External Evaluator for KMSS MNCH Program  
 
BACKGROUND 

Karuna  Mission  Social  Solidarity  (KMSS)  is  established  and  mandated  by  the  Catholic  Bishops’ 
Conference of Myanmar (CBCM) as its social arm to serve the poor and the needy.  KMSS is a network 
of a National Office and 16 Diocesan Offices spread across all the 14 States and Regions of Myanmar 
and serving the people with its five focal areas of intervention in Education, Health, Livelihoods, Social 
Protection, DRR and Emergency.  KMSS received the official government registration on April 8, 2016, 
and  the  registration  number  is  MM‐MHA‐1/Local/0047.  KMSS  has  been  putting  every  effort  to 
maximize the quality and the dignity of life of the poor and the needy.  

KMSS  has  been  implementing  a  primary  health  care  project  since  2011.  In  2016,  KMSS  defined 
nutrition  and  maternal,  new‐born  and  child  health  (MNCH)  as  a  priority  health  focus  area  and 
developed the program based on the “continuum of care” approach for maternal, neonates and child 
care to improve access to quality health care, while at the same time improving people’s awareness, 
knowledge and practices on essential MNCH services. Therefore, the program entitled “Strengthening 
Auxiliary  Midwife  Mechanism  for  Safe  Motherhood  and  Safe  Delivery”  is  being  implement  in  30 
villages  in  3  Townships  namely  1)  Myan  Aung,  2)  Pauk  Khaung  and  3)  Kyun  Su  by  the  support  of 
Misereor and CRS. 

While the program will be finished in November 2020, KMSS is looking for external evaluator to assess 
the achievement of the program. 

PROGRAM OVERVIEW 

KMSS Network’s Maternal, Newborn and Child Health Program started in June 2017. The program has 
two components; 1) improving the capacity and resources of Auxiliary Midwife (AMWs) to provide 
high‐quality maternal, newborn and child health at the community level in hard to reach areas and 2) 
empowering mother self‐help group for better health education and service utilization.  
Program  Title:  Strengthening  community  based  skilled  birth  attendants’  mechanisms  for  safe 
motherhood and safe delivery 
Goal: To improve the Maternal, Newborn and Child health status of the project communities 
Purpose: To improve the safe motherhood, safe delivery practices and child health care in targeted 
project area of 3 dioceses by strengthening community based skilled birth attendant mechanisms 
Objective 1: To improve the capacity and resources of skilled birth attendant on safe motherhood and 
safe delivery

Objective 2: To empower mother groups for the sustainability of safe motherhood and safe delivery 
practices in the targeted communities 
Theory of change: “If KMSS strengthen community based skilled birth attendant mechanisms, then 
there  is  better  adoption  of  safe  motherhood  and  safe  delivery  practices,  because  skilled  birth 
attendants are better trained, have kits and awareness raising resources, functioning Mother Self‐help 
Group (M‐SHG)” 
OBJECTIVES  
The purpose of this evaluation aims to gain better understanding of the achievement of the program 
with the comparison of baseline and endline analysis on the following indicators; 
Indicators to evaluate quantitative and qualitative; 

 Percentage of deliveries are attended by SBA (Disaggregate by Midwife and above and AMW) 
 Percentage/ number of women residing in targeted villages, who require emergency obstetric 
care  get  appropriate  emergency  obstetric  care  referrals  supported  to  station,  township  or 
district hospitals during pregnancy, delivery and postnatal period 
 Percentage of mothers and babies received postnatal care within three days of childbirth  
 Percentage of pregnant women attended at least four times by SBA for reasons related to the 
pregnancy 
 Percentage of newborns that initiate immediate breastfeeding within one hour after birth  
 Percentage of Infants ages under 12 months who immunized with DPT3/ Penta3  
 
SCOPE OF THE WORK  
The External Evaluator will: 
‐ Develop evaluation methodology and design 
‐ Conduct assessment in target areas (If applicable, using digital application) 
‐ Do data entry, cleaning and data analysis 
‐ Present progress report 
‐ Present final report 
KMSS will: 
‐ Engage with government, local authorities, other stakeholders in target areas 
‐ Facilitate travel within in country (If travel restriction lifted) 
‐ Ensure participation of all key respondents 
‐ Review and provide feedback on the reports submitted by the evaluator 
TIME‐FRAME 
The  evaluation  period  is  two  months  starting  from  December  2020  to  January  2021.  A  detailed 
timeframe and work plan will be developed following the final discussion with the external evaluator. 
EXPECTED OUTCOME 
At the end of the evaluation process, the following outcome is expected: 

 A report will be submitted containing the evaluation outcomes, findings, recommendations 
and lessons learned.

BUDGET  
A  detailed  budget  outlining  all  the  costs  will  be  developed  once  the  evaluation  methodology  and 
sampling strategy is determined.  
LINE OF COMMUNICATION 
The Consultant will report to the Programme Manager of Health Sector in KMSS National Office. 
 
QUALIFICATION REQUIREMENTS OF CONSULTANT  
The external evaluator needs to fulfil the criteria list below.  

 Advanced degree in a relevant academic field  
 Demonstrated experience leading similar program evaluation  
 A solid understanding of maternal, child health and nutrition  
 Demonstrated experience in designing survey methodology, data collection tools, processing 
and analysis of data  
 Strong  organizational  and  reporting  skills,  presentation  skills,  attention  to  detail,  ability  to 
meet  deadlines,  and  proficiency  in  Microsoft  Office  and  qualitative  data  analysis 
software/tools  
 Excellent verbal and written communication in English required 
 Previous  experience  working  in  rural  Myanmar  or  in  SE  Asian  countries  with  tight  security 
context will be preferred.
