectors. Viz

Undertaking) under the banner Siromani Consultancy Services (Self’s Consultancy Firm) by
deploying sufficient no. of Pavement Engineers for the execution of Two Flexible Pavement
works of 19,000Sqm with the Crest thickness of 1100mm.

• Construction of additional container yard at CFS area in JN Port


• Construction of additional paring for storage of containers near CFS in JN Port

As Chief Consultant, responsible for day to day construction supervision, resources mobilization
monitoring, Updating of programme schedules, monitoring the progress, setting out and operating
field laboratory, overall quality control and assurance services, approval of work oriented
designs viz., mix design etc., coordinating with user agencies, overall Administration of contract,
certifying the Contractor payments and finalization of Project accounts and guiding the Clients on
all Contractual matters. As the Pavement was meant for the movement of 150 - 200 ton Balloties
with the loads ranging up to 40 tons, a special care was implemented by Quality assurance
method of conducting routine Plate load tests for stage passing of work layers.

d. During 1998 – 2000,


Extended Project Management Services to Indian Airlines for the projects listed below.

• Strengthening of existing pavement in front of Hangar at NEC, Indian Airlines


Mumbai rigid pavement of 10,000 sqm.
• Construction of Engine Run - up Bay (with blast fence facilities) at NEC Indian
Airlines, Mumbai – Rigid Pavement 11,000 sqm.
• Construction of Engine Run - up Bay for IA At Hyderabad - AP - Rigid Pavement
8,000 sqm.

As Supervision Consultant, the responsibilities includes overall construction supervision


including structural evaluation of existing pavement, Quality Control and Assurance services,
approval of qualitative materials and related design matters, Certification of Contractor’s
Payments, Coordination with Airport Officials in Implementation of Aviation supervising,
monitoring field and laboratory testing work, analysis of field, inspection and selection of
quarries approving mix design and conducting quality control tests for pavement quality concrete
works, overall control of contact & specifications work assessment and preparation and
certification of contractors bills and guiding the clients our techno legal aspects. Guiding junior
staff for the day to day supervision, coordination with Airport officials in implementing aviation
limitations. Quality certification of finished work and finalization project account etc.
1981 – May 1991

5. Executive Engineer (Civil), International Airports Authority of India


(A Govt. of India Undertaking)

a.1989 – 1991 - Bombay Airport works:


Building Maintenance works and Operational facilitation works of International Passenger
Terminal Building including related pavement areas of Bombay Airport, its ancillary buildings
and external services, water supply systems, approach roads, car parks, road signage and
horticulture works etc., The responsibilities also includes execution of major works related with
Interior finishes of International Standards such as different types of false ceilings, Marble and
Carpet wall claddings, different types of floorings (marble flooring, vinyl flooring, Carpet
floorings) etc. and in the process, it was a part of responsibility of preparation of detailed
estimates, tender documents, evaluation of tender bids, contract administration, construction
supervision, quality control, management and co-ordination with user agencies etc.,

b.1988 – 1989 - Delhi Airport works:


Construction of Apron for Aircraft parking and taxi-ways for Air-India Maintenance Hanger, at
Indira Gandhi International Airport at New Delhi (U.S. $ 2 Million) The work included contract
administration and construction supervision of 60,000 sqm. of rigid pavement, flexible pavements
and shoulders. Construction of Aircraft Maintenance Hangers and related aprons and annex
buildings for Border Security Force at Indira Gandhi International Airport, New Delhi (U.S.$ 1.5
millions). The responsibilities include contract administration and construction supervision of
composite steel structures, their pre- erection quality checks, safety procedures, trial runs and
commissioning, co-ordination with user agencies.

c.1987 – 1988 - Airport at Aggati Island - Lakshadweep Islands


(A project of National Airports Authority of India constructed by International Airports Authority
of India)

This project comprising of execution of Runway of 1.8 Kilometer long and 45 Meters wide i/c
Shoulders., Terminal Building, Residential Buildings, Roads and 4 Kilometer long Plastic coated
chain link fencing etc. It is a unique nature of experience, as it was constructed on an Island in
Arabian Sea, situated 260 kilometers away from the western coast of India. All Construction
materials have been transported from Mangalore/ Cochin by Mechanical Sailing vessels (MSVs)
of 150 to 300 Tonne capacity. This project was costing about U.S. $ 3 Millions, and executed
within a record time of one year, under self’s supervision and guidance as Engineer-in-Charge.

The responsibilities include two stages. One was selection of materials, testing and approving
after quality control tests at base Camp at Mangalore Karnataka state, India for initial 4 months
and the Second, Transportation of materials from Mangalore and Cochin Harbors including
coordinating with Port Administration. Logistic transport arrangements is an unique operation
which includes handling operations of loading and unloading of construction equipment &
Materials at high-seas, co-ordination with the Lakshdweep Administration and other related
agencies. Establishing communication systems with main land (Wireless system), Progress
updating and communication with Head Quarter at Delhi on day to day basis. Execution of work
on non - cohesive base, supervision and quality control/assurance, and finalization of bills of
contractors and Project accounts etc. Completed the work valuing Rs.6.20 crores to the much
satisfaction of Client with in a record time of 6.5 months (duration of construction 3 rd Oct 1987 –
16th April 1988).
d.1981 – 1986 - Bombay Airport works :
Executed the works viz. 1,50,000 sqm. of Rigid Pavement (Apron) for Aircraft Parking Bays and
Taxi-Tracks, construction of R.C.C. Fly-Over (Class ' AA Loading), Pile Foundations for Fly-
Over and Multistoried Terminal Building, 20 m Span R.C.C. Bridge (Six lane width). Roads,
Structural Steel light Masts (20 m to 40 m High), and other works (Total value of works is about
U.S.$ 5.50 Millions). The responsibilities included preparation of detailed estimates, tender
documents, evaluation of bids, contract administration, construction supervision, quality control,
project management and co-ordination with user agencies.

1976 – 1981

6. Assistant Engineer (Civil), International Airports Authority of India

Bombay Airport works:


Construction of International Passenger Terminal Complex Phase I at Bombay Airport, India
(cost U.S. $ 26 Million) - Execution of 2,00,000 sqm. rigid and flexible pavements for Aircraft
Parking and movement areas such as Runways, Aprons and Taxi tracks, Car parking and roads
etc., R.C.C. Fly-Over of Class AA Loading for connecting ground to first floor of the Terminal
Building, Approach roads. Bulk Services (external water supply works) and other related
Ancillary works. The responsibilities included Contract administration, construction supervision,
Material management, quality control checks and approvals, progress monitoring, quantity
survey, billing estimating etc.,

June 1974 – April 1976

7. Visakhapatnam Port Trust, Andhra Pradesh, India:


Worked in designs section, the responsibilities include preparation of estimates, tenders,
drawings, designs and evaluation of tenders and tender bids analysation of rates etc. for various
Civil Engineering Works related with Harbor, viz., Wharfs, Berths, Transit sheds and Ware-
houses etc.
